Tuyen Quang is a mountainous province located in the North of Vietnam, with an area of ​​5,867.9 km2 and a population of 784,811 people (According to the 2019 Population and Housing Census).

During the August Revolution, Tuyen Quang was honored to be the Capital of the Liberated Zone, chosen by the Party Central Committee and Uncle Ho as the center of the national revolution. In Tan Trao-Son Duong - Tuyen Quang, many historical events associated with the fate of the nation took place: The Party's National Conference decided on the policy of leading the entire people in a General Uprising to seize power and elected the National Uprising Committee; The National Congress held at Tan Trao communal house established the National Liberation Committee, i.e. the Provisional Government , with Uncle Ho as President.

During the long years of resistance against the French colonialists, Tuyen Quang was the Resistance Capital, where the people of the whole country "looked to Viet Bac to nurture their strong will"; the people of all ethnic groups in Tuyen Quang always fulfilled their sacred duties: Building and protecting the Safe Zone (ATK); protecting Uncle Ho, the Party Central Committee, the National Assembly , the Government, the Front and many central ministries, departments and branches; protecting the headquarters of the Lao Revolution. The Party Committee and the people of all ethnic groups in Tuyen Quang made important and great contributions to the struggle for national independence, achieving many resounding victories on the battlefield, crushing the attacks on Viet Bac by the French. Binh Ca, Cau Ca, Khe Lau..., are historical places that glorify the brave, resourceful and creative fighting spirit of the army and people of Tuyen Quang in the Viet Bac campaign (Autumn - Winter 1947).

In Tuyen Quang, many important conferences of the Party Central Committee and the Government were convened. In particular, the Second National Party Congress (held in Kim Binh, Chiem Hoa from February 11 to 19, 1951) was the first Congress of the Party held in the country. The Congress supplemented and completed the resistance and nation-building guidelines, set out the task of building a strong Vietnam Workers' Party, and decided on policies and measures to bring our nation's long and glorious resistance to victory. The resistance war against French colonialism was victorious, the Party Committee and people of all ethnic groups in Tuyen Quang continued to build a strong rear, fulfilling the task of a great rear for the great front, defeating the destructive war of the American imperialists, contributing worthily to the cause of national liberation and national reunification. The tradition of patriotism, solidarity, revolution, and heroic fighting spirit of generations of cadres, party members, and people of all ethnic groups in Tuyen Quang have left valuable lessons and shining examples for future generations to learn and follow.

In the renovation process, the Party Committee and people of all ethnic groups in Tuyen Quang continue to promote the glorious tradition of the revolutionary homeland, determined to overcome all difficulties, exploit potentials, promote local strengths, proactively integrate into the economy, create a strong breakthrough in socio-economic development, take advantage of the contributions and assistance of the Central Government and ministries, branches, localities nationwide and international organizations, successfully implement the goals and tasks set forth by the 17th Provincial Party Congress, strive to make Tuyen Quang a fairly developed province among the northern mountainous provinces, worthy of the tradition of the revolutionary homeland, the Capital of the liberated zone, the Capital of the resistance war.
