Comrades Tran Phong, Member of the Central Committee of the Party, Secretary of the Khanh Hoa Provincial Party Committee; and Nguyen Viet Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, co-chaired the conference. Also attending the conference were representatives from the leadership of various departments and agencies, and nearly 200 officials, civil servants, and public employees from communes and wards throughout the province.

At the conference, representatives from the Provincial Party Committee's Propaganda and Mass Mobilization Department presented a summary report on the compiled opinions and recommendations of commune-level officials, civil servants, and public employees prior to the conference.

Accordingly, a total of 210 opinions and recommendations focused on 7 groups of issues: the operational mechanism of the two-tiered local government model; building the political system at the grassroots level; reorganizing the organizational structure and assigning personnel; policies and regulations for commune-level officials and civil servants; administrative reform, digital transformation, and innovation; and the implementation of socio-economic development targets and tasks, as well as funding for tasks at the commune level. In addition, there were a number of other opinions and recommendations belonging to different groups of issues.

Comrade Tran Phong, Member of the Central Committee of the Party and Secretary of the Khanh Hoa Provincial Party Committee, delivered the concluding remarks at the conference.

Representatives from the Provincial People's Committee and leaders of relevant departments and agencies have provided written explanations and clarifications on the issues raised and recommendations made by officials and civil servants at the commune and ward levels. In a spirit of frankness, democracy, and responsibility, during the direct consultation and dialogue session, delegates continued to propose and recommend many practical concerns and aspirations to the Standing Committee of the Khanh Hoa Provincial Party Committee.

On behalf of the conference chairman, Comrade Nguyen Viet Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Khanh Hoa province, requested that departments and agencies directly provide specific answers to each group of opinions and recommendations from the delegates. The recommendations reflected practical difficulties at the grassroots level, such as: decentralization, organizational structure, staffing, digital transformation, and policies... in implementing the two-tiered government model.

Regarding opinions on the authority to grant regular salary increases, seniority allowances exceeding the standard rate, early salary increases, and other related benefits, the Department of Internal Affairs responded that it will research and consider advising the competent authority to review and decide when developing and promulgating regulations on the assignment and decentralization of recruitment, employment, and management of civil servants under the management of the Khanh Hoa Provincial People's Committee (immediately after the 2025 Civil Servant Law comes into effect and the Government issues relevant decrees and guiding documents).

In his concluding remarks at the conference, Comrade Tran Phong, Secretary of the Khanh Hoa Provincial Party Committee, highly appreciated the "bridging" role of the commune and ward-level officials and civil servants in bringing the Party's guidelines and State policies into practice, making a significant contribution to the province's socio-economic development in recent years. He also acknowledged that the meeting and dialogue were conducted seriously, effectively, and addressed the difficulties at the grassroots level.

Leaders of departments and agencies respond to suggestions and recommendations from officials, civil servants, and public employees at the commune and ward levels.

To further improve the quality of the grassroots political system's operations, the Provincial Party Secretary requested that departments, agencies, and localities consider the opinions and recommendations at the conference as "commands from reality." They should be proactive and flexible, "working while reviewing and refining," avoiding waiting, striving for perfection, or allowing work to become stalled. They should focus on resolving issues definitively and prevent delays. Opinions exceeding the provincial authority will be compiled and submitted to the Central Government for resolution.

Regarding the staff at the commune and ward levels, the provincial leadership shared their understanding of the current pressure but emphasized the need to maintain administrative discipline and order, as well as a service-oriented attitude towards the people. They must absolutely not evade, shirk, or delay tasks that cause inconvenience to the people. They should proactively learn and improve their digital skills and capabilities to adapt quickly to the new environment. In addition, the Provincial Party Committee's Organization Department needs to review the planning and rotation process to ensure that it creates an environment and motivation for young, capable cadres at the grassroots level to have opportunities for development.

The Provincial Party Secretary also expressed his confidence and hope that the team of officials, civil servants, and public employees at the commune and ward levels would continue to self-study, self-improve, enhance their public service ethics, innovate their thinking, and strive to overcome difficulties to work together with the Party Committee, government, and people of the entire province to successfully achieve the goals set forth in the Resolution of the First Congress of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.
