On the afternoon of August 12, the Ministry of Education and Training informed that in order for the General Education Program to be consistent with changes in administrative boundaries and the implementation of two-level local government, the Ministry of Education and Training has organized the posting and wide consultation on the Electronic Information Portal on the Draft Circular amending and supplementing the General Education Program.

The 2018 General Education Program has been implemented since the 2020-2021 school year, for 5 years now nationwide, implementing one round for all grades. The Ministry of Education and Training has organized a review and research to develop the General Education Program to find solutions to limit the shortcomings of the program, making the program more suitable to reality.

"Năm học 2025-2026, các cơ sở giáo dục phổ thông trong toàn quốc sử dụng sách giáo khoa đã được lựa chọn để dạy học", Bộ GD&ĐT chỉ đạo.
"In the 2025-2026 school year, general education institutions nationwide will use selected textbooks for teaching," the Ministry of Education and Training directed.

Currently, the whole country has reorganized administrative units and implemented the Resolution of the National Assembly on amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam.

The change of administrative boundaries, the implementation of a two-level government and the amended Constitution directly affect the curriculum of four subjects: History and Geography from grades 4 to 9; Geography grade 12; History grade 10 and Civic Education (Economic and Legal Education, grade 10), so it is necessary to revise the curriculum of these subjects.

The Ministry of Education and Training said that after reviewing, there are 4 directions for amending and supplementing the General Education Program as follows:

One is to minimize the need to revise textbooks when editing the program.

Second, edit content that is not scientifically accurate.

Third, revise the contents affected by changes in administrative boundaries, implementation of two-level local government, and changes to the Constitution.

Fourth, for the program of a grade that needs to be revised, which leads to the revision of the textbooks of that grade, then revise all the limitations of the program in that grade.

According to the Ministry of Education and Training, the Draft Circular has a number of contents that require comments on revisions. In particular, for the Civic Education program: Amending and supplementing the 10th grade program in the topics "Political system of the Socialist Republic of Vietnam" and "Constitution of the Socialist Republic of Vietnam".

For History: Revise and supplement the Selected Study Topic in Grade 10 - the topic of Vietnamese State and Law in History.

For the Geography subject in History and Geography: revise and supplement the curriculum in grades 4, 5, 8, 9 and Geography in grade 12, the main revisions are on socio-economic regions such as: regional boundaries; names and number of provinces and cities, area size, population of the region; economic development resources and the development and distribution of economic sectors in socio-economic regions; administrative maps; population maps, maps of sectors and economic regions in Vietnam.

For the History sub-subject in History and Geography: Revise and supplement the program in grade 7 on the issue of historical periodization of feudal China; in grade 9, revise the division of stages in the renovation process in Vietnam from 1986 to present.

No textbook revisions in 2025-2026 school year

The Ministry of Education and Training affirmed that the issuance of the Circular amending and supplementing the General Education Program issued together with Circular No. 32/2018/TT-BGDDT of the Minister of Education and Training ensures that the General Education Program is updated with contents suitable for changes, ensuring the scientific nature and practicality of social science subjects.

The issuance of the circular amending and supplementing the General Education Program is the legal basis for considering and editing books to suit reality.

In the 2025-2026 school year, general education institutions nationwide will use the selected textbooks for teaching. The Ministry of Education and Training will organize training and instruct teachers on the revised curriculum; direct the review and revision of textbooks for a number of classes in the above subjects to comply with the revised curriculum and will implement revised textbooks from the 2026-2027 school year.

At this time, local students are preparing to return to school after a long summer vacation. As in previous years, students have registered to buy textbooks before the summer vacation. Thus, in the 2025-2026 school year, students will continue to use textbooks and teachers will be instructed and trained on the revised curriculum.
