Regarding the Van Phong Luxury Hotel project invested by Forio Nha Trang Company Limited, the inspection results showed that the appraisal was slower than the prescribed time. The investor did not comply with the planning license, the agreement on the architectural planning plan, the document on the appraisal of the basic design, the document on the appraisal of the construction drawing design and the construction permit, but the Department of Construction Management still announced the results of the appraisal of the project's basic design adjustment dossier.

Regarding the Nha Trang Center 2 complex (Nha Trang), invested by Thanh Yen Joint Stock Company, which established an investment project without a planning license, the Department of Construction Management did not have sufficient documents when appraising the basic design of the project; the appraisal time was slower than prescribed; the appraisal of the conformity of the basic design was not in accordance with regulations; when appraising, there was no written agreement on the policy of connecting technical infrastructure; the approval of construction density and number of floors was not in accordance with regulations; the opinions of relevant agencies and organizations on land content were not obtained; the content of the appraisal of the conformity of the solution for organizing the implementation of the project in stages was not concluded; the basic design of the project was not qualified (or qualified) to implement the next steps.
