Attending the opening ceremony were Comrade Hoang Viet Phuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Assoc. Prof. Dr. Nguyen Thi Yen, Member of the Executive Committee of the Vietnam Cultural Heritage Association, Director of the Center for Research and Preservation of Vietnamese Religious and Cultural Beliefs; leaders of several provincial departments and agencies; delegates from districts and cities inside and outside the province; representatives of communes and wards in the city, along with a large number of local people and tourists from all over. The festival was broadcast live on the platforms of Tuyen Quang Newspaper.

The Lower Temple, Upper Temple, and Y La Temple – national-level historical and cultural relics embodying the sacredness of the long-standing Mother Goddess worship in Tuyen Quang city. With their unique cultural and spiritual values, on January 23, 2017, the festival of the Lower Temple, Upper Temple, and Y La Temple was recognized by the Ministry of Culture, Sports and Tourism as a national intangible cultural heritage.

The leaders of Tuyen Quang city presented certificates to organizations and individuals who sponsored and contributed to the restoration of historical relics.
The festival is an opportunity for the people of Tuyen Quang city to respectfully express their gratitude to the Holy Mother for her merits towards the ethnic communities living in the area. At the same time, it preserves and promotes the beautiful traditional cultural values of the ethnic groups, fulfilling the religious needs of the people and their aspirations for a better life. Through the festival, spiritual tourism in Tuyen Quang city will be promoted.

This year's festival is organized on a city-wide scale with activities related to the Tam Phu Mother Goddess worship, such as: the procession of the Mother Goddess palanquin from Y La Temple and Thuong Temple to Ha Temple, the sacrificial ceremony, and the return to the temple. In addition, the festival will offer locals and visitors a diverse cultural space with many activities such as introducing the Vietnamese Tam Phu Mother Goddess worship, dragon dance, lion dance, folk singing, cultural exchanges, sports competitions, and traditional games.
