Construction of Passenger Terminal T2, Cat Bi International Airport to begin in the fourth quarter of 2023

On May 13, 2023, Prime Minister Pham Minh Chinh inspected and inspected the implementation of the investment projects to build berths 3, 4 and berths 5, 6 of Lach Huyen port area in Hai Phong seaport, and inspected the implementation of the project to build Passenger Terminal T2 - Cat Bi International Airport. During the site inspections, after listening to the reports, Prime Minister Pham Minh Chinh concluded as follows:

Regarding projects of berths 3, 4 and berths 5, 6 of Lach Huyen wharf area of Hai Phong seaport:

The Prime Minister commended the efforts of the Hai Phong City People's Committee, investors (Hai Phong Port Joint Stock Company, Hateco Group Joint Stock Company), contractors, consultants and related units in the past time. The implementation of investment and construction of ports achieved good results, construction progress was ensured according to plan; many difficulties and problems were promptly resolved.

Investors continue to focus on implementing "3 shifts, 4 shifts" construction, speeding up progress, shortening construction time, striving to complete projects ahead of schedule. At the same time, the implementation of construction must ensure quality, technique, aesthetics of the project, ensure safety, health for workers, environmental safety and hygiene, natural disaster prevention; invest in modern and synchronous equipment systems, smart port management and exploitation systems, modern administration; meet the criteria of "green seaports"; contribute to reducing logistics costs, enhancing the competitiveness of products, businesses and the Vietnamese economy.

Hai Phong City People's Committee promptly handles related issues arising during the implementation of projects; ensures supplies and materials for projects; ensures safety, security and order in the area; coordinates with relevant ministries and branches to consider and promptly implement investment, expand the transportation system, warehouse services, logistics, and synchronous connection of the seaport system to promote the effectiveness of the ports.

The Ministries of Transport, Natural Resources and Environment, Planning and Investment and other ministries, branches and agencies continue to support and guide the People's Committee of Hai Phong city and investors; resolve related issues within their authority during the implementation of projects; units must coordinate closely, not avoid or shirk responsibility.

The State Bank of Vietnam performs the function of state management, guides, has policies and directs banks to continue researching to reduce administrative costs, promote digital transformation, innovate management methods, save and fight waste... to continue to reduce interest rates for businesses to remove difficulties for businesses, create conditions to reduce costs for businesses in general and for investment projects to build seaports in particular in the context of controlled inflation.

The construction project of Passenger Terminal T2, Cat Bi International Airport must definitely start in the fourth quarter of 2023.

Regarding the Project to build Terminal T2, Cat Bi International Airport, the announcement clearly stated: The construction of Passenger Terminal T2, Cat Bi International Airport aims to meet development requirements, improve passenger service quality, improve airport exploitation efficiency, and bring about economic and social efficiency.

Hai Phong City People's Committee proactively studies and invests in a number of projects in the airport such as taxiways, other necessary projects... to overcome difficulties in mechanisms and policies, to prevent embezzlement, corruption, and negativity; proactively and actively coordinate with the Ministry of National Defense to present a plan to remove obstacles in site clearance, applying it as the process of land acquisition for the T3 Terminal project, Tan Son Nhat airport. The time to complete land handover procedures is in the third quarter of 2023.

The State Capital Management Committee at Enterprises directed ACV to coordinate with the People's Committee of Hai Phong City, relevant ministries and branches to urgently deploy and complete procedures to soon approve the Project as a basis for selecting design consultants; complete the appraisal and approval of technical designs to select construction contractors; manage the Project implementation process to ensure safety, quality, progress, and avoid loss, waste, negativity and unreasonable capital increase. It is imperative to start the T2 Passenger Terminal Construction Project in the fourth quarter of 2023; deploy the Project to ensure safety and quality, and complete construction after 1 year.

Hai Phong City People's Committee presides over and coordinates with the Ministries and branches: National Defense, Transport, Natural Resources and Environment, Finance, State Capital Management Committee at Enterprises and relevant agencies to coordinate in the implementation process.

The Chairman of the Hai Phong City People's Committee proactively coordinates and reviews with ministries, branches, and agencies that have motels, nursing homes, etc. in Hai Phong to study and propose effective solutions and report to the Prime Minister in the third quarter of 2023.

The Government Office monitors and urges the implementation of the Prime Minister's directives and reports to Deputy Prime Minister Tran Hong Ha to promptly resolve any arising problems within its authority.
