The Government Office has just issued Document 269/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Luu Quang at the Online Conference with provinces and cities in the Mekong Delta region held on June 28, 2023.
Target to remove IUU "Yellow Card" warning by October 2023
Accordingly, regarding the fight against illegal, unregulated and unreported (IUU) fishing, Deputy Prime Minister Tran Luu Quang requested relevant ministries, branches and localities to focus on leadership, direction and drastic actions to implement immediate tasks and key solutions to combat IUU fishing, carefully prepare plans and working content with the 4th European Commission Inspection Delegation, and strive to remove the "Yellow Card" warning by October 2023.
The Ministries of Agriculture and Rural Development, National Defense, Foreign Affairs and relevant ministries, branches and localities strictly implement the direction of the Prime Minister in Decision No. 81/QD-TTg dated February 13, 2023 on the "Action Plan against illegal, unreported and unregulated fishing".
The Ministry of National Defense shall preside over and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries, branches and localities to find effective solutions to prevent and stop fishing vessels from illegally exploiting seafood in foreign waters.
The Ministry of Public Security urgently consolidates records and prosecutes brokers and liaisons who bring Vietnamese fishing boats and fishermen to illegally exploit in foreign waters.
The Ministry of Agriculture and Rural Development coordinates with coastal provinces and centrally run cities to effectively carry out the task of protecting and regenerating aquatic resources. Focus on developing effective career conversion models.
Deputy Prime Minister Tran Luu Quang requested the People's Committees of coastal provinces and centrally run cities to urgently establish local fisheries inspectors in accordance with the provisions of the Fisheries Law and related guiding documents. Closely coordinate with the Ministry of National Defense to prevent and handle local fishing vessels from illegally exploiting in foreign waters.
In addition, strictly implement the management of fishing vessels; closely control the activities of local fishing vessels and fishing vessels of other provinces operating in the locality; focus on law enforcement, thoroughly punish IUU fishing activities. Comply with the work of confirming, certifying and tracing the origin of exploited aquatic products according to regulations.
Mobilize, rotate, and second to ensure adequate human resources and funding to carry out the tasks of managing fishing vessels, protecting and regenerating aquatic resources, and combating IUU fishing.
Regarding the completion of software in the fight against IUU fishing, Deputy Prime Minister Tran Luu Quang assigned the Ministry of Agriculture and Rural Development to preside over and coordinate with the People's Committee of Ca Mau province in August 2023 to support the completion of the software, and at the same time research it for widespread application in localities.

Regarding border demarcation and marker planting, Deputy Prime Minister Tran Luu Quang requested ministries, branches and localities to coordinate in organizing propaganda and education for officers, soldiers and people, especially people in border areas, about regulations related to border lines and markers in bilateral legal documents and Vietnamese law to raise people's awareness of law compliance and enforcement, and avoid violations of border regulations.
Regarding the work of preventing and combating crime, drugs, and human trafficking, Deputy Prime Minister Tran Luu Quang requested to focus on leadership and direction to resolutely implement the plans on crime prevention and combat; drug prevention and combat; and human trafficking prevention and combat of Steering Committee 138/CP and the National Committee.
Well control the reception and handling of crime reports and denunciations from the commune level, proactively identify crimes, deploy preventive measures, and combat emerging criminal crimes, especially "street crimes", "black credit" crimes, bank and gold shop robberies, fraud and property appropriation, etc.
Effectively implement Project 06 of the Government on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2021 - 2025, with a vision to 2030, serving professional management, crime prevention and control; transforming the state of all aspects of work from "traditional" to "modern" in crime prevention and control.
In addition, improve the effectiveness of coordination between levels, sectors, and socio-political organizations in the work of preventing and combating crime, drugs, and human trafficking, and prevent complicated incidents from arising, forming "hot spots" of security and order; promote propaganda work with contents and forms suitable for each target group; follow the motto of focusing on the grassroots, focusing on key areas and localities with complicated drug problems, high-risk groups, especially youth, teenagers, students, and workers; disseminate and replicate advanced models and typical examples at the grassroots level.
The Ministry of Health directs localities to strengthen communication activities on HIV/AIDS prevention and control for adolescents, pupils and students, combining HIV counseling and testing to promptly detect and treat HIV-positive cases early and provide preventive treatment for HIV infection for those at high risk of HIV infection.
Resolutely fight against smuggling and drug trafficking across the border
Regarding the fight against smuggling, trade fraud and counterfeit goods, Deputy Prime Minister Tran Luu Quang requested the drastic, synchronous and effective implementation of the tasks and solutions in Resolution 41/NQ-CP dated June 9, 2015 of the Government on promoting the fight against smuggling, trade fraud and counterfeit goods in the new situation, programs, plans and directive documents of the National Steering Committee 389.
In addition, pay attention to economic development in border areas so that people can stabilize their lives and not participate in smuggling and illegal transportation of goods. Resolutely fight against smuggling and drugs across the border, especially fake fertilizers and smuggling of gasoline at sea.
The Standing Office of the National Steering Committee 389 synthesizes recommendations from localities; urges, inspects, coordinates, and supports localities in implementation, and reports to the Head of the National Steering Committee 389.
Upgrading existing drug rehabilitation facilities in localities
In addition, regarding upgrading and building new drug rehabilitation facilities in the Mekong Delta, Deputy Prime Minister Tran Luu Quang requested the People's Committees of provinces and cities in the Mekong Delta to study and arrange land funds to build high-tech agricultural areas for drug rehabilitation students to undergo labor therapy and vocational training in accordance with the characteristics of each locality; ensure facilities to receive compulsory drug rehabilitation students and voluntary drug rehabilitation students in the area.
Deputy Prime Minister Tran Luu Quang assigned the Ministry of Planning and Investment to preside over and coordinate with the Ministry of Finance, the Ministry of Labor, War Invalids and Social Affairs and relevant agencies to balance capital sources to arrange for the construction of new and upgrading of existing drug rehabilitation facilities in localities, with special priority given to allocating capital sources for Can Tho city and Hau Giang province.
In addition, research and support funding to renovate, repair and upgrade the existing drug rehabilitation facility of Can Tho city located in Hau Giang province to carry out the task of compulsory drug rehabilitation for drug addicts in 02 localities; balance investment capital to arrange for Can Tho city to build new drug rehabilitation facilities in the area.
After the Can Tho city drug rehabilitation facility is completed, the old rehabilitation facility will be handed over to Hau Giang province according to the law on public property.
The People's Committee of Can Tho City and the People's Committee of Hau Giang Province urgently arrange land funds, establish investment projects, and send them to the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Planning and Investment to synthesize and report to the Prime Minister in the third quarter of 2023.
Regarding medical support for drug rehabilitation facilities, the People's Committees of provinces and cities in the Mekong Delta region urgently have solutions to temporarily mobilize doctors from medical facilities under the Health sector to support drug rehabilitation facilities under the Labor - Invalids and Social Affairs sector to ensure that drug rehabilitation facilities have medical staff that meet the provisions of the law; create conditions for medical staff working at public drug rehabilitation facilities to be trained and improve their professional qualifications; the existing medical staff can study to become doctors.
