The Ho Chi Minh City Department of Construction has just sent a document to departments and localities about the overall plan to implement the investment project to build Ho Chi Minh City Ring Road 4 .
Project boundary handover in October 2025
According to the Department of Construction, based on Resolution No. 220 of the National Assembly on the investment policy for the construction project of Ho Chi Minh City Ring Road 4, the Ho Chi Minh City People's Committee was assigned the task of the focal agency to organize the implementation of the project.
In which, the Department of Construction is assigned to plan the implementation of the project's component projects.

The Department of Construction has established a master plan for the project with two groups including a group of component projects implemented under the form of public investment and a group of component projects implemented under the form of public-private partnership.
The Department of Construction forwards the draft master plan mentioned above to the units and requests that the units provide comments, as a basis for synthesizing and completing the plan before submitting it to the Ho Chi Minh City People's Committee and the People's Committees of Dong Nai and Tay Ninh provinces for consideration and promulgation. Due to the urgency of the project, the Department of Construction requests that interested units review, provide comments, and send a written document to the Department of Construction before September 25.
In which, the project implementation progress is as follows: Organize the establishment, approval, and handover of the site clearance boundary, organize the establishment and approval in September 2025. Handover of the project boundary to be completed in October 2025; Organize the establishment, appraisal, and approval of adjustments to the affected planning projects to be completed in November 2025.
Construction starts in February 2026
For component project groups implemented in the form of public investment : Organize surveys, prepare feasibility study reports to be completed in October 2025; Appraise feasibility study reports, approve completion in December 2025.
Compensation, support and resettlement work will approve compensation, support and resettlement plans, issue land recovery decisions, and make payments from January 2026.
The handover of the site will start from February 2025. In which, at least 70% of the site will be handed over in April 2026. The entire project site will be handed over in 2026. In which, the project will start in February 2026 and be completed in the first quarter of 2028.
For component project groups implemented in the form of public-private partnership : Conduct surveys and prepare feasibility study reports to be completed in October 2025. Appraisal of feasibility study reports and approval to be completed in January 2026.
The survey of investor interest will be completed before January 2026. The organization of investor selection and signing of BOT contract will be completed in June 2026. The organization of preparation, appraisal and approval of construction design to be implemented after the basic design will start from June 2026 and be completed in November 2026. The project will start on September 2, 2026, be completed in the second quarter of 2028 and put into operation in 2028, and the entire project will be handed over in 2029.
For project implementation, the Department of Construction presides over and coordinates with consultants to establish investment policies and hand over project pre-feasibility study reports to localities.
At the same time, Ho Chi Minh City presides over and coordinates with the Provincial People's Committee to direct the advisory agency to: Unify the standard framework applicable to the entire project; unify geometric elements and technical solutions at the adjacent locations of component projects; issue a common design applicable to the Ring Road 4 project to ensure consistency, quality and aesthetics.
Ho Chi Minh City will report the project implementation status to the Ministry of Construction to synthesize the report, seek opinions from the National Assembly, the Government, and the State Steering Committee for important national projects and works to promptly resolve problems.
The People's Committees of Ho Chi Minh City, Dong Nai and Tay Ninh organize the implementation of assigned component projects according to their authority, special mechanisms and policies allowed to be applied to the projects and relevant legal regulations.
Establishment of Steering Committee for Beltway 4
To ensure the overall progress of the Ring Road 4 project, Ho Chi Minh City requested the People's Committees of provinces and cities to direct consulting units to establish a Steering Committee and a common Expert Group for the entire Ring Road 4 project.
Besides, it is necessary to balance and arrange local budget capital to ensure the progress of implementing component projects.
At the same time, localities need to review planning projects within the project's scope of influence, land use planning that needs to be adjusted; make adjustments to ensure project approval progress and serve as a basis for land recovery. At the same time, review resettlement needs, develop resettlement plans in the province and city to ensure progress in land recovery.
