Before October 1, 2025, car owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means.
Decree 119/2024 of the Government stipulates: Vehicle owners are responsible for coordinating with road use payment service providers to convert existing toll collection accounts according to Decision No. 19/2020 of the Prime Minister to traffic accounts and connect non-cash payment means with traffic accounts before October 1, 2025.
Decree 119 allows one year (October 1, 2024 to October 1, 2025) for vehicle owners and toll service providers to convert toll collection accounts to traffic accounts connecting cashless payment means.
Thus, before October 1, 2025, car owners must convert their current toll collection accounts to traffic accounts connected to non-cash payment means. If they do not do so, their vehicles will not be able to pass through toll stations.
Easier, more transparent payments
Explaining the regulation on converting toll collection accounts, Mr. To Nam Toan, Head of the Department of Science, Technology, Environment and International Cooperation, Vietnam Road Administration, said that the toll collection account currently used by vehicle owners includes information about the vehicle, the vehicle owner and the money deposited by the vehicle owner to pay when the vehicle passes through the station.
Because it is a specialized collection account, the money deposited by vehicle owners can only be used to pay road fees and cannot be used for other purposes, and the money in the toll collection account does not earn interest.
Furthermore, the connection between toll collection accounts and non-cash payment methods is still limited, not creating convenience for people and businesses, especially large transport businesses with many vehicles, having to deposit a large amount of money into toll collection accounts.
This led to a reaction from businesses and people because money in the account did not earn interest.
More importantly, the Ministry of Construction is not a unit with expertise in managing money in toll collection accounts, so managing toll collection cash flow is difficult.
"For the above reasons, during the process of developing Decree 119, the Ministry of Transport agreed with the State Bank on a management method of separating the toll collection account into a traffic account connected to a non-cash payment method such as an e-wallet or bank account, credit card... Vehicle owners have the right to choose a payment method to connect to the traffic account," said Mr. Toan.
Talking about the benefits, Mr. Toan said that when Decree 119 is implemented, it will help the State management of fee collection become more public and transparent; help people make payments easily and simply, and promote cashless payments according to the Government's policy.
The conversion of accounts aims to separate in State management, the Ministry of Construction specializes in managing traffic accounts for non-stop electronic toll collection. The State Bank manages non-cash payment methods, ensuring legality and safety of payment methods for people and businesses.
More importantly, money in the means of payment will be charged interest. With the diversity of means of payment, it will be convenient for vehicle owners, especially for large-scale transport businesses.
Variety of services used
Transferring accounts helps vehicle owners use more diverse services. Not only used to pay road fees, in the near future, the non-stop electronic toll collection system will be expanded to use for many services, traffic accounts will be used to pay for other services such as parking, registration fees, gasoline, and electric vehicle charging.
Each toll service provider has a cashless payment method (ePass has Viettel Monney, MoMo, Visa wallets...; VETC has VETC wallet). The process of converting from a toll account to a traffic account only takes about 5 - 10 minutes on the toll service provider's application.
The Ministry of Construction and the Vietnam Road Administration have directed toll collection service providers to disseminate information to vehicle owners through mass media and text messages to inform and implement the regulations. At the same time, they have directed providers to create the most convenient and fastest conditions for vehicle owners when switching accounts.
"From October 1, if vehicle owners do not convert their toll collection accounts to traffic accounts connected to payment vehicles and do not transfer money from the toll collection account to the payment vehicle, they will be considered as not having a card, not having a traffic account (previous toll collection account), in other words, they are not eligible for non-stop electronic toll collection, and will not be allowed to pass through toll stations," said Mr. Toan.
It is known that the whole country currently has 6.3 million vehicles using the automatic non-stop toll collection service, reaching nearly 100% of the total number of vehicles in the country. According to toll collection service providers, the rate of vehicles switching accounts is very low, reaching only about 30% of the total number of vehicles in the country. The main reason is that vehicle owners do not know about this new regulation.
Vehicle owners must ensure that there is sufficient money in the payment method connected to the traffic account when making electronic payments for road traffic.
In case the amount of money in the payment method connected to the traffic account is not enough to make payment for road use on the highway, the vehicle is not allowed to pass through the toll station on the highway.
In case the amount of money in the payment method connected to the traffic account is not enough to make the payment for road use, the vehicle must use the mixed toll lane at the toll station on the national highway.
In case the amount of money in the payment method connected to the traffic account is not enough to make electronic payment for road traffic, except for the above two cases, other forms of payment shall be made at the collection point.
Road use fee payment service providers directly use the traffic accounts they manage to make electronic road traffic payments for services provided by the Road use fee payment service providers.
