Unlocking resources for the Southeast to "take off"

(CPV) - In recent years, the localities in the Southeast region have had remarkable and comprehensive growth and development in terms of economy and society, becoming the most dynamic economic region in the country. Along with the continuous efforts of the localities in the region, the Central Government and the Government have also issued many policies to promote this development, contributing to helping the Southeast region "take off" and fly high and far.


The Southeast region includes 6 provinces and cities: Ho Chi Minh City, Dong Nai, Binh Duong, Ba Ria - Vung Tau , Binh Phuoc, Tay Ninh with an area of over 23,560 km2, a population of over 18.7 million people (accounting for about 9% of the area and 20% of the country's population in 2021). This is the most dynamic economic region in the country and has a high economic growth rate, regularly maintaining a contribution of more than 30% to the country's GDP.

The region has Ho Chi Minh City as its core - a major center of economy, culture,education - training, science and technology, a hub for international exchange and integration, with great attraction and influence in the region and the whole country.

It can be assessed that the Southeast region is the place with the largest concentration of resources and has the highest level of development in the country, which is an important foundation for development breakthroughs in the coming period.

However, recently, the growth rate of the Region has shown signs of slowing down, especially in the first months of 2024, when the economic growth rate of the Region was lower than the national average. Along with that, the Region's contribution to the country's GDP is on a downward trend. The Southeast region also faces many difficulties and challenges such as traffic congestion, lack of infrastructure, flooding, response to climate change... In reality, experts say that the potential and advantages of the Region are still very large but we have not fully exploited them. If we want the Region to develop breakthroughs, we need to restructure and create new spaces to create room for the region to grow more sustainably. In particular, special attention is paid to the connectivity of the Region to create development synergies on the basis of maximizing strengths, while overcoming and compensating for the limitations of development resources of each locality.

For example, Ho Chi Minh City has advantages in science and technology and training of high-quality human resources, is an international trade hub but has limited land funds and infrastructure to develop industrial parks and residential areas for workers. Or, Ba Ria - Vung Tau has advantages in sea tourism and deep-water seaports but connections with localities in the region are limited due to traffic congestion. If localities can link together, they will contribute to supplementing resources for each other, developing together for a common goal...

Ho Chi Minh City will be the locality that creates a breakthrough in productivity and economic competitiveness.

This requires the creation of more legal corridors and more open mechanisms. In particular, localities in the Region need to proactively and creatively find good linkage models in each field to exploit strengths and overcome limitations of each locality in the development process.

The Southeast region not only needs a common mechanism but also a specific common mechanism. In the immediate future, the specific mechanisms and policies under Resolution 98 applied to Ho Chi Minh City can be applied to other localities in the region when implementing joint projects.

In the Southeast region, the most important issue to promote the effectiveness of regional linkage is transport linkage. Implementing transport linkage well will be a boost to promote the development of the whole region. Transport development linkage is not only about developing the road network but also about synchronously developing the entire transport system, including: road, railway, waterway, airport, seaport, especially developing the network of highways and railways connecting localities together.

Currently, the Southeast is implementing a series of key infrastructure projects related to many localities such as Ring Road 3, Ring Road 4, Bien Hoa - Vung Tau Expressway, Ho Chi Minh City - Moc Bai, Long Thanh International Airport, urban railway connecting Ho Chi Minh City with Dong Nai and Binh Duong...

These will be important factors, driving forces and strengths to promote the strong development of the whole Region in the coming time.

Along with the continuous efforts of localities in the Region, the Central and Government have also issued many policies to promote this development, contributing to helping the Southeast region "take off" and fly high and far.

Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045; Resolution 154/NQ-CP dated November 23, 2022 on the Government's Action Program to implement Resolution 24 have opened up directions to remove bottlenecks and constraints that hinder the linkage process, while creating new opportunities for this dynamic, creative, and leading land in innovation and development of the whole country.

In particular, on May 4, 2024, the Prime Minister signed and issued Decision No. 370/QD-TTg approving the Southeast Regional Planning for the 2021-2030 period, with a vision to 2050. Then, last week, Deputy Prime Minister Tran Hong Ha signed Decision No. 1325/QD-TTg on promulgating the plan to implement the Southeast Regional Planning for the 2021-2030 period, with a vision to 2050, helping to ensure a clear and specific roadmap for the implementation of the Regional Planning, ensuring effectiveness.

The main contents of the Plan have set out key tasks such as: Promoting the restructuring of the regional economy towards modernization, focusing on science and technology, innovation, digital economy, sharing economy, green economy, and circular economy; Taking the lead in developing high-tech industries, high-end and high-quality service industries; Developing synchronous and modern infrastructure; Building and developing urban systems; Developing social sectors; Managing resources and responding to climate change; Developing foreign economic relations and regional and intra-regional cooperation...

Along with that, recently, localities in the Region have had specific development plans approved by the Prime Minister with clear development goals, contents, and roadmaps.

These general and specific plans can be considered important bases to remove bottlenecks and bottlenecks, to open up resources, so that the Southeast region can develop strongly. In a recent statement, Minister of Planning and Investment Nguyen Chi Dung said that the Southeast Regional Plan will bring new opportunities and new values to the region in the future, like a compressed spring that is now released and develops very strongly, liberating huge resources.

The Minister also said that we have raised the level of this planning; determined the new mission of the Region as well as Ho Chi Minh City is to develop higher, more outstandingly and is completely achievable.

Long Thanh International Airport, once completed, will become an important trade gateway, contributing to promoting the national and regional economy.

Faced with these problems, Prime Minister Pham Minh Chinh emphasized the need to apply creativity in current conditions to resolve and handle long-standing issues. Review bottlenecks and legal problems in practice to propose amendments to a number of laws together with central ministries and branches.

The Prime Minister noted that it is necessary to promote the disbursement of public investment capital to lead private investment and activate all resources in society. At the same time, it is necessary to focus on promoting the three traditional growth drivers (investment, export, consumption) and promoting new growth drivers (such as digital transformation, green transformation, sharing economy, knowledge economy, semiconductor chips, AI, etc.).

It can be said that with such new thinking and vision, we will have new opportunities and new values. At the same time, we believe that the Southeast region will develop strongly, truly breakthrough and outstanding. The goal by 2030 is that the Southeast region will become a civilized, modern region with developed industry, surpassing the high income threshold, the material and spiritual life of the people leading the country; the largest growth engine region in the country, developing dynamically, with a high growth rate. The Southeast will be the locomotive of digital economy, digital society, the economic, financial, commercial, cultural, educational, scientific and technological center of the whole country; an international financial center, where international financial institutions and large economic groups of the world gather; have a prominent position in the Southeast Asia region and develop on par with major cities in the Asia region.
