A practical and effective model with widespread impact.
Through field surveys at various units, from independent troop detachments and stations to technical centers, factories, and schools, we observed the strong spread of many good models and effective methods, leaving a clear mark on the Emulation Movement for National Defense within the Corps. A common characteristic is that each model has clear criteria, specific methods, and is easy to apply and replicate.

The "Signal Club" model of Battalion 77, Brigade 205, is a testament to an innovative and effective approach that contributes to improving the professional skills and honing the capabilities and expertise of officers and soldiers. The club meets regularly twice a week, divided into groups according to professional skill level, with "signal masters" assigned to mentor and support individuals with limitations. According to Lieutenant Colonel Tran Trung Dung, Deputy Political Commissar of Brigade 205, the club is not only a place to refine techniques and hone situational handling skills but also a forum for exchange, sharing experiences, and understanding the thoughts and feelings of the troops. In practice, the model has proven its effectiveness, becoming a "cradle" for training many "signal masters," contributing to the overall improvement of the unit's quality.
The "Computer Club" model at the College of Information Technology, continuously maintained since 2017, is a prime example of innovation in popularizing applied computer science and raising cybersecurity awareness among students. The club operates on a voluntary basis, organized directly by lecturers and students, with in-depth training content such as: using specialized software, system troubleshooting skills, malware prevention, and data security.
Colonel Nguyen Duc Anh, Deputy Political Commissar of the College of Information Technology, said: "The model not only equips students with technological knowledge but also creates an intellectual playground, sparking a passion for research and linking theory with practice. The club is also a place to discover and nurture many students with talent in technology, helping the school build a high-quality workforce to meet the requirements of modernization and ensure the safety of the entire army's communication system during the digital transformation period."
Through the Emulation Movement for Excellent Performance, many new and innovative models and approaches of the Corps have been implemented, replicated, and effectively promoted, such as: the special webpage "Innovating political education, propaganda, and dissemination of laws"; the infographic "One ideological situation that may arise in the unit each week and the handling measures of grassroots officers"; the model "One video clip per week for legal propaganda", "Open Letter"... contributing to improving the quality and effectiveness of political education and ideological leadership. In addition, effective models at the Corps' units include: "Model Duty Shift", "Four-Good Information Youth Union", "Youth Operation Pair", "Elite Mobile Radio Team", "Model Radio Team"...
Evaluating the effectiveness of emulation models, Colonel Do Trong Huan, Head of Political Affairs of the Signal Corps, emphasized: "Emulation models not only contribute to concretizing the content of the Emulation Movement in National Defense but also create a practical environment for soldiers to develop their roles, intelligence, and initiatives. Many models have become the nucleus for spreading emulation widely, improving the quality of training, the results of task performance, compliance with laws and discipline, building a regular and orderly system, and ensuring safety; thereby helping units comprehensively improve overall quality and successfully complete all assigned tasks."
Successful experience shows that the emulation models of the Corps all originate from mission requirements, addressing bottlenecks or weaknesses within the units. Unit leaders and commanders clearly define objectives, targets, and implementation methods, while simultaneously mobilizing and leveraging collective intelligence, encouraging officers and soldiers to contribute ideas and approaches from the outset. Furthermore, Party committees and commanders at all levels regularly inspect and evaluate, promptly adjusting targets and implementation methods to ensure the model remains effective. Once the model proves effective, preliminary and final reviews are conducted, and it is replicated to spread as a general movement throughout the Corps.
The "flowers" of good deeds are blooming.
In practice, the Emulation Movement for Excellent Performance has become a "nursery" for hundreds of exemplary advanced collectives and individuals throughout the entire branch of service. The Radio Engineering Department of the High-Tech Information Technology Center is one of the shining examples of creative emulation, with achievements including: 5 consecutive years of achieving the title of "Unit of Victory"; the Department has completed 1 state-level research project, 6 research tasks, won 6 all-army awards, and 5 "Youth Innovation" awards at the branch level. According to Lieutenant Colonel Le Van Ngoc, Head of the Radio Engineering Department, the secret to the Department's achievements is building a regular and disciplined system, cultivating military conduct, creating a good environment for developing good people; and at the same time, promoting the passion and professionalism of technical officers.

At Brigade 134, we met outstanding individuals whose selfless dedication and responsibility permeated every action. A prime example is Major Pham Tien Danh, Station Chief of Station QB6 (formerly Station Chief of Station QC9), Battalion 81. Sharing his experience with us over the phone while working with his comrades on a cable line in Quang Tri province, Major Danh said: "The station's unique characteristic is its remote location from the command post. Sometimes, we have to wake up in the middle of the night to deal with broken cables, landslides on mountain roads, or when natural disasters like storms and floods isolate the station for weeks. But above all, the self-management, responsibility, exemplary conduct, and willingness to take on difficult tasks have helped me successfully complete all my assignments."
Lieutenant Colonel Nguyen Van Tuan, Head of the Information Technology Department at the College of Information Technology, is a prime example of self-study and scientific research, improving professional skills and expertise. He has led numerous projects and initiatives, as well as researched and developed new applications and software. Lieutenant Colonel Tuan consistently excels in advising, proposing, and organizing the implementation of information technology applications and development, and ensuring digital information security. Similarly, Captain Nguyen Manh Toan, Assistant to the Satellite Transmission and Information Technology Department at the High-Tech Information Technology Center, a Young Outstanding Figure of the Army in 2021 and a National Emulation Soldier in 2022, achieved such success through long nights of hard work in the laboratory, a process of self-practice in conducting experiments and verifying theories, and a persistent determination to overcome difficulties and strive for excellence.
According to Colonel Do Trong Huan, in recent years, the work of building and expanding exemplary models in the Signal Corps has been carried out synchronously in all four stages: identification, training, summarization, and expansion of exemplary models. The selection of exemplary models focuses on collectives and individuals directly performing political tasks, training, combat readiness, working in difficult areas, spearheading research to master new technologies and equipment, and developing technical innovations and improvements.
Furthermore, the preliminary and final reviews, as well as the awarding of commendations, were conducted promptly, openly, democratically, and rigorously from the grassroots level; prioritizing units performing duties in difficult and complex areas; forces directly involved in carrying out tasks; and new factors and exemplary individuals. The forms of commendation and recognition were also innovated and diversified, maximizing their impact through digital platforms, internal communication, and the "competition festival" model. As a result, the movement went beyond mere slogans and truly became a driving force for action, activating the creativity and determination of each officer and soldier.
During the period 2019-2024, the Signal Corps had over 600 collectives and individuals awarded medals and decorations, and thousands of collectives and individuals achieving emulation titles at various levels. More than 110 scientific research projects and tasks were successfully completed, including 16 projects at the Ministry of National Defense level. The entire Signal Corps won 50 awards at the all-army level. |
