| Completed Nam Dinh General Hospital and put it into operation to serve the people's medical examination and treatment needs. |
Nam Dinh General Hospital Project, formerly known as the 700-bed General Hospital Project of Nam Dinh Province, started construction in 2007 with the investment goal of a regional General Hospital, serving the medical examination, treatment and health care of the people of Nam Dinh Province and neighboring provinces. The project has basically completed the main structural works, but for various reasons, it had to be suspended since 2012.
By 2019, based on the proposal of the Nam Dinh Provincial People's Committee and the central ministries and branches, in Document No. 842/TTg-KGVX dated July 12, 2019, the Prime Minister approved the policy of adjusting the project to build a 700-bed Nam Dinh Provincial General Hospital from a regional central hospital to Nam Dinh Provincial General Hospital. Implementing the direction of the Prime Minister, the Provincial People's Committee directed the Provincial Construction Investment Project Management Board to review and evaluate the completed volume, inspect the quality of the project, and advise the Provincial People's Committee to approve the final settlement of the completed project volume; Coordinate with relevant units to urgently carry out procedures to implement project adjustments, carry out investment preparation procedures, have the Ministry of Construction appraise and the Provincial People's Council approve the investment project to build Nam Dinh General Hospital (on the basis of adjusting the investment project to build the 700-bed General Hospital of the old Nam Dinh province) and the Provincial People's Committee approves the project in Decision No. 2170/QD-UBND dated September 1, 2020.
Comrade Dinh Van Phuong, Director of the Provincial Construction Investment Project Management Board, said: The Nam Dinh General Hospital construction investment project is implemented on a land area of 9.25 hectares in the center of My Trung Urban Area (Nam Dinh city), with a design scale of 700 beds, including departments and rooms according to the standards of a provincial general hospital, with a total investment of 1,755 billion VND; implementation time until the end of 2025. In which, the total land area for construction is 19,840.2 m2, planned harmoniously, optimizing the use of land from construction land, traffic land, technical infrastructure to landscape campus; total construction floor area of 74,612 m2; construction density of 21.4%; land use coefficient of about 0.81 times; number of floors from 1 to 11 floors. The main construction block of the Provincial General Hospital construction investment project consists of 6 buildings designed as a block, connected by lobbies and corridors, including: Building No. 1 is 8 floors high - Emergency department, technical and administrative services; Building No. 2 is 10 floors high - Department of diagnostic imaging, laboratory department and inpatient departments; Building No. 3 is 11 floors high - Department of outpatient examination and treatment and inpatient departments; Building No. 4 is 4 floors high - Department of infectious diseases; Building No. 5 - General hospital; Building No. 6 - Bridge building connecting Buildings 2 and 3. The departments and rooms are designed in the direction of a modern hospital, with advanced technology of current medicine, and utilities suitable for actual usage needs.
The project is very large in scale, with many complex construction items, combining renovation and new construction, so the design, review and appraisal process is lengthy. The construction process encountered many problems, additional adjustments and site handling to suit the actual status of the project for many years and ensure the design goals. In addition, the construction process was interrupted due to the COVID-19 pandemic, many times there was a shortage of materials; imported equipment was delayed due to geopolitical fluctuations in the world... However, with the attention, close and timely leadership and direction of the Provincial Party Standing Committee, the Provincial People's Committee, the coordination and support of relevant departments and branches and high determination, the spirit of urgent and continuous production work, after 43 months of intense concentration on construction, the project was completed and approved by the Department of Construction of Nam Dinh province, qualified for handover and put into operation.
The operation of Nam Dinh General Hospital is of great significance, contributing to improving people's health care and promoting economic development and social security for the people; contributing to the successful implementation of the Resolution of the 20th Congress of Nam Dinh Provincial Party Committee, term 2020-2025. In the coming time, the Provincial Construction Investment Project Management Board will continue to closely coordinate with departments, branches and Nam Dinh General Hospital to ensure that the project after handover is exploited and used safely, with the highest efficiency, fulfilling the assigned mission, worthy of the trust, a place to entrust the health of tens of thousands of people in and outside the province.
