DTO - On the morning of July 26, at National Highway N2, Thap Muoi Commune (Dong Thap Province), the Ministry of Construction coordinated with the People's Committee of Dong Thap Province to organize the groundbreaking ceremony of the My An - Cao Lanh Expressway Construction Investment Project, Phase 1. Attending the groundbreaking ceremony, on the Central side were comrade Pham Minh Ha - Deputy Minister of Construction; on the Dong Thap Province side were comrades: Tran Tri Quang - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Phan Van Thuong - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee Internal Affairs Committee; Dinh Van Dung - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province.

Accordingly, the My An - Cao Lanh Expressway Construction Investment Project, Phase 1 has a route length of about 26.6km. In Phase 1, the project is invested in a 4-lane scale, with the starting point connecting with route N2 in Doc Binh Kieu commune, the end point connecting at An Binh intersection (head of Cao Lanh bridge), in My Tra ward, Dong Thap province. The expressway section has a longitudinal section and geometric elements suitable for expressway standards with a design speed of 100km/h; the cross-section of the completed phase has a scale of 6 lanes with a surface width equivalent to 32.25m/30.75m; the cross-section of phase 1 is invested in a 4-lane scale with a width of 17m/16m.

Regarding the bridge, the scale of the bridge project is suitable for the scale of the roadbed, the design load is HL-93 according to TCVN 11823:2017. The service road and the return road have a minimum scale of type B rural road according to TCVN 13080:2014 and are suitable for the scale of the existing road.

The project has a total contract implementation period of 36 months, of which the section from the intersection with Cao Lanh - An Huu Expressway (Km22+829) to An Binh intersection (Km26+560) will have a construction period of 24 months. To date, the locality has handed over 95% of the site for the project. The total investment of the project is about 6,128 billion VND, using ODA loans from the Korean Government through the Economic Development Cooperation Fund (EDCF) and counterpart capital from the Vietnamese Government, with My Thuan Project Management Board as the investor.

Speaking at the groundbreaking ceremony, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Tri Quang said that the My An - Cao Lanh expressway belongs to the Socio-Economic Recovery and Development Program; is an important route in the traffic network of Dong Thap province in particular and the Mekong Delta in general, forming an inter-regional strategic traffic infrastructure, serving the socio-economic development, security and defense goals of the whole region. This contributes significantly to the implementation of the goal of developing a synchronous and modern traffic infrastructure according to the Resolution of the 13th National Congress of the Party "Building a synchronous and modern infrastructure system; prioritizing the development of a number of national key traffic projects" and the 10-year socio-economic development strategy for the period 2021-2030, by 2025, 3,000km of expressways must be completed and by 2030, 5,000km of expressways must be completed...

To complete the project on schedule, comrade Tran Tri Quang requested the relevant provincial departments, branches and localities where the project passes through, together with all the people in the project area to create the most favorable conditions for the investor and the construction contractor. Along with that, closely coordinate with the project investor, design consultants, supervision consultants, and construction contractors to implement the project to ensure labor safety, quality, and progress, and put the project into effective operation in order to promptly remove difficulties and obstacles during the implementation process so that the project can be completed soon, put into use, and serve the local socio-economic development.

Deputy Minister of Construction Pham Minh Ha assessed that this is an important connecting route between the Cao Lanh - An Huu, Cao Lanh - Lo Te and Lo Te - Rach Soi expressways, contributing to the formation of the western expressway axis of the Mekong Delta, creating favorable conditions for trade, socio-economic development, improving people's lives, and ensuring national defense and security in the region.
