Previously, the work of economic evaluation in the whole province still had many shortcomings such as: the stages of preparing records and summarizing achievements were mainly done manually, depending on documents and books; the storage of records was scattered and lacked uniformity, making the review and comparison process time-consuming... From that reality, all levels and sectors identified the comprehensive innovation of economic evaluation work, especially the application of IT, and the gradual modernization of economic evaluation work as an urgent task.
Ms. Nguyen Thu Hoai, Head of the Department of Digital Transformation, Department of Home Affairs said: Digital transformation is an inevitable requirement in all fields in general and digital transformation work in particular. Realizing that, we determined that the application of digital technology not only simplifies but also contributes to making digital transformation work more transparent, accurate and timely. In recent years, the department has actively advised the Department of Home Affairs (the standing agency of the Provincial Digital Transformation Council) to focus on implementing specific solutions, gradually building a professional digital transformation system, associated with development requirements in the new situation.
Accordingly, digital transformation in this field has been focused on by the province since 2021 and has been especially promoted in the past 3 years. One of the breakthroughs is the implementation of Plan No. 247/KH-UBND dated December 14, 2022 of the Provincial People's Committee on the Digital Transformation Plan of Lang Son province in 2023 and Decision No. 2012/QD-UBND dated December 4, 2023 of the Chairman of the Provincial People's Committee on approving the Outline and detailed budget of the Project "Building software to manage the work of the provincial digital transformation", since the end of 2024, the Department of Home Affairs has completed the construction and put into use the software throughout the province. The software system is designed to integrate all data related to digital transformation work throughout the province; the process from registration, monitoring, synthesizing emulation movements to reviewing and announcing the results of rewards, etc.
Ms. Chu Thanh Loan, an officer in charge of emulation and commendation work at the Department of Culture, Sports and Tourism, said: From January 2025, we started using emulation and commendation management software. Previously, each set of commendation application documents often took 3-4 days, even a week due to manual implementation, but now thanks to digitization, the time has been shortened to about 1 day and errors and duplication have been reduced, increasing transparency. Since the beginning of the year, the unit has had 14 collectives and 54 individuals awarded certificates of merit by the Chairman of the Provincial People's Committee, an increase of 13 collectives and 44 individuals compared to the same period in 2024. This is not only a number showing the spread of emulation movements but also a clear demonstration of the effectiveness of IT application in emulation and commendation work.
At the same time, in 2023, the electronic information page on the province's emulation work (established in 2018) will also be comprehensively upgraded. The new interface of the page is designed to be easy to use, with more diverse and richer content than before, such as: a column on typical advanced examples, a system of guidance documents, and commendation decisions that are updated quickly and accurately... This is not only an official information channel serving professional work but also a bridge to spread the spirit of patriotic emulation to a large number of cadres, party members and people. To date, the page has recorded nearly 200,000 visitors, demonstrating its appeal and practical effectiveness in promoting and encouraging emulation movements in the province.
In addition, from the end of 2023 to present, the Department of Economic and Social Affairs has implemented the reception of online commendation records through public services; using iOffice software to send documents and papers related to economic and social activities to each agency and unit instead of sending paper documents...
Thanks to the modernization of emulation work, officials in charge of emulation work have reduced administrative pressure and have more time to focus on advisory work. At the same time, the transparency of records and reward processes contributes to creating trust and response to emulation movements among officials, party members and the masses. Thereby, the quality of reward work is increasingly improved, ensuring the right subjects and standards. From 2024 to present, nearly 3,300 collectives and individuals have been awarded emulation and reward titles by the Provincial People's Committee.
Ms. Nong Bich Thuan, Chairwoman of the Provincial Red Cross Society, said: In early 2025, I was proposed by the agency to receive a certificate of merit from the Prime Minister. The process of completing the documents and reviewing, thanks to the guidance of the Department of Emulation and Discipline, I did everything on the provincial Emulation and Discipline Management Software very quickly and accurately. I can monitor the progress step by step, without having to travel or submit paper documents as before. I find this a positive change that not only saves time and effort for those doing emulation work but also creates a sense of security and transparency for those proposed for commendation.
It can be seen that the modernization of emulation work has brought about positive changes, contributing to the spread of the emulation movement more and more deeply and substantially, and becoming a strong driving force to promote the socio-economic development of the province in the new period.
