Phu Can Commune Party Committee focuses on directing economic, cultural and social development to successfully build an advanced new rural commune and a model new rural commune under the direction of the district. Thanks to the focused direction, Phu Can Commune successfully built an advanced new rural commune by the end of 2020 and a model new rural commune in education by 2023.
Currently, the locality continues to improve the criteria of advanced NTM communes and model NTM communes in the 2021-2025 period; at the same time, direct the professional department to continue to coordinate with relevant units to implement the model of "smart NTM commune" in 2024; continue to maintain 08/08 cultural - NTM hamlets, 03 model NTM hamlets. The whole commune currently has 3,036/3,120 households meeting the standards of cultural - NTM households, accounting for 97.31% of the total number of households; maintain 04/04 civilized religious and worship establishments, 13/13 agencies and schools "meeting cultural standards".
Up to now, the economic, cultural and social situation in the commune continues to develop, the material and spiritual life of the people is constantly improving. The average income per capita is estimated at 86 million VND/person/year, 1.43 times higher than in 2020, reaching the target set by the Party Committee of the commune for the 2020-2025 term.
To develop the economy, Phu Can commune has directed to focus on transforming production, applying scientific and technological advances, improving quality, increasing competitiveness of agricultural products; promoting linkage, production cooperation, building branded products of the commune.
Specifically, the locality has directed the effective implementation of the Project "Restructuring agricultural production towards increasing added value and sustainable development", forming crop and livestock farming areas with appropriate, effective production structures and high economic value; maintaining the model of linking rice production according to the value chain and implementing the Government's Project on "Sustainable development of one million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030" on an area of 110 hectares of the Cau Tre floating concrete canal area; building 07 OCOP products with 3-5 star ratings of Tra Vinh Farm Company Limited (Sok Farm), with digital transformation applications to trace the origin and sold through e-commerce channels, zalo, facebook, consumed in domestic and foreign markets.
In order to contribute to promoting economic development, in recent years, Phu Can commune has continued to invest in building many infrastructure projects. Implementing the motto of the State and the People working together, the commune has built new, maintained and repaired rural roads and bridges with a total value of more than 176 billion VND.
Regarding the construction of basic works, 15 works have been constructed, handed over and put into use such as: the main road of Cay He hamlet (Phu Can commune) - Dai Su (Tap Ngai commune), the main road in Dai Truong hamlet, the road to the coconut nectar material area of Sok Farm company, the inter-hamlet road O Et - Dai Truong; expansion of National Highway 60; Dai Mong hamlet main road; the road from Cay He hamlet to Hamlet 5, Tieu Can town; Huyen 13 road; Dai Mong - Ba Ep road and are currently continuing to implement 04 works with a total investment capital of over 916 billion VND.
During the term, Phu Can commune has developed 07 new industrial and handicraft establishments, currently there are 82 establishments in operation in the commune, with a total production value estimated at 834,572 billion VND. In addition, the locality has also been called upon by the province to invest in Phu Can Industrial Cluster. Phu Can commune has also developed 43 new commercial, service and tourism establishments, currently the whole commune has 522 establishments, with a total production value estimated at 4,559 billion VND.
The Party Committee always pays attention to coordinating the organization of vocational training classes and introducing jobs to the local labor force. During the term, it received and processed 1,638 job applications in and outside the province, reaching 131.04% of the target, and 54 workers worked abroad for a limited period, reaching 216% of the target. The rate of workers receiving vocational training annually is over 75%. Currently, there are 13 poor households in the commune, accounting for 0.42% of the total number of households.
During the term, Phu Can commune mobilized over 3.5 billion VND from the Social Security Fund to support poor, near-poor and disadvantaged households: building and handing over 90 gratitude houses, comrade houses, charity houses, great solidarity houses, and houses of charity, with a total value of 4.495 billion VND. In addition, the work of caring for families of war invalids, martyrs, families with meritorious services to the country, and the movement of gratitude has always been well implemented. Up to now, the living standards of policy families are equal to and higher than those of local residents, and there are currently no policy families classified as poor or near-poor households.
Regarding education and training development, improving the quality of human resources, during the term, Phu Can commune has built and put into use 11 classrooms of Phu Can A Primary School and Phu Can B Primary School, with a total investment of over 4.8 billion VND. Up to now, the rate of solid classrooms has reached 100%; the rate of students increases with each school year; the rate of students dropping out of school every year is less than 01%. The rate of school-age students at all levels meets the annual resolution. Complete universal preschool education for 5-year-old children, meet the standards of universal primary and secondary education; Phu Can A Primary School meets national standards level 1.
In addition, the Commune Party Committee directed the People's Committee, branches, unions and Party cells, People's Committees of hamlets to coordinate well in implementing Directive No. 27-CT/TU, dated October 19, 2022 of the Provincial Party Standing Committee on "Strengthening the leadership of the Party in urban and rural environmental protection in the province". Up to now, the commune has been recognized by the District People's Committee for 04 bright - green - clean - beautiful roads, 6.75km long. At the same time, the "Environmental Self-Management Residential Area" Club was launched in Dai Truong Hamlet, with 40 members participating, through which the District Department of Natural Resources and Environment supported 40 garbage sorting bins for club members, households to classify and treat garbage at home in accordance with regulations, limiting environmental pollution in residential areas; Maintain the model of "residential area associated with religious facilities participating in environmental protection and responding to climate change" at Chac Akron Pagoda (Dai Truong hamlet).
Comrade Thach Hoang Nam added: In the past term, the Phu Can Commune Party Committee focused on leading and directing the implementation of 22 resolution targets. Of which, some targets were achieved and exceeded such as: business development and poverty reduction, labor export, advanced new rural construction, and model new rural areas. In 2024, the Party Committee focused on leading and directing the implementation of the Project "Sustainable development of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030". This is a task that the Party Committee identified as a key task to continue implementing in the next term.
