Attending the conference were leaders of the Military Region Commands and the Hanoi Capital Command, members of the emulation bloc; representatives from the Emulation and Commendation Department, Propaganda Department (General Political Department of the Vietnam People's Army); representatives from the propaganda departments of the military regions; members of the Emulation and Commendation Council of Military Region 2...

In 2025, the emulation and reward work and the Emulation Movement in the Armed Forces were given timely, comprehensive, and synchronized leadership and direction by units in Emulation Bloc No. 2 of the Ministry of National Defense , focusing on key areas. The Emulation Movement in the Armed Forces was vibrant and widespread, with many new features and outstanding activities, especially in emulation in training, combat readiness, overcoming the consequences of natural disasters and floods, search and rescue; during the peak emulation period and activities commemorating the 50th anniversary of the Liberation of the South and National Reunification, the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, the 80th anniversary of the traditional day of the units; and in organizing the Party Congresses at all levels for the 2025-2030 term, creating a vibrant and enthusiastic atmosphere among officers and soldiers.

The political and ideological situation of the units is stable; officers and soldiers possess unwavering resolve, proactively overcome difficulties, accept hardships, and are ready to sacrifice for the Fatherland and the people. Training, exercises, competitions, and sports events have achieved many outstanding results; the quality of building a regular army, adhering to laws and discipline, reforming military administration, digital transformation, building clean and strong Party organizations at all levels, and achieving exemplary and comprehensive strength in agencies and units have shown positive progress.

Defense diplomacy was carried out rigorously, flexibly, and effectively. Logistics and technical support, finance, scientific research, legal affairs, justice, cryptography, and other areas of work were implemented by the units, achieving many important results. The awarding of commendations, publicity, and recognition of outstanding individuals were timely, contributing to effective encouragement and motivation.

The Emulation Movement has created a significant impetus, directly contributing to building strong member units of the Emulation Bloc in all aspects, successfully and excellently fulfilling assigned tasks. In particular, the units have sent thousands of officers and soldiers to the grassroots level to assess the political security situation and assist local Party committees and authorities in strengthening the activities of organizations.

In 2026, Emulation Bloc No. 2 will focus on implementing seven key tasks, with an emphasis on continuing to promote emulation movements and fulfilling the political tasks of each unit; focusing on strictly implementing the Resolution of the 14th National Congress of the Party and the Resolutions of the Party Congresses at all levels for the 2025-2030 term; thoroughly understanding, concretizing, and effectively implementing resolutions, directives, plans, and guidelines on emulation and reward work and the Emulation Movement in the year; and closely combining the Emulation Movement in the military with major campaigns of the Party, State, Army, and the patriotic emulation movement of the locality.

Continue to promote emulation movements such as: “Joining forces to build new rural areas”, “Building civilized urban areas”, “Joining hands for the poor, leaving no one behind”, the campaign “All people unite to build a cultural life in residential areas”, “Emulating to implement workplace culture, worthy of the name of Uncle Ho's soldiers”, “Participating in the development of synchronous and modern infrastructure; practicing thrift and combating waste”; the “Gratitude and repayment” movement; the “Army innovation and digital transformation” movement, “Digital literacy for the people”…

Through a voting process, the conference unanimously agreed to propose awarding the Government's Emulation Flag and the Ministry of National Defense's Emulation Flag to collectives with outstanding achievements in 2025.

At the conference, Military Region 2, the leading unit of Emulation Bloc No. 2 in 2025, handed over the leadership of Emulation Bloc No. 2 in 2026 to Military Region 3 and the deputy leadership to Military Region 4.
