The Ho Chi Minh City People's Committee has just issued the Plan "Improving, overcoming and enhancing the city's Provincial Competitiveness Index (PCI) in 2023".
According to the plan, the City People's Committee requires immediate overcoming of weaknesses, improving and enhancing PCI component indicators in 2023, creating more positive and clear changes in the local investment and business environment, and accompanying businesses in a favorable, transparent and equal direction among economic sectors. Striving to put Ho Chi Minh City into the group of localities with good economic management quality.
Ho Chi Minh City People's Committee discussed solutions to implement reforms in 10 indicators: Market entry, land access, transparency, time costs, informal costs, fair competition, dynamism and leadership role, business support, labor training, legal institutions and security and order.
In particular, the City People's Committee assigned the heads of departments, branches, Chairman of the People's Committee of Thu Duc City and districts/counties to regularly review regulations and procedures to simplify administrative procedures in all areas of state management of the unit.
At the same time, strengthen dialogue to survey people's satisfaction, have timely solutions, consider this a breakthrough to create a favorable and transparent environment for people and businesses. Ensure that 100% of administrative procedures under authority are resolved on time, with no late files. Do not let organizations or individuals go back and forth more than once to supplement files; 100% of cases of late files have a written document stating the reason, apologizing to organizations and individuals and rescheduling the date to return results according to regulations.
The Ho Chi Minh City People's Committee also requested its affiliated units to thoroughly grasp the responsibilities of civil servants and public employees in handling and resolving work, not to push or avoid work, and not to let the situation of late settlement of records occur according to regulations.
"In the process of developing mechanisms, policies or handling administrative procedures, organizations and individuals must absolutely not be required to pay any additional fees other than those prescribed by the state," the plan notes.
Notably, regarding the fair competition index, the Ho Chi Minh City People's Committee requires heads of agencies and units to supervise civil servants in performing their duties, and not to allow civil servants to have "backyard" or "friendly" businesses, causing inequality in handling work.
Units must facilitate organizations and enterprises when carrying out administrative procedures to create an equal business environment among enterprises. Strictly handle enterprises that violate the law; promptly publish information on approved projects, plans, and schemes.
