To promptly concretize the Party's guidelines and directives, and the State's policies and laws, the Provincial People's Council has issued many resolutions on socio -economic development that closely reflect the local situation. To ensure these resolutions are implemented effectively, People's Councils at all levels have strengthened their supervisory activities.

The Standing Committee of the Provincial People's Council issued the 2024 monitoring program for the Standing Committee and the committees of the Provincial People's Council. Following the inspection, supervision, and audit program and the directives of the Provincial Party Committee and the Party Group of the Provincial People's Council, in the first nine months of 2024, the Standing Committee of the Provincial People's Council and the committees of the Provincial People's Council conducted 6 thematic monitoring sessions and 24 regular and unscheduled monitoring and survey sessions.
The thematic supervision activities of the Standing Committee of the Provincial People's Council focused on: Monitoring the implementation of the Provincial People's Council's resolutions on the medium-term public investment plan for the period 2021-2025; compliance with legal regulations in the implementation of budget revenue collection tasks in the province during the period 2021-2023; compliance with legal regulations in the management and inspection of inland waterway transport vehicles and ensuring inland waterway traffic safety in the province; state management of food safety in the province from 2021 to the present; compliance with the law in the handling and resolution of administrative procedures for converting agricultural land to residential land for households and individuals in some localities, during the period 2021-2024; Implementing Resolution No. 201/2019/NQ-HĐND of the Provincial People's Council on promulgating policies to support the relocation of small-scale handicraft production facilities that cause environmental pollution or are incompatible with planning and must be relocated in the province.
During the oversight process, the Provincial People's Council focuses on innovating and diversifying implementation methods, promoting democracy, enhancing openness and transparency, and soliciting public opinion to objectively verify and evaluate the implementation of state laws; coordinating and sharing information between inspection and supervision agencies of the Party and lower-level elected bodies, the Fatherland Front, and political and social organizations...
In addition, the Standing Committee of the Provincial People's Council directed, assigned, and coordinated the implementation of 28 regular, focused, and targeted supervision and survey activities using various appropriate methods. The content focused on understanding the implementation of the Provincial People's Council's resolutions in the implementation of socio-economic development tasks, budget revenue and expenditure, and public investment; the implementation of policies and laws in ensuring social security and welfare; the enforcement of laws in the organizational structure of local governments; and the prevention and fight against corruption…

The Provincial People's Council also closely coordinated with the Provincial Party Committee's Inspection Committee to compile and advise on contents serving the Provincial Party Committee's Standing Committee's supervision of Party committees and their leaders in the leadership and management of land, resources, minerals, and public investment during the 2021-2023 period; disseminated, publicized, and implemented resolutions, directives, and conclusions of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee on the development and improvement of the socio-economic infrastructure system during the 2021-2025 period, with orientation to 2030; and the housing development program in the province during the 2021-2025 period… At the same time, it assigned members to participate in the Provincial Party Committee's inspection and supervision teams.
The Standing Committee of the Provincial People's Council proactively provides feedback on the monitoring programs and thematic reports of the Provincial People's Council delegate groups, contributing to guiding the content of the groups' monitoring activities to suit local realities and promptly meet the requirements of leadership and direction. In the first nine months of 2024, the groups conducted 10 monitoring and survey activities, focusing on: management of public assets; reforestation; implementation of criteria for building new rural areas; compliance with the law in receiving citizens, resolving complaints and denunciations, and addressing citizens' suggestions and feedback…
Following the monitoring activities, the Provincial People's Council compiles and analyzes the findings, coordinates with relevant agencies to evaluate them, and incorporates the monitoring content into the Provincial People's Council's explanatory sessions. They also issue notices, conclusions, and requests to the Provincial People's Committee to direct relevant agencies to promptly address shortcomings and limitations, resolve difficulties, and implement tasks and solutions. This enhances the effectiveness and efficiency of state management and improves the awareness of law compliance among officials, employees, and the people in the province.
