Mr. Ho Duc Hop: In Yen Bai province, there are currently 84 licenses for mineral exploitation for construction materials. Of which, the province issued 51 licenses, the Ministry of Natural Resources and Environment issued 33 licenses (all for white limestone). Mineral exploitation for construction materials is mainly concentrated in the districts of Luc Yen, Yen Binh, Van Chan, Van Yen, Tran Yen, Yen Bai city and Nghia Lo town, with the following types of minerals: Stone for construction materials; sand, gravel; soil for bricks; white limestone; clay for cement production; feldspar; quartz.
Basically, the mines have been put into stable operation, creating jobs for over 2,000 workers, contributing over 300 billion VND to the State budget in 2022, contributing to promoting the socio -economic development of the province. In particular, white limestone brings great economic efficiency, creating products with high economic value, meeting export standards. In addition to the obligation to pay the State budget, enterprises exploiting minerals for construction materials in the province have made many contributions and supported the locality in building infrastructure and supporting social activities...
PV: How has the Department of Natural Resources and Environment deployed the document system so that state management work in this field of the province is carried out in accordance with legal regulations?
Mr. Ho Duc Hop: In recent times, Yen Bai has issued a system of legal documents; directive and administrative documents in the state management of minerals, such as: Regulations on the management of mineral activities in Yen Bai province; plans to protect minerals, protect unexploited sand and gravel in Yen Bai province; 6 Regulations on coordination in mineral management in the border area between Yen Bai province and neighboring provinces, including: Lao Cai, Ha Giang, Tuyen Quang, Phu Tho, Son La and Lai Chau,... contributing to enhancing the effectiveness and efficiency in the management and protection of minerals in the province.
PV: To ensure the supply of raw materials for construction and transportation projects, especially projects using the State budget, what solutions has the Department implemented, sir?
Mr. Ho Duc Hop: The licensing and exploitation of minerals for construction materials must ensure immediate needs to serve socio-economic development as well as ensure long-term reserves. Therefore, it must be managed centrally, uniformly, exploited, used sustainably, reasonably, economically and effectively according to the strategic orientation of geology, minerals and mining industry in each period of the Politburo.
To meet the above requirements, the Department has advised the Provincial People's Committee to establish and approve mineral planning under its authority to ensure synchronization, connectivity, and consistency with other planning and have a long-term vision.
According to the plan for protection, exploration, exploitation and use of minerals in Yen Bai province that is being prepared, the assessment of licensing, exploration and exploitation of minerals for construction materials basically meet the planning criteria of the previous phase. It is expected that the number of areas included in the new phase planning for minerals for construction materials will increase to 24 areas, mainly increasing for areas of stone for construction materials to meet the demand for raw materials for construction and transportation projects, contributing to the early completion of technical infrastructure, promoting socio-economic development. In addition, in the new phase of mineral planning of the province, the Department has proposed to include the content of "prioritizing the delimitation of areas where mineral exploitation rights are not auctioned for mining areas to provide raw materials for construction works using the State budget".
Reporter: Currently, the Law on Geology and Minerals is being drafted and opinions are being collected. From the difficulties in managing minerals for construction materials in the locality, what suggestions and comments does the Department have for the Law?
Mr. Ho Duc Hop: Recently, the Department has advised the Provincial People's Committee to contribute opinions to draft documents on a number of contents related to the management of minerals used for construction materials.
Regarding the management of sand and gravel mining enterprises, there are still difficulties in terms of area and boundary marking because the type of mining on rivers is very difficult to determine, and it is very difficult to control sand and gravel mining activities according to the design. Therefore, it is proposed to amend and supplement with separate and specific regulations for the exploration and management of sand and gravel mining activities on river beds (regarding boundaries, reserves, capacity, etc.).
For the exploitation and use of land fill, this is a special type of mineral, easy to exploit. Currently, the demand for land fill for projects in general is very large. However, there are still no specific regulations on procedures to suit the actual situation.
Regarding the exploitation of minerals associated with mineral processing projects, it is recommended to study and supplement regulations on the permission for the exploitation of minerals associated with mineral processing projects. In reality, many mineral processing projects such as iron ore and copper ore processing have a large amount of soil, rock, and sludge after processing that can be used as filling materials, brick making, etc. to maximize mineral recovery, limit the amount of soil, rock, and sludge, contribute to minimizing negative impacts on the environment, and increase revenue for the State budget through mineral exploitation rights fees, resource taxes, and environmental protection fees, etc.
