Speed up construction progress
After a period of temporary suspension of construction, from mid-2025, the project to build a new Phan Boi Chau High School for the Gifted has been restarted. Sharing about the implementation process, Mr. Tran Long - Deputy Project Commander said: Phase 2 of the Phan Boi Chau High School construction project started construction in June 2025 and up to now, all items are in the process of rough construction, implementing on schedule. According to the plan, by early 2027, the construction of items of phase 2 will be completed, but we are trying to speed up the progress to be able to hand over in mid-2026.
Previously, the project to build a new Phan Boi Chau High School for the Gifted was approved by the Provincial People's Committee in 2018 with the goal of building Phan Boi Chau High School for the Gifted into a high-quality key school. The new school was built on a total area of 85,233 m², located in the two communes of Nghi Phong and Nghi An (old Vinh city), now Vinh Loc ward.
Immediately after approval, phase 1 of the project with an investment cost of 95 billion VND invested by the Department of Education and Training, with items such as classrooms, functional rooms, libraries and connected to each other through the bridge corridor system was completed in 2022.
Immediately after phase 1 , day On February 28, 2023, the People's Council of Nghe An province approved Resolution No. 05/NQ-HDND on the investment policy of the project: Construction of a new Phan Boi Chau High School for the Gifted (Phase 2), with a total investment of nearly 101 billion VND, with many items such as: Headquarters building, dining hall, student dormitory and some other items. However, since the project was approved, due to lack of capital and many other reasons, the project has not been constructed. For a long time, due to a nearly 3-year interruption, some items have been damaged and degraded.
Accelerate funding early
Phan Boi Chau High School for the Gifted is the most successful school in Nghe An and is in the top of the quality list of specialized schools in the country. With the important role in developing high-quality education in the province in particular and the North Central region in general, on June 12, 2020, the Prime Minister approved in Decision No. 827/QD-TTg the project to develop Vinh city, Nghe An province into an economic and cultural center of the North Central region, including the project "Building Phan Boi Chau High School for the Gifted into a high-quality key school" in accordance with the spirit of Resolution No. 26-NQ/TW of the Politburo .
With the above special meaning, the investment in the construction of the project: Building a new Phan Boi Chau High School for the Gifted is really necessary and appropriate. This is also the long-standing desire of generations of teachers and students of the school with the desire to have a spacious, modern school, with adequate conditions for classrooms, functional rooms, sports fields, training grounds, etc. to ensure standards, synchronization, modernity, on par with the region and the world, meeting the requirements of training talents and high-quality human resources in the period of international integration.
Since 2018, due to the implementation of the new Phan Boi Chau High School for the Gifted, the repair and upgrading of the old Phan Boi Chau High School for the Gifted at the current location of Truong Vinh Ward has received almost no investment. After many years of use, many items of the school have now degraded and do not meet the requirements of the new General Education Program.

Due to the above difficulties, speeding up the construction progress of the new Phan Boi Chau High School for the Gifted is extremely urgent. However, to complete and put into use, the project needs to complete all 3 phases. Of which, the most important thing is to promptly provide enough capital to implement the construction.
Through research at the Management Board of Investment Projects for Construction of Civil and Industrial Works of Nghe An Province, from the beginning of 2025, implementing the public investment plan, Nghe An Province has added 68 billion VND to implement phase 2. The remaining 30 billion VND, according to the plan, will be provided in 2026 to supplement construction capital in time.
Regarding phase 3 of the project, according to the public investment plan, it will also be in the period 2026 - 2030, with a total investment capital of about 290 billion VND. In order for the project to finish as planned, the Provincial People's Committee is also requesting the Management Board of Investment Projects for Construction of Civil and Industrial Works of Nghe An Province to review the project and adjust some items to suit actual requirements.
Speaking to Nghe An Newspaper and Radio and Television, a representative of the Project Management Board also said: According to the plan, the project will be completed before 2030. However, if funding is provided soon, the project can speed up construction and will be put into operation ahead of schedule.
