Reorganizing wards in phase 1, reducing the number of wards by 39.

Attending the event were Central Committee member and Chairman of the People's Committee of Ho Chi Minh City Phan Van Mai, Vice Chairmen of the People's Committee Vo Van Hoan and Nguyen Van Dung; Vice Chairman of the People's Council Huynh Thanh Nhan; Standing Vice Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City Nguyen Thanh Trung; along with thousands of neighborhood and hamlet officials, leaders of the 80 wards after the reorganization.

After the Liberation of South Vietnam and the reunification of the country (April 30, 1975), the city underwent several administrative unit reorganizations. In this reorganization, new neighborhoods had 500 households or more, hamlets had 300 households or more, and no more than 4 people were involved in managing the neighborhood or hamlet. The city once had 25,369 People's Self-Management Teams (SXKP), with tens of thousands of people holding positions as Secretaries, Deputy Secretaries, and Team Leaders, many of whom had served as Team Leaders for nearly 50 years. Many Team Leaders affirmed that the reorganization of neighborhoods and hamlets (SXKP) reduced personnel and minimized waste.

Regarding the merger of commune-level administrative units according to Resolution 1278/NQ-UBTVQH15, in the city, after the reorganization of 80 wards (phase 1), 41 new wards have been formed (a reduction of 39 wards). While the merger resulted in a reduction in personnel, work continues smoothly because officials and civil servants were briefed beforehand.

At the conference, delegates listened to the Chairman of the People's Committee of District 12, Nguyen Van Duc, present a paper on "Leadership and direction in developing production and business plans, implementing production and business projects; and organizing the announcement of Resolution 11/NQ-HĐND dated March 14, 2024 of the Ho Chi Minh City People's Council".

According to Mr. Duc, since the beginning of 2023, District 12 has implemented propaganda work within the political system and among the people about the meaning and purpose of the new neighborhood consolidation to create consensus. From there, the District People's Committee organized the installation of billboards, banners, electronic signs, and mobile broadcasting… At the same time, a specialized team comprising departments and divisions, in coordination with 11 wards, collected data on households, the number of neighborhoods, area, and boundaries of the new neighborhoods to compare with the criteria and guidelines of the city as a basis for consolidation. Through this implementation, the number of neighborhoods in District 12 was determined to increase from 80 to 339 after consolidation.

Subsequently, the District People's Committee reported and sought approval from the Standing Committee of the District Party Committee of District 12 regarding the number of 339 neighborhoods after reorganization in the area, the meeting points, the selection of personnel, and the election of 339 neighborhood leaders, along with the election of 339 members of the People's Inspection Committee of the wards for the 2024-2029 term, to commence operations on April 1, 2024.

Delegates also listened to the leaders of the newly established wards present the advantages and difficulties after 11 days of operation (from January 1st to January 11th, 2025). Ms. Do Thi Van, Chairwoman of the People's Committee of Hung Phu Ward (merged from Wards 8, 9, and 10, District 8), said that the advantages include the attention and support from the District 8 Party Committee in terms of personnel allocation, office space, and operational equipment. Currently, 62 ward officials and staff members are serving the people continuously. Regarding difficulties, due to the mechanical merger of ward officials and staff, it is difficult to assign tasks to each person, provide seating, and allocate equipment; although households have been informed, they still encounter many difficulties when contacting the ward for work (unfamiliar officials, changed office spaces, etc.).

Concluding the conference, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai respectfully acknowledged the contributions of those who have participated in neighborhood and hamlet activities and the People's Self-Defense Movement over the past nearly 50 years.

Chairman of the Ho Chi Minh City People's Committee, Phan Van Mai, requested the City's Digital Transformation Center to urgently implement a digital application platform for the operation of neighborhoods and hamlets. Since each hamlet has 350-400 households, information will be easily accessible, thus reducing the workload for neighborhood staff.

"The administrative units have been reorganized from 312 communes and wards to 273. Assets after the reorganization must also be used in a way that avoids waste," shared Phan Van Mai, Chairman of the People's Committee of Ho Chi Minh City.

 

The Prime Minister awarded certificates of merit to 33 individuals.

On this occasion, 33 individuals were honored with certificates of commendation from the Prime Minister for their outstanding achievements in participating in the National Target Program for the People's Movement.

The Chairman of the People's Committee of Ho Chi Minh City awarded certificates of merit to 109 collectives and 43 individuals for their achievements in implementing the socio-economic development program; and sent letters of commendation and gifts of gratitude to 22 localities and 57,643 individuals who have made positive contributions to the activities of the socio-economic development program.
