In 2025, the work of the Party and the National Defense Movement has been led, directed, and deployed promptly, comprehensively, synchronously, and with focus and key points by units in the Emulation Block No. 2 of the Ministry of National Defense . The National Defense Movement has taken place vigorously and widely, with many new features and outstanding activities, especially emulation in performing training tasks, combat readiness (SSCD), overcoming the consequences of natural disasters, storms and floods, search and rescue; in the peak emulation period and activities to celebrate the 50th anniversary of the Liberation of the South, National Reunification, the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, the 80th anniversary of the traditional day of the units; in organizing Party Congresses at all levels for the 2025-2030 term, creating a vibrant and exciting atmosphere among cadres and soldiers.

The political and ideological situation of the units is stable, officers and soldiers have a strong will, proactively overcome difficulties, accept hardships, and are ready to sacrifice for the Fatherland and the people. Training, exercises, competitions and sports events have achieved many outstanding results; the quality of regular construction, law enforcement, discipline and military administrative reform, digital transformation, building exemplary clean and strong Party organizations at all levels, and comprehensively strong agencies and units "Exemplary and typical" have changed positively.

Defense foreign affairs work is carried out closely, flexibly and effectively. Logistics - Engineering, finance, scientific research, legal, judicial, cryptographic and other work carried out by units have achieved many important results. Rewards, propaganda and honoring of advanced models are timely, contributing to good encouragement and motivation.

The TĐQT movement has created an important driving force, directly contributing to building the member units of the Emulation Bloc strong in all aspects, completing assigned tasks well and excellently. In particular, the units have sent thousands of cadres and soldiers to the grassroots to grasp the political security situation and help local authorities consolidate the activities of the organizations.

In 2026, Emulation Bloc No. 2 focuses on implementing 7 key tasks, including continuing to promote the emulation movement and carrying out the political tasks of each unit; focusing on strictly implementing the Resolution of the 14th National Party Congress, the Resolution of the Party Congresses at all levels for the 2025-2030 term; thoroughly grasping, concretizing and effectively implementing resolutions, directives, plans and instructions on emulation work and the Emulation Movement during the year; closely combining the Emulation Movement with major campaigns of the Party, State, Army and local patriotic emulation movements.

Continue to promote emulation movements: "Joining hands to build new rural areas", "Building civilized urban areas", "Joining hands for the poor, leaving no one behind", Campaign "All people unite to build a cultural life in residential areas", "Emulation to implement office culture, worthy of Uncle Ho's soldiers", "Participate in developing synchronous and modern infrastructure; practice thrift, fight waste"; Movement "Repaying gratitude"; Movement "Army innovation and digital transformation", "Digital education for the masses"...

By voting, the conference unanimously proposed awarding the Government's Emulation Flag and the Ministry of National Defense's Emulation Flag to collectives with outstanding achievements in 2025.

At the conference, Military Region 2, the Head of Emulation Block No. 2 in 2025, handed over the Head of Emulation Block No. 2 in 2026 to Military Region 3 and the Deputy Head to Military Region 4.
