Pursuant to Resolution No. 1248/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in Hung Yen province for the period 2023-2025 (Resolution No. 1248), from December 1, 2024, Khoai Chau district will reduce from 25 to 20 commune-level administrative units (CUs) including 19 communes and towns. Immediately after the arrangement of the CUs, the communes and towns quickly stabilized their operations.
Since December 1, 2024, Dong Tien commune (after merging Hong Tien commune into Dong Tien commune) has completed the restructuring of the Party and government apparatus to focus on leading and directing the implementation of tasks according to the plan of the superiors. After the reorganization, Dong Tien commune has a natural area of 9.23 km2 and a population of 17,737 people. Comrade Hoang Thi Bay, Chairman of Dong Tien commune People's Committee, said: After the reorganization of administrative units, the local Party Committee and government focused on leading and directing the serious implementation of the instructions and plans of the superiors, ensuring that the commune soon stabilizes its operations. After its establishment, Dong Tien commune Party Committee has 18 subordinate Party cells with 495 Party members. The commune urgently built working regulations and assigned tasks to comrades in the Party Committee Standing Committee and Party Committee members; At the same time, complete the work to organize the first session of the first term People's Council of the commune, term 2021 - 2026, to elect key positions of the People's Council and People's Committee of the commune. Along with that, focus on directing the implementation of the next steps for the Party cell congress for the term 2025 - 2027, especially the preparation work for the Dong Tien Commune Party Congress for the term 2025 - 2030; continue to lead and direct the implementation of socio -economic development tasks, ensure national defense and security, especially military recruitment, strive to complete the military recruitment target in 2025.
To ensure the work of receiving citizens and supporting the fastest settlement of administrative procedures for people, immediately after completing the arrangement of administrative units, Khoai Chau town has reasonably arranged the job positions at the department of receiving and returning results of administrative procedures. At the same time, digital transformation is promoted to enhance the settlement of public administrative procedures and online payment of public service fees, reducing the burden on people and officials, saving time. Khoai Chau town was established on the basis of merging the entire natural area and population size of Binh Kieu commune into Khoai Chau town. The working headquarters of the Party Committee, People's Council, and People's Committee of Khoai Chau town are located at the old Khoai Chau town headquarters. Comrade Do Xuan Phong, Secretary of the Party Committee of Khoai Chau town, said: After completing the organizational structure, the town focused on arranging and assigning appropriate officials and civil servants according to their functions, tasks, and authority, ensuring the effective and efficient operation of the government apparatus. In addition, the town prioritizes resources to supplement facilities and equipment, creating favorable conditions to help cadres and civil servants quickly stabilize and focus on implementing work, without interruption, affecting the overall progress, especially work related to administrative procedure settlement, aiming at the satisfaction of people when coming to the office. In addition, the town actively advises and proposes solutions, arranging jobs for cadres according to regulations; listens to the thoughts and aspirations of cadres, civil servants and people to effectively implement work, ensuring the legitimate rights and interests of the people. In the communes of the district, the arrangement of administrative units has also quickly stabilized operations, ensuring no interruption in work related to administrative procedure settlement. The assigned cadres and civil servants are assured of their work, especially in handling administrative procedures for the people, which is highly appreciated by the people.
Comrade Hoang Thi Vui, Head of the Organization Board of Khoai Chau District Party Committee affirmed: The Standing Committee of the District Party Committee always pays attention to leading and directing the arrangement of cadres and civil servants when arranging administrative units at the commune level. The process of arranging cadres and civil servants is carried out synchronously, democratically, objectively, cautiously, following the correct procedures, associated with the work of preparing personnel for the Party Congress at the commune level for the term 2025 - 2030 and the election of People's Council delegates at all levels for the term 2026 - 2031. The Standing Committee of the District Party Committee has directed the implementation of the settlement of regimes and policies for cadres and civil servants who have left work due to the arrangement of administrative units at the commune level, ensuring compliance with the regulations and instructions of the Central and the province.
The arrangement of communal-level administrative units in Khoai Chau district has initially helped streamline the apparatus and personnel, thereby restructuring and improving the quality of the staff and civil servants, ensuring effective and efficient operations; creating a foundation to overcome the fragmentation, fragmentation, and inefficiency in the State's investment of development resources; supporting the improvement of people's lives, maintaining political security and social order and safety.
