344 people dead and missing
Storm No. 3 (international name Yagi ) is a strong, unusual storm. The storm's intensity increased very quickly, maintaining super typhoon status for a long time and is the strongest storm in 30 years in the East Sea and in the past 70 years on land.
Storm circulation caused heavy rain in the entire Northern region and Thanh Hoa (26 provinces and cities including Hanoi), in which 83/84 rainfall measuring stations had 4-6 times higher rainfall than the average of many years in the first 10 days of September (some places had over 700mm of rain).
Due to heavy rains, the Northern region experienced major floods, especially large-scale floods, including historic floods on seven rivers (Thao River, Day River, Cau River, Ninh Co River, Kinh Mon River, Tra Ly River). In Hanoi, the water level of the Red River was also recorded at its highest level in the past 20 years.
Despite the focused and drastic direction of the entire political system, all levels and sectors, and the great efforts of the people, the impact of extreme natural disasters in a very short period of time has caused severe damage.
Statistics show that this is one of the most serious and fierce natural disasters in many years in the Northern region; it has severely impacted and affected most socio-economic activities and infrastructure institutions on all routes from the coast to the delta, midlands and mountainous areas.
The most regrettable of these was that storm No. 3 and the floods following the storm killed 318 people, left 26 missing, injured 1,976 people; damaged or had their roofs blown off 281,966 houses; and flooded 112,034 houses. The total initial economic damage was estimated at over VND81,503 billion. Localities are currently continuing to review, assess and update damage statistics.
Promote the spirit of mutual love and support
Immediately after the natural disaster, leaders of the Party, National Assembly, and Government went directly to the areas affected by rain, floods, and storms to direct the work of overcoming the consequences and visit and encourage the families who suffered losses.
The Government and the Prime Minister directed all levels and sectors to proactively coordinate with the Vietnam Fatherland Front, socio-political organizations, unions, businesses and people to simultaneously deploy rescue activities, support and relief of food, necessities for people in disaster areas.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the consequences of the storm were extremely severe, with many deaths and many people still unaccounted for; the psychological trauma of the people was enormous. Currently, many people are still unable to return to normal life…
The Prime Minister said that currently, the Government, ministries and localities are still actively implementing solutions to soon bring people's lives back to normal. There, the spirit of self-reliance of the people and the spirit of great national unity have been clearly promoted...
On September 17, the Government Standing Committee issued Resolution No. 143/NQ-CP on key tasks and solutions to urgently overcome the consequences of storm No. 3 (Yagi), quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation. Currently, the resolution is being effectively implemented.
In the coming time, Prime Minister Pham Minh Chinh requested ministries, branches and localities to continue promoting the spirit of mutual love and solidarity, each person trying to work two or three times, to support people in storm and flood affected areas to soon stabilize their lives, while contributing to ensuring growth targets in 2024.
The Head of Government also requested ministries, branches and localities to focus on directing, having flexible and effective production plans and guiding specific remedial measures for each locality and region, including preparing seed sources to support people to quickly restore agricultural production.
Closely monitor the situation and developments in supply and prices of goods in the area, especially in areas that have recently experienced severe flash floods, landslides, and landslides. Timely ensure supply, control prices, and prevent speculation, hoarding, price hikes, and taking advantage of natural disasters, storms, and floods for personal gain.
Prime Minister Pham Minh Chinh also requested localities to proactively mobilize local resources and other legal capital sources to urgently repair damaged dikes, irrigation works, traffic routes, medical facilities, schools, and infrastructure works; in cases beyond capacity, synthesize and report to the Prime Minister.
Regarding the response and support to overcome the consequences of storms and floods, Prime Minister Pham Minh Chinh requested ministries and branches to uphold their sense of responsibility, grasp the situation, and be alert to proactively advise and propose to the Government Standing Committee to direct the fastest resolution of institutional and policy issues to ensure timely support for people, without delay.
Faced with the severe impact of storm No. 3, the Prime Minister decided to allocate 350 billion VND and 432,585 tons of rice from the central budget reserve to localities and agencies to implement policies to support affected families and provide relief to people at risk of hunger. Many working delegations from the central government, localities, organizations and individuals have provided support with a total budget of nearly 433 billion VND to help affected families.
