Pursuant to Decision No. 925/QD-BTC dated March 4, 2025 of the Ministry of Finance , from March 15, 2025, the State Treasury (KBNN) of 3 provinces: Ha Giang, Tuyen Quang, Thai Nguyen will be merged into a regional unit - KBNN Region VII. The unit is headquartered in Thai Nguyen, consists of 8 staff offices and 15 transaction offices, responsible for the State budget collection and expenditure functions in the 3 provinces.
Mr. Nguyen Chi Vuong, Director of the State Treasury of Region VII, said: Right from receiving the direction on the merger, the leaders and officials of the State Treasury of the three provinces urgently reviewed data, prepared facilities, arranged human resources and notified budget-using units to ensure that when the State Treasury of Region VII comes into operation, all state budget revenue and expenditure activities will not be interrupted.
According to Mr. Vuong, compared to the old model, the new organizational structure has been significantly streamlined: reducing from 3 provincial Treasurys, 15 offices and 24 district Treasurys to 1 regional Treasury, 8 staff offices and 15 transaction offices. The reorganization of offices in the direction of inter-district and inter-provincial is flexibly calculated, depending on geographical conditions and service needs. In favorable areas such as Thai Nguyen, some transaction offices can take charge of 2-3 districts. In contrast, Ha Giang still maintains a number of separate transaction offices in each district to ensure convenience for people and units using the State budget.
If the organization is the “hardware”, the human factor is the “software” that plays a key role in operating the regional Treasury model. Currently, the unit has a Board of Directors consisting of 1 Director, 5 Deputy Directors; 23 department-level leaders corresponding to 23 focal points.
Personnel arrangement is carried out based on the principle: Whoever is doing what job in the old model will keep the same task in the new model. Leaders assigned to lower positions will have their allowances reserved according to regulations.
In addition, officials who wish to retire early or quit their jobs are supported to fully implement the regimes and policies according to Decree 178/2024/ND-CP. Thanks to that, the personnel transition process takes place smoothly, without creating psychological turmoil within the team.

Mr. Le Dang Quyet, a former officer of the State Treasury of Ha Giang province, now transferred to work at the headquarters in Thai Nguyen province, shared: The first time was really a big challenge. From a mountainous province, now moving to a crowded urban area, I had to adapt to the new working environment and arrange my family life. However, with the encouragement of the leaders, creating favorable conditions for the working environment as well as living, I feel secure in my work. The most important thing is the spirit of solidarity and mutual support of the whole system.
According to Mr. Quyet, the good news is that all business processes are quickly unified thanks to the information technology infrastructure system connecting all budget expenditure and revenue data between the three provinces, ensuring strict, public, and transparent budget management while still separating reports for each locality to serve the direction and operation work in the province. The units coordinate smoothly, without overlapping or shirking responsibility.
However, in the process of operating under the new model, the State Treasury of Region VII still faces many challenges, especially in controlling expenditures and supporting localities when the management area expands. Mr. Nguyen Chi Vuong, Director of the State Treasury of Region VII, added: Although electronic transactions have been applied to online public services, in remote areas or with specific expenditures such as national defense, security, etc., manual processing is still required. This has a certain impact on the progress of processing records and payments to budget-using units.
In particular, one of the risks that arises is the process of controlling large expenditures in areas where there is no regional Treasury headquarters. Previously, large expenditures were often controlled by the chief accountant, the head of the department and the provincial Treasury leader "with three hands" to limit risks. Now, in provinces without headquarters, expenditures are controlled only by the chief accountant and the Head of the Transaction Office, which poses risks, especially at the end of the year when the workload is heavy.
Faced with initial shortcomings, the State Treasury of Region VII is proactively proposing solutions to improve its operating model. In particular, promoting the application of information technology is considered a core direction. The data reporting system is redesigned to both meet the requirements of synthesizing data across the region and filtering details by locality, helping provincial leaders to monitor and operate more closely.
On the other hand, the unit has also proactively reported to the State Treasury and the Ministry of Finance about the shortcomings for timely resolution, in order to soon operate the regional Treasury model to better serve local authorities in budget management...
