National Assembly Chairman Vuong Dinh Hue delivered the closing remarks at the Conference summarizing the work of People's Councils of provinces and centrally-administered cities in 2023 and implementing the work plan for 2024.

On the afternoon of March 25th, in Hanoi , after a day of urgent and effective work, the Conference summarizing the work of the People's Councils of provinces and centrally-administered cities in 2023 and implementing the work plan for 2024 concluded successfully.

In his concluding remarks, National Assembly Chairman Vuong Dinh Hue stated that after a day of work, the conference had completed its entire agenda. The Chairman noted that the conference included a summary report from the National Assembly Standing Committee on the work of the People's Councils in 2023 and the direction and tasks for 2024, a welcoming speech from the Secretary of the Hanoi City Party Committee Dinh Tien Dung, and 18 lively contributions from representatives of the People's Councils of provinces/cities, the Standing Committees of the People's Councils, and the Committees of the People's Councils.

Acknowledging the rich and insightful opinions, the Chairman of the National Assembly stated that the People's Councils could learn many valuable lessons from the conference. He also noted that the recommendations and proposals presented at the conference provided valuable suggestions for the Standing Committee of the National Assembly, the Government, relevant agencies and organizations, and for overall leadership and guidance.

The Chairman of the National Assembly stated that this conference received profound attention from central and local agencies. Attending the conference were the Chairman of the National Assembly, the Vice Chairmen of the National Assembly, members of the Standing Committee of the National Assembly, the Standing Committee of the Party Central Committee, the Head of the Central Organization Department Truong Thi Mai, Deputy Prime Minister Tran Luu Quang; representatives from central agencies of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office, ministries and sectors, and delegates from 63 provinces/cities. 48 Chairpersons of Provincial/City People's Councils and 600 delegates also attended the conference.

It should be stated that, following the successful conclusion of the Conference summarizing the work of the People's Councils of provinces and centrally-administered cities in 2022 and implementing the work plan for 2023 (the second conference in the 15th term of the National Assembly), and in accordance with the conference's conclusion on holding this conference annually, this demonstrates the attention of the Party, State, National Assembly, and Government leaders in general, and of the Standing Committee of the National Assembly in particular, to the organization and operation of elected bodies at the local level (People's Councils at all levels). This also fulfills the responsibilities and duties assigned by the Constitution and the Law on the Organization of the National Assembly to the Standing Committee of the National Assembly – the body tasked with guiding, directing, and supervising the activities of People's Councils at all levels.

The Speaker of the National Assembly also stated that, following the conference, the Standing Committee of the National Assembly will direct the Committee on Delegate Affairs to compile the opinions expressed at the conference, along with the existing reports and presentations, to create a full report and a conference proceedings document to be sent to the delegates.

Overview of the conference

On behalf of the Standing Committee of the National Assembly, reviewing the results of the conference, the Speaker of the National Assembly stated that, after reviewing the reports and discussions at the conference, it was evident that 2023 presented a mix of opportunities, advantages, challenges, and difficulties, with more challenges than anticipated. However, the country achieved many important and comprehensive results, which were highly appreciated by the international community. The National Assembly and elected bodies at the local level made a very important contribution to these overall achievements. This was affirmed at the conference, the Speaker of the National Assembly emphasized.

"If the 2022 Conference noted a fresh breeze in the organization and operation of local elected bodies, this Conference further confirms that assessment and shows that this 'fresh breeze' has a wider scope, a more widespread impact, and better and more consistent results than last year," the Speaker of the National Assembly shared.

The Chairman of the National Assembly stated that the workload of the People's Councils last year was enormous. The People's Councils of provinces and cities held 357 sessions, averaging 5.6 sessions per province per year; including many specialized and extraordinary sessions. With such a large number of sessions held, the number of resolutions issued also reached a record high of 6,377, of which 1,681 were not yet legal regulations. This demonstrates the immense legislative and regulatory work of the People's Councils.

Regarding supervision, there were 1,322 supervisory teams in 63 provinces/cities, through which 13,273 problems and shortcomings were identified. In 2023, confidence votes were also conducted for positions at the provincial and district levels.

The Chairman of the National Assembly acknowledged the increasingly effective and practical activities of the People's Councils, making important contributions to the implementation of socio-economic development tasks and the overall tasks of the localities. The Chairman of the National Assembly pointed out and commended localities such as Ho Chi Minh City, Hanoi, Hai Phong, Ba Ria – Vung Tau, Binh Duong, Quang Ninh, Bac Giang, Hau Giang, Khanh Hoa, Nam Dinh, Hung Yen… The Chairman of the National Assembly stated that practice has proven that in places where the People's Councils operate actively and effectively, under the leadership of the Central Government, the Party Committee, and the joint efforts of the local government, there has been development, growth rates, and relatively high budget revenue. This demonstrates the important role of elected bodies. Along with this, provinces with large populations like Thanh Hoa and Nghe An are rising strongly. All provinces have made many efforts. A fresh breeze is spreading across the provinces and cities with many strong transformations.

At the same time, the People's Council has closely followed legal regulations, comprehensively performing all functions from legislative and regulatory work to supervision, questioning, deciding on important issues, conducting votes of confidence, and other tasks such as digital transformation, information technology, and foreign affairs.

In the legislative and regulatory spheres, localities actively implemented laws and resolutions of the National Assembly, especially resolutions on specific mechanisms and policies. Supervision and questioning activities saw many innovations, particularly after the National Assembly Standing Committee issued Resolution 594/NQ-UBTVQH15. Hanoi and Vinh Long, in particular, issued resolutions on questioning and answering questions at the session. On-site and on-site supervision received attention. The confidence vote was conducted rigorously.

Delegates attending the conference

Many activities have been reformed, with the provincial People's Council sessions showing significant improvements. The Standing Committee of the People's Council has also been reformed, and the activities of the People's Council's committees have been strengthened. The role of the delegate groups and individual People's Council representatives has become more important. This demonstrates that the reforms are clear, comprehensive, and include many new models and effective approaches. The work of receiving citizens and resolving voter petitions has been given greater importance and implemented more effectively. The number of issues has increased, and the resolution rate has improved. All activities aim to foster development, demonstrating a spirit of responsibility and shared responsibility, the National Assembly Chairman emphasized.

In addition, information and communication work has been emphasized. Citing some good programs from several localities, the Chairman of the National Assembly said that these are good experiences and models that can be studied, learned from, and shared among People's Councils, and the National Assembly should also refer to them to further enhance its role.

In addition, there were shortcomings and limitations, some of which the People's Council bore responsibility for, as acknowledged and pointed out at the conference.

The Chairman of the National Assembly stated that the reasons for these results were due to the People's Councils at all levels closely adhering to the directives and leadership of the Party Committees, and closely following the resolutions of the Central Committee, the National Assembly, and the Government. There was attention and guidance from the Central Committee, the National Assembly, the Government, and the Standing Committee of the National Assembly; many guidelines were issued promptly; and many questions from localities were discussed, answered, and clarified. This was coupled with the innovative efforts of key leaders, the Standing Committee of the People's Council, the Committees of the People's Council, and the delegate groups. Close and thorough coordination between the government and the People's Council, shared responsibility, early and long-term cooperation, and coordination with the National Assembly delegation, the Vietnam Fatherland Front, and central agencies were also key factors.

With a shared spirit of overcoming difficulties to move forward, and expressing agreement with the recommendations and proposals at the conference, the Chairman of the National Assembly emphasized the need for the People's Councils to continue to closely follow and leverage the leadership of the Party Committee and its Standing Committee in the organization and operation of the People's Councils.

Continue to strengthen the functions of elected bodies at the local level to complete the tasks of 2024. This includes focusing on reviewing and perfecting local legal documents, resolving obstacles, and maximizing resource utilization. Based on the laws and resolutions issued, develop a thorough implementation plan for draft laws, especially the Land Law, the Real Estate Business Law, the Identity Card Law, the Law on Forces Participating in Protecting Security and Order at the Local Level, the Water Resources Law, and resolutions on specific policies and the implementation of national target programs with many assigned tasks for local governments. Conduct a comprehensive review of administrative procedures; review the disbursement of public investment capital; prepare for the public investment plan for the next term; and accelerate the implementation of tasks for the term.

Comprehensive reform of the activities of the People's Council includes, most importantly, reforming the People's Council sessions; continuing to improve the quality of People's Council sessions, focusing on district-level People's Council sessions, and paying attention to commune-level People's Council sessions; and focusing on launching emulation and reward movements.

Emphasizing that the quality of representatives determines the quality of the work of elected bodies, the Chairman of the National Assembly suggested paying attention to encouraging and motivating the activities of the Committees of the People's Councils and the Groups of Representatives of the People's Councils.

Strengthening public petition work at the local level, enhancing citizen reception, resolving complaints and denunciations, and innovating voter outreach.

Focus on implementing the reorganization of administrative units at the district and commune levels.

We propose that all levels pay attention to planning the personnel of cadres and representatives of People's Councils at all levels; and nominate personnel for the upcoming Party Congresses at all levels.

Strengthen activities commemorating the 80th anniversary of the founding of the nation, the 85th anniversary of the traditional day of the People's Councils, and the 80th anniversary of the National Assembly General Election.

The People's Council is requested to actively contribute to the development of policies and amendments to the Law on Supervisory Activities of the National Assembly and People's Councils; the joint resolution on voter outreach by National Assembly deputies and People's Council deputies; the model regulations of the People's Council; and the review of the Law on Government Organization and the Law on Local Government Organization.

Regarding the proposals from localities, the Chairman of the National Assembly stated that in 2022, 44 out of 60 proposals have been implemented and resolved, and the Standing Committee of the National Assembly continues to direct their resolution. For the proposals presented at this year's conference, the Chairman of the National Assembly assigned the Committee on Delegate Affairs as the focal point to compile all the opinions, proposals, and suggestions raised by localities and report them to the Standing Committee of the National Assembly for serious consideration and resolution.
