Prosecution of a series of leaders of the Labor, Invalids and Social Affairs sector in Son La

On the evening of February 22, Son La Provincial Police announced that they had just issued a decision to prosecute and search the residences and workplaces of 8 defendants, including 7 leaders and former leaders of the Department of Labor, Invalids and Social Affairs in the province, for the crime of "abusing position and power while performing official duties", as prescribed in Article 356 of the Penal Code.

The defendants include: Nguyen Quang Tuan, former Head of the Ethnic Affairs Department of Son La City; Nguyen Dinh Lam, former Head of the Labor, Invalids and Social Affairs Department of Song Ma District; Vuong Hong Hai, former Head of the Labor, Invalids and Social Affairs Department of Bac Yen District; Tran Duc Khoa, former Head of the Labor, Invalids and Social Affairs Department of Van Ho District; Pham Duc Huynh, Head of the Labor, Invalids and Social Affairs Department of Muong La District; Nguyen Van Huy, former Head of the Labor, Invalids and Social Affairs Department of Quynh Nhai District; Vu Xuan Cuong, former Head of the Labor, Invalids and Social Affairs Department of Sop Cop District and Nguyen Thanh Cuong, accountant of the Labor, Invalids and Social Affairs Department of Phu Yen District.

Of the eight defendants, Mr. Huy, Mr. Xuan Cuong and Mr. Thanh Cuong were released on bail and prohibited from leaving their place of residence. The rest were temporarily detained to serve the investigation.

This is the latest development in the process of expanding the investigation into the case of "abusing position and power while performing official duties" that occurred in Son La.

Son La Provincial Police issued a decision to prosecute Mr. Dao Huu Binh.

Previously, Son La Provincial Police prosecuted and temporarily detained Mr. Dao Huu Binh, Deputy Director of the Center for Scientific Research and Technology Transfer of Tay Bac University, on the same charge.

Son La Provincial Police determined that during the implementation of vocational training contracts for rural workers with less than 3 months of training under the National Target Program 2022 in the districts of Quynh Nhai, Muong La, Song Ma, Sop Cop, Bac Yen, Phu Yen, Van Ho and Son La City, many violations occurred, causing a large loss of state assets.

Defendant Dao Huu Binh took advantage of his position to create fake payment documents, pay teaching fees, business trip fees, and accommodation fees for teachers with a false settlement amount of billions of dong. Mr. Binh kept this money for himself and used it for many expenses outside the training contract list.

Expanding the investigation, Son La Provincial Police have sufficient grounds to determine that in the inspection, supervision and settlement of training contract costs of the representatives of the investors, the Department of Labor, Invalids and Social Affairs of the above-mentioned localities, there were violations, causing a loss of the state budget with a total amount of more than 7 billion VND.
