Groundbreaking ceremony of Thai Binh LNG Thermal Power Plant project with capacity of 1,500MW

Welcoming the success of the 1st Congress of the Hung Yen Provincial Party Committee, term 2025 - 2030, towards welcoming the 14th National Congress of the Party, on the morning of October 10, in Dong Thai Ninh commune, the Provincial People's Committee coordinated with Thai Binh LNG Electricity Joint Stock Company to organize the groundbreaking ceremony of the Thai Binh LNG Thermal Power Plant project.

Attending the groundbreaking ceremony were comrades: Tran Quoc Vuong, former Politburo member, former Standing member of the Secretariat; Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade ; Ngo Dong Hai, member of the Party Central Committee, Deputy Head of the Central Propaganda and Education Commission; Mr. Ito Naoki, Ambassador of Japan to Vietnam; leaders of central departments, ministries and branches; leaders of neighboring provinces and cities.

On May 15, 2023, the Prime Minister signed Decision No. 500/QD-TTg approving the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII), in which the Thai Binh LNG Power Plant was included in the list of important power source and grid projects, prioritized for investment by the electricity industry, for the 2021-2030 period. Based on the plan, legal regulations and the investor's proposal, the Provincial People's Committee approved the investment policy and at the same time approved the investor to implement the Thai Binh LNG Thermal Power Plant Project. After the project was approved for investment, the province actively directed departments, branches and localities to guide and support the investor in implementing procedures related to the project, ensuring the prescribed conditions to start construction and put the project into operation.

- The Thai Binh LNG Thermal Power Plant project has a capacity of 1,500 MW and is implemented by a consortium of investors: Tokyo Gas Co., Ltd., Kyuden International Group, and Truong Thanh Vietnam Industrial Joint Stock Company.

- The project has a land and water surface area of about 269.43 hectares with a total investment capital of more than 47,000 billion VND.

- It is expected that after the groundbreaking ceremony, the operation center, traffic infrastructure and other items will be urgently constructed, ensuring that the project puts unit 1 into commercial operation in 2028 and unit 2 into commercial operation in 2029 according to the schedule committed to the province.

Thai Binh LNG Thermal Power Plant Project Not only is it an energy project, but it is also a strategic project for socio-economic development, raising the status of Hung Yen province. When put into operation, the project will contribute to supplementing clean and stable electricity sources for the North, contributing to reducing dependence on coal-fired thermal power, meeting electricity demand during peak hours, increasing flexibility for the national power system. The project will generate large budget revenue through taxes and fees; create thousands of jobs for local workers and neighboring areas; form an energy center combining industry - services - logistics. Create a spillover effect in attracting investment, create new momentum, new motivation, gradually raise the economic and investment position, a premise for the strong development of Hung Yen province in the era of national development.

The fact that investors choose Hung Yen to implement the project is a testament to their confidence in the province's favorable, transparent and dynamic investment environment ” - Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Speaking at the groundbreaking ceremony, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: In the past time, the province has been proactive and determined in the preparation work, promptly removed difficulties and obstacles, ensured the progress of site handover and completed procedures so that the project could start on schedule. He expressed his thanks for the attention and support of the Central Government, acknowledged and praised the efforts of the consortium of investors, units, localities and people who have shown a sense of responsibility and consensus, making an important contribution to implementing the project according to the set plan.

Chairman of the Provincial People's Committee Nguyen Khac Than requested investors to focus resources on implementing the project to complete it on or ahead of the registered schedule, put the project into operation soon, promote investment efficiency; strictly comply with relevant legal regulations. At the same time, proactively coordinate closely with relevant units and localities throughout the project implementation process. Construction contractors strictly comply with construction standards and technical regulations; ensure quality, construction safety, labor safety and environmental sanitation; do not let the construction process affect the life, production and activities of people in the area surrounding the project. The Provincial Economic Zone Management Board and departments, branches, and the People's Committee of Dong Thai Ninh commune continue to pay attention and create the most favorable conditions for investors to speed up the project implementation progress; Regularly monitor, inspect, and promptly support investors to resolve arising problems so that the project can be implemented smoothly, completed and put into operation according to the registered schedule, promoting investment efficiency; thereby contributing to the development of clean energy and renewable energy, soon making Hung Yen an energy center of the Red River Delta region as set out in the Resolution of the 1st Congress of the Hung Yen Provincial Party Committee, term 2025-2030, realizing the goal of developing green and sustainable energy in Vietnam in the process of industrialization and modernization of the country.
