The Prime Minister has just issued an Official Dispatch requesting ministries, branches and localities to focus on organizing the National Achievements Exhibition on the occasion of the 80th anniversary of National Day (September 2, 1945 - September 2, 2025), with the theme: "80 years of the Journey of Independence - Freedom - Happiness".
Telegram sent to Ministers, Heads of ministerial-level agencies, Government agencies; Heads of relevant central agencies; Secretaries and Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated that the Exhibition of National Achievements on the occasion of the 80th anniversary of National Day with the theme: "80 years of the Journey of Independence - Freedom - Happiness" (hereinafter referred to as the Exhibition) is an event of special significance, honoring history, introducing the outstanding achievements of our Party, State and People in the process of protecting, building and developing the country over the past 80 years.
Besides, it aims to affirm the leadership role of the Party, the management and administration of the State, the consensus, creativity and efforts of the entire nation in the cause of national construction and development; contributing to promoting the strength of great national unity.
At the same time, it contributes to propagating andeducating the tradition of patriotism, strengthening people's belief in the country's path of innovation and sustainable development, and is an important occasion to promote the image of a dynamic, innovative Vietnam that is deeply integrated with the international community.

Large amount of work, implementation requirements ensure "6 clear"
In the past time, ministries, branches, agencies and localities have made efforts to carry out the assigned tasks to organize the Exhibition. There is not much time left from now until the Exhibition, the scale of the organization is large, the workload is large, requiring ministries, branches, agencies and localities to have high determination and great efforts to well implement the tasks of organizing this important Exhibition.
The Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies, Heads of relevant central agencies, Chairmen of People's Committees of provinces and centrally-run cities to seriously and urgently focus on implementing assigned tasks and work in accordance with the direction of the Government, Prime Minister, Deputy Prime Ministers, the Exhibition Steering Committee and approved Projects, Programs and Plans, ensuring progress, quality, efficiency and absolute safety.
During the implementation process, ensure "6 clarity: clear people, clear work, clear responsibility, clear authority, clear time, clear results"; proactively direct the handling of assigned tasks, difficulties and problems (if any) according to authority, promptly report to competent authorities for arising issues beyond authority.
Complete the exhibition outline and design (3D) of the exhibition space before July 10, 2025.
The Prime Minister requested to urgently complete and unify the content of the exhibition outline and design mock-up (3D) of the exhibition space of the agency or locality, send it to the Ministry of Culture, Sports and Tourism for synthesis before July 10, 2025 and have a plan for coordination, construction and installation, ensuring efficiency, synchronization and unity in organization and implementation.
At the same time, urgently and actively deploy and implement work related to exhibition spaces of agencies and localities, starting from July 10, 2025 and requiring completion before August 15, 2025.
The Prime Minister encouraged ministries, departments, branches and localities to promote creativity in their agencies' exhibition areas and spaces, ensuring that they are beautiful, scientific, attractive, reflect the true nature of achievements, and are in harmony with the ideas of the consulting unit that designed them and the guidance of the Ministry of Culture, Sports and Tourism.
Balance the budget for organizing the Exhibition
The Prime Minister assigned the Ministry of Culture, Sports and Tourism to preside over and coordinate with relevant agencies to organize the Exhibition according to the approved Project, ensuring the content and progress according to the plan; collect opinions and proposals from agencies and localities and consider and handle them according to their authority, promptly report to competent authorities on issues beyond their authority, ensuring that all preparations for the Exhibition must be basically completed before August 15, 2025.
The Prime Minister requested to synthesize the content and design ideas of the exhibitions of the departments, ministries, branches and localities participating in the Exhibition; develop detailed plans and implement the items of decoration and visual propaganda. Preside and coordinate with relevant agencies to develop a propaganda plan, a plan to organize the Opening Ceremony, Closing Ceremony, programs and activities before and during the Exhibition.
At the same time, preside over and coordinate with international consultants to develop a management and operation plan before and during the Exhibition, and complete the overall plan of the exhibition space before July 20, 2025.
The Ministry of Finance is directed by the Prime Minister to preside over the review, synthesis, and reporting to competent authorities to balance and arrange the budget for organizing the Exhibition of ministries, central and local agencies in accordance with the provisions of the law on the state budget and related guiding documents, to be completed before July 10, 2025.
In addition, preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to promptly issue written instructions on unit prices, target norms, contractor selection mechanisms, special mechanisms (if any) and related issues in performing the tasks of the Exhibition to ensure compliance with legal regulations, to be completed before July 10, 2025.
Organize live broadcast of the Opening and Closing Ceremony of the Exhibition
The Prime Minister requested the Ministries of Foreign Affairs, Finance, Industry and Trade, Construction, National Defense, and Public Security to speed up the process of inviting international enterprises and organizations and promptly send the list of participating units to the Ministry of Culture, Sports and Tourism for synthesis and a plan to arrange the exhibition space in accordance with the overall design of the Exhibition, to be completed before July 10, 2025.
Vietnam Television is assigned to preside over and coordinate with the Ministry of Culture, Sports and Tourism and relevant agencies to develop a plan and organize live broadcasting of the Opening and Closing Ceremonies of the Exhibition and to preside over and work with relevant units to organize special cultural and artistic programs to serve and honor the values of the national exhibition.
The Prime Minister also assigned Deputy Prime Minister Mai Van Chinh to preside over and continue directing the organization of the National Achievements Exhibition on the occasion of the 80th anniversary of National Day.
At the same time, the Ministry of Culture, Sports and Tourism and the Government Office are requested to, according to their assigned functions and tasks, monitor and urge ministries, agencies and localities to implement this Official Dispatch, and promptly report to the Prime Minister and Deputy Prime Minister Mai Van Chinh on issues beyond their authority.
