Promoting cultural strength in patriotic emulation movements.

The Congress was held to summarize the patriotic emulation movement for the period 2021-2025; honor outstanding collectives and individuals with outstanding achievements and be awarded the title "National Emulation Fighter" and "Ministry-level Emulation Fighter". Through the Congress, the Department of Culture, Sports and Tourism drew lessons in organizing emulation and reward movements; built and replicated advanced models and proposed directions to promote the patriotic emulation movement for the period 2025-2030.

The Congress will launch a patriotic emulation movement in the entire industry in the fields of culture, sports, and tourism associated with promoting "Studying and following Ho Chi Minh's ideology, morality, and lifestyle"; promoting emulation movements and emulation and reward work in the 2025-2030 period.

In the period of 2021-2025, the consistent motto of the Ministry of Culture, Sports and Tourism is "Decisive action - Aspiration to contribute", emulation movements are widely deployed to the grassroots, creating positive changes in politics , ideology, ethics, and lifestyle of civil servants, public employees, athletes, and coaches. The quality of cultural, sports, and tourism activities across the country has significantly improved; many good traditional cultural values have been promoted; many historical relics have been restored and embellished in association with tourism development; many valuable cinematographic, fine art, and performing arts works vividly reflect social life.

Culture is the spiritual foundation of society.

In particular, 2025 is the final year for the entire industry to accelerate, break through, and complete the goals and tasks set out in the Resolution of the 13th National Party Congress and the Resolution of the National Assembly on the 5-year socio-economic development plan (2021-2025). With the spirit of "Culture is the foundation - Sports is strength - Sustainable tourism development", from the beginning of 2025, the Ministry launched an emulation movement with the theme "Resolutely pursuing goals, unleashing resources, sustainable development".

Thematic emulation movements are associated with important political events of the country and the industry such as celebrating the 78th and 80th anniversary of the establishment of the Cultural sector; commemorating the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); the 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024) and the 35th anniversary of the National Defense Day; organizing a special emulation campaign to achieve achievements to celebrate the 4th Patriotic Emulation Congress and the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025)...

Inheriting the achieved results, in the emulation movement for the period 2025-2030, the Culture, Sports and Tourism sector determined to closely follow the Resolution of the 14th National Party Congress, the 10-year Socio-Economic Development Strategy 2021-2030 and the 5-year Socio-Economic Development Plan 2026-2031... to continue to affirm its position, contribute to increasing national soft power, and promote cultural resources.

The entire Culture, Sports and Tourism sector continues to thoroughly grasp and propagate the Party's guidelines and policies, Ho Chi Minh's ideology, the State's policies and laws on emulation and rewards; linking the emulation movement with "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

Continue to innovate viewpoints, goals, and comprehensive management methods, originating from the people, for the people, and taking the people as the center of the entire industry's development strategy; arouse national pride, creative aspirations, and contributions from culture, for culture, and for the country's sustainable development in the new era.

Institutional reform develops harmoniously with the whole, in which innovation and digital transformation are inevitable trends for the development of the industry associated with the context of the digital economy, digital society, and digital citizens.

Promote digital transformation, strongly apply information technology, innovate content, form and methods of organizing emulation movements with specific themes, criteria and practical content.

In addition, the Ministry of Culture, Sports and Tourism will respond to and actively participate in emulation movements launched by superiors; integrate the implementation of emulation contents in the implementation of work tasks. This is also a practical activity to welcome the 11th National Patriotic Emulation Congress and Party Congresses at all levels, towards the 14th National Party Congress.
