Forces of Nam Hang commune support people of Nam Ty village to dismantle houses and move assets to a safe place.
From 10pm on July 30 to 3pm on July 31, Nam Hang commune continuously had heavy rain, causing a series of serious landslides in the villages: Nam Ty, Nam Cay, Nam Don, Nam Manh, Huoi Van, Huoi Pet... Dozens of households were in fear of landslides on the negative slope right in front of their houses. In Nam Ty village, the families of Lo Van Trinh and Lo Van Thuan had their outbuildings cracked and damaged, at risk of encroaching on their houses. In particular, the household of Lo Van Huyen (who had been proactively relocated earlier) had rocks and soil flowing in, breaking pillars, tilting their house, and at risk of complete collapse. In Nam Cay village, the family of Lo Van Vong also suffered damage due to landslides on the embankment, damaging their toilets and directly threatening their houses.
Regarding the infrastructure system, the road from Lai Chau Hydropower Plant to Huoi Chat village had landslides on the positive slope at many locations, with rocks and soil burying the road surface, causing traffic congestion. At Km15+1050, Provincial Road 127 - an important traffic axis to the commune center, had landslides on the negative slope, damaging the foundation and road surface. Hundreds of inter-commune traffic routes and those from the commune center to the villages were buried by landslides. Two irrigation works: Nam Po and Nam Pang, serving irrigation for many rice and crop areas, had nearly 250m of the channel and more than 12m of the retaining wall washed away.
Agricultural production also suffered a lot of damage in terms of cultivation, livestock and aquaculture. Of which, the total area of rice fields buried and washed away by sand was up to more than 10,000m2; 5,200m2 of fish ponds were flooded. It is estimated that the total damage to State and people's assets in the commune was up to more than 2 billion VND after only 2 heavy rains at the end of July.
As soon as the disaster occurred, Nam Hang commune assigned forces to the grassroots to grasp the situation, support people to evacuate from dangerous areas, and at the same time, count and assess the damage. The close direction of the local government is clearly demonstrated in the synchronous implementation of many emergency measures. Specifically, at points at risk of landslides, the forces coordinated with the people to reinforce pond banks, field banks, clear the flow, and clear landslides onto houses and roads. Households whose houses were damaged by landslides were supported to move valuable assets to a safe place. Regarding traffic, on Provincial Road 127, after only 3 hours, the route was temporarily opened. At landslide points on rural roads, the commune mobilized people to temporarily overcome them. At the same time, they continued to review areas at risk of landslides, proactively develop plans to evacuate people, and establish an early warning system. Flood and storm developments are continuously monitored through weather reports, ensuring timely response when bad situations continue.
Mr. Lo Van Huyen (Nam Ty village) shared: “Heavy rain for many hours caused landslides, causing damage to my family's outbuildings and flooding close to my house, which was very dangerous. As soon as I reported, the commune officials, civil servants, militia, police, and villagers came to help move property, dismantle the house, and transport materials to a safe area. In times of difficulty and adversity, I was very touched to receive such meaningful sharing.”
With a firm grasp of the area, proactive planning and promoting the spirit of community solidarity, Nam Hang commune clearly demonstrated its role as a coordination center - from directing response to mobilizing human resources and means to overcome consequences with the motto "4 on-site". More preciously, the people of the villages proactively helped each other with accommodation, evacuation support and environmental sanitation.
Ms. Lo Thi Kieu Vinh - Vice Chairman of the People's Committee, Deputy Head of the Steering Committee for Natural Disaster Prevention and Search and Rescue of the commune said: "Currently, the commune continues to assign a permanent force 24/24h to promptly handle situations arising from floods. At the same time, summarize the damage and propose support from superiors. Encourage and motivate affected households to quickly stabilize their lives and resume agricultural production. The commune hopes to receive timely attention and support from the province's resources to overcome the consequences of natural disasters."
