Economic scale exceeds 100 trillion VND mark

According to the province's report and the assessment of representatives of the central ministries and branches, Khanh Hoa has overcome difficulties and achieved many achievements in many aspects. In 2023, the province achieved and exceeded the plan of 20/22 economic and social targets (5/5 economic targets, 11/12 social targets, 4/5 environmental targets). The total product in the province (GRDP) reached 60,158 billion VND (2.5 billion USD), an increase of 10.35% (ranked 4th in the country and leading the North Central and Central Coast regions for the second year), bringing the average annual GRDP growth in the period of 2021 - 2023 to 8.15%/year (the plan is 7.5%/year). The scale of the economy exceeded 100 trillion VND for the first time (reaching 108,969 billion VND (4.6 billion USD). State budget revenue reached 18,012.7 billion VND, up 9.2% over the same period. Industrial production index increased by 13.69%; export turnover reached 1,750.1 million USD, up 5.9%; total social development investment capital reached 71,302.8 billion VND. Attracted 17 non-budget investment projects with a total registered capital of about 100,865.7 billion VND.

Khanh Hoa also achieved impressive results in administrative reform, improved investment and business environment (PCI ranked 16th, up 28 places; PAPI ranked 16th, up 24 places; PAR-Index ranked 25th, up 23 places...) and is focusing on completing the infrastructure system; speeding up the implementation of key transport projects.

In addition to the achieved results, the province also encountered some difficulties and problems such as some major planning projects were behind schedule compared to the plan; targets on the number of communes meeting new rural standards and forest coverage rate have not been met; digital transformation work is still limited; the implementation of Resolution No. 55/2022/QH15 on piloting a number of specific mechanisms and policies for the development of Khanh Hoa province still has some difficulties and problems.

At the meeting, leaders of ministries and branches gave their opinions on issues of concern to the province, namely: Khanh Hoa needs to urgently complete the legal framework for the comprehensive management of coastal resources, effectively exploit marine resources and develop a plan to implement regulations on sea encroachment activities immediately after the Government issues a Decree regulating sea encroachment activities.

Opinions say that the province prioritizes improving the business investment environment, administrative reform, promoting digital transformation; mobilizing and effectively using all resources to develop 3 dynamic regions (Van Phong Bay area; Nha Trang city; Cam Ranh Bay area) and 4 economic corridors (North-South economic corridor; East-West economic corridor; Nha Trang-Dien Khanh-Khanh Vinh corridor; Cam Ranh-Cam Lam-Khanh Son corridor) to create breakthroughs and strong spillovers.

Soon realize the goal of becoming a centrally-governed city

Speaking at the meeting, National Assembly Chairman Vuong Dinh Hue stated that the Party and State have never issued so many documents, guidelines, mechanisms and policies for Khanh Hoa province, demonstrating the great concern of the Party, State, National Assembly and Government for Khanh Hoa; at the same time, it also assigns responsibility to the provincial Party Committee and government. Specifically, the National Assembly issued Resolution No. 44/2022/QH15 on the investment policy for the North-South Eastern Expressway project in the 2021-2025 period, Resolution No. 58/2022/QH15 on the investment policy for the Khanh Hoa-Buon Ma Thuot Expressway project, phase 1, Resolution No. 92/2023/QH15 on the investment policy for the road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province (Yang Bay-Ta Gu inter-regional road) with a budget of tens of thousands of billions of VND disbursed in Khanh Hoa province.

Basically agreeing with the direction and tasks that Khanh Hoa province has identified in 2024, the National Assembly Chairman emphasized that this year must be the time for the province to accelerate development, creating a foundation for the successful implementation of the Resolution of the 13th National Party Congress and Party Congresses at all levels, towards the 14th National Party Congress. With the results achieved in the past time, the National Assembly Chairman expressed his belief that the Party Committee, government and people of Khanh Hoa province will continue to unite, make efforts and strive to overcome difficulties to continue to achieve more achievements, successfully implement the resolutions of the Politburo, the National Assembly, the Government, the Resolution of the 18th Provincial Party Congress, term 2020-2025, and make practical achievements towards the 50th anniversary of the Liberation Day of Khanh Hoa province (April 2, 1975 - April 2, 2025).

The National Assembly Chairman suggested that the province strive to soon realize its aspirations and goals by 2030, becoming a centrally-run city; an international sea tourism and service center; a growth pole, the center of the Central Coast, Central Highlands and the whole country; by 2050, becoming a major marine economic center of the country; a smart, environmentally friendly, unique urban area, on par with the Asian region.

The National Assembly Chairman suggested that Khanh Hoa province should prepare well for the organization of a 3-year review of the implementation of Resolution No. 55/2022/QH15 of the National Assembly to submit to the Government to report to the National Assembly at the end of 2025 session; advise and propose solutions to remove difficulties and obstacles in implementing the Resolution.

Other issues that need attention include reviewing the laws and resolutions recently issued by the National Assembly to implement the assigned tasks. The Party Delegation of the Provincial People's Council needs to coordinate with the Party Executive Committee of the Provincial People's Committee to review the system of legal documents of the province to promptly amend, supplement and complete.

The National Assembly Chairman noted that Khanh Hoa needs to focus on effectively implementing the Provincial Planning; in line with the national master plan, national planning, regional planning and strengthening regional connectivity, in line with the orientation of marine economy as the foundation, with breakthroughs; in addition, paying attention to developing high-tech processing and manufacturing industry, logistics services, energy industry, digital economy as breakthroughs; tourism as a spearhead economic sector...

According to the National Assembly Chairman, the development goals and orientations are clear, the important issue is that the province needs to have very specific programs, projects, and implementation plans.

The National Assembly Chairman also suggested that the province focus on developing infrastructure for industrial parks, clusters, seaports, logistics services; information technology infrastructure, digital infrastructure to develop high-quality service industries, pay attention to developing human resources to attract quality investors, meeting development requirements...

The important task mentioned by the National Assembly Chairman is to require the province to focus on developing the fields of culture, society, education, and health; to carry out social security work well, strive to bring Khanh Son and Khanh Vinh districts to meet the criteria to escape poverty by 2024 and suggest the development direction of these two districts in the direction of "mountainous ecological micro-urban areas".

Khanh Hoa needs to thoroughly grasp and effectively implement the Resolution of the 8th Central Conference on the Strategy for National Defense in the new situation; closely combine socio-economic development with ensuring national defense and security; strengthen the work of building a clean and strong Party and political system.

The National Assembly Chairman suggested that Khanh Hoa continue to improve the leadership, management and operation capacity of Party committees and authorities at all levels; do a good job of preparing for the organization of Party congresses at all levels, towards the 19th Provincial Party Congress, term 2025-2030.

After listening to the province's report and monitoring the actual situation, comrade Vuong Dinh Hue and members of the working delegation acknowledged and highly appreciated that, in the past time, the Party Committee, government and people of Khanh Hoa province have united, made efforts, overcome difficulties and challenges, comprehensively implemented the work of Party building, building the political system, developing the socio-economy, achieving many positive results.

Regarding the proposals and recommendations of Khanh Hoa province, representatives of ministries, branches and agencies have exchanged opinions. The National Assembly Chairman noted and assigned the National Assembly Office to synthesize and send to relevant agencies for research, consideration and settlement according to their authority, in accordance with the provisions of law, on the principle of creating maximum conditions for the locality.

For issues within its authority, the National Assembly and the National Assembly Standing Committee will promptly consider and decide.
