However, in reality, this field still has many loopholes in management, leading to nutritional imbalance and unsafe food, causing students to face a "double burden": malnutrition, micronutrient deficiency, and overweight and obesity.

Currently, boarding meals are organized in three models: the school cooks itself, the unit provides ready-made meals or the contractor provides food to be processed right in the school kitchen. Although there have been many documents directing to tighten food safety control, the traceability of origin is still mainly based on invoices and documents, not on the production area. Therefore, the input quality is difficult to be absolutely guaranteed.

Not only the lunch meals, the risk of food safety also comes from food sold around the school gate. Street vendors, fast food of unknown origin, and unhygienic processing pose many risks of poisoning. Supervision is also lax due to the lack of close coordination between schools, parents and suppliers.

Faced with these realities, on October 2, 2025, the Government Office issued Document No. 9425/VPCP-KGVX, conveying the opinion of Deputy Prime Minister Le Thanh Long on synchronous solutions to ensure school food safety. The Government assigned the Ministry of Health to preside over and coordinate with the Ministry of Education and Training and relevant agencies to research and propose more effective management mechanisms, and proactively implement them within its authority.

To effectively implement the Government's directive, the Department of Education and Training of localities needs to coordinate with the Health sector, commune and ward authorities to strengthen inspection and examination of school kitchens; at the same time, prevent the situation of cutting down on students' food rations. The overall goal is to build a safe and friendly school environment, contributing to improving students' health.

Regular supervision by the parent committee and school principal is of particular importance, ensuring transparency and creating social trust. If a supplier is found to be violating the process, it must be resolutely handled, including terminating cooperation. Along with that, it is necessary to strictly enforce the Food Safety Law, strengthen inspection, apply QR code traceability technology, and promote propaganda to raise awareness among parents and students.

In Hanoi , the City People's Committee issued Notice No. 427/TB-VP, the conclusion of Vice Chairman of the City People's Committee Vu Thu Ha on organizing boarding meals in the 2025-2026 school year. In particular, the city emphasized the control of food safety not only in schools but also in the area around the school gate. Local authorities are responsible for thoroughly handling the situation of street vendors and food of unknown origin; at the same time, strengthening propaganda so that parents and students resolutely "say no to dirty food". City police and local authorities need to inspect and strictly handle sales points encroaching on sidewalks and roads around schools.

When school food safety is taken seriously, more than 23 million children and students will receive health care right at school. This not only helps save on medical treatment costs, reducing the burden on families and society, but also contributes to improving the stature and quality of the race. The saved resources can be reinvested in development.

A generation of healthy students, fully developed physically and mentally, will be the foundation for the country to rise, integrate and develop sustainably.
