Opening of the national conference summarizing the work of the People's Councils.

Also attending the conference were: Politburo member, Standing Committee Secretary, Head of the Central Organization Department Truong Thi Mai; Politburo member, Secretary of the Hanoi City Party Committee, Head of the Hanoi City National Assembly Delegation Dinh Tien Dung; Deputy Prime Minister Tran Luu Quang; and Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh.

The conference was attended by more than 500 delegates.

In his opening remarks at the conference, Politburo member and Standing Vice Chairman of the National Assembly Tran Thanh Man stated that the activities of the 15th National Assembly and the People's Councils for the 2021-2026 term have passed more than half their term; the National Assembly and the Standing Committee of the National Assembly have made many innovations and proposed solutions to better perform their functions of supervising and guiding the activities of the People's Councils; from perfecting the legal framework to strengthening the linkages between the National Assembly, the Standing Committee of the National Assembly, the National Assembly's agencies, agencies under the Standing Committee of the National Assembly, and the People's Councils of provinces and cities.

The People's Councils have also made many efforts, innovations, and creative approaches in organizing and implementing their tasks; closely adhering to the Party's guidelines and policies, and the State's laws and regulations; concretizing them into resolutions, mechanisms, and policies that promptly meet the practical requirements of each locality; and making important contributions to achieving the socio-economic development, national defense, security, and foreign affairs goals of each locality and the entire country.

Mr. Man also informed that at the 2022 year-end review conference, 60 recommendations and proposals were submitted to the Standing Committee of the National Assembly; to date, agencies within the National Assembly, Government, and the Central Party Office have considered and responded to 44 recommendations (reaching 73.3%), while the remaining recommendations and proposals are being studied by the relevant agencies in the process of perfecting related policies and laws.

In addition, implementing the "Continuing to innovate and improve the quality, effectiveness, and efficiency of the National Assembly Standing Committee's supervision and guidance of the People's Councils' activities" project, many activities have been carried out, such as: reviewing the People's Councils' activity reports at the National Assembly Standing Committee's sessions; inviting representatives of the People's Council Standing Committee to participate in the drafting committees of draft laws and resolutions, and attending some important sessions of the National Assembly; along with organizing the annual national summary conference, which is also an opportunity for the National Assembly Standing Committee to share, create more motivation, and spread the innovation of the National Assembly and the National Assembly Standing Committee to elected bodies at the local level.

Besides the achievements, Mr. Man pointed out that, based on practical observations and reports from the People's Councils of provinces and cities, the activities of the People's Councils in some places still have limitations in the quality of their sessions; there is a lack of decisive and effective measures to promptly and fully implement the recommendations made after supervision; the compilation and response to opinions and recommendations of voters in some localities are still slow; the direction of digital transformation and the application of information technology have not ensured progress and have not met practical requirements; at times and in some places, the coordination between agencies has not been truly close, and these are issues that need to be resolutely overcome.

"2024 is a year of 'acceleration,' of significant importance in achieving the goals of the 13th National Party Congress Resolution; the Resolutions of Party Congresses at all levels; and simultaneously beginning the preparatory work for Party Congresses at all levels, leading up to the 14th National Party Congress; preparing for the election of deputies to the 16th National Assembly and deputies to the People's Councils for the 2026-2031 term. Therefore, the entire political system must adopt the spirit and actions as stated in General Secretary Nguyen Phu Trong's article on the occasion of the 94th anniversary of the Party's founding, which is: in leadership, direction, management, and implementation, there must be high determination, great effort, decisive action, dynamism, creativity, proactiveness, and timeliness in resolving bottlenecks and obstacles; promoting democracy while maintaining discipline; effectively coordinating leadership, management, and administration; prioritizing quality and practical effectiveness; and creating breakthroughs for development," Mr. Man emphasized and proposed. The delegates engaged in frank and responsible discussions in a constructive spirit, especially offering practical proposals and recommendations that contribute to further innovation and improvement in the capacity, effectiveness, and efficiency of the People's Councils in 2024 and the 2021-2026 term; making important contributions to the successful implementation of the goals of the Resolutions of the Party Congresses of provinces and cities and the Resolution of the 13th National Congress of the Party.
