On the afternoon of March 25, in his closing speech at the national conference summarizing the work of the People's Councils of provinces and centrally run cities in 2023 and deploying the work plan for 2024, National Assembly Chairman Vuong Dinh Hue emphasized that 2023 has opportunities, advantages, challenges, and difficulties intertwined, of which the difficulties and challenges are more than expected, but the country has achieved many important and quite comprehensive results, highly appreciated by international friends. In that common achievement, there are very important contributions from the National Assembly and local elected bodies.
According to the National Assembly Chairman , the 2022 conference identified a breath of fresh air in the organization and operation of local elected bodies, and this conference further confirmed the correctness of the above assessment. This shows that the "fresh air" has a wider scope, more widespread impact, and better and more consistent results than last year.
The National Assembly Chairman calculated that the workload of the People's Council last year was very large. Accordingly, the People's Councils of provinces and cities held 357 sessions, with each province holding an average of 5.6 sessions per year, including many thematic sessions and extraordinary sessions.
With such a large number of meetings held, Prof. Dr. Vuong Dinh Hue, Chairman of the National Assembly, assessed that the number of resolutions issued was also at a record level with 6,377 resolutions, of which 1,681 resolutions did not have legal regulations. That shows that the legislative and rule-making work of the People's Council is very large.
Regarding supervision, according to the National Assembly Chairman, there are up to 1,322 supervision delegations in 63 provinces/cities, thereby discovering 13,273 problems and shortcomings. In 2023, a vote of confidence will also be taken for positions at the provincial and district levels.
The National Assembly Chairman also assessed that the activities of the People's Council are increasingly effective and practical, contributing significantly to the implementation of socio -economic development tasks and the common tasks of the locality. Practice has proven that places where the People's Council operates actively and effectively, under the leadership of the Central Government, Party committees and the cooperation of local authorities, have all developed, had a good growth rate and budget collection. This shows the important role of the elected body. The provinces have made many efforts, the fresh breeze spreading in the provinces and cities has had many strong changes.
In 2024, the National Assembly Chairman requested to continue to strengthen the implementation of the functions of local elected bodies. In particular, focusing on reviewing and perfecting local legal documents, removing obstacles, and maximizing resources. Based on the promulgated laws and resolutions, there should be a plan to closely implement the draft Law such as: Land Law, Real Estate Business Law, Identity Law, Water Resources Law with many tasks assigned to local authorities.
In addition, the head of the National Assembly also requested a general review of administrative procedures created by the province, abolishing unreasonable ones, and strengthening decentralization, creating resources for development, and promoting public investment. Comprehensively innovate the activities of the People's Council, including innovating the provincial People's Council sessions, focusing on the district People's Council sessions. Strengthening the work of people's petitions at the local level, increasing citizen reception, handling complaints and denunciations, and innovating voter contacts. Paying attention to the implementation of the arrangement of administrative units at the district and commune levels. At the same time, all levels need to pay attention to planning the contingent of cadres and delegates of People's Councils at all levels, introducing personnel to move towards Party Congresses at all levels, actively contributing to policy making and amending the Law on Supervisory Activities of the National Assembly and People's Councils.
