Prime Minister Pham Minh Chinh has just signed dispatch No. 13/CD-TTg on the implementation of tasks to care for and support the people in celebrating the Lunar New Year of the Horse 2026.

The Prime Minister instructed that under no circumstances should people be delayed in returning home for Tet due to a shortage of transportation.

Accordingly, the Prime Minister requested ministries, sectors, and localities to proactively take care of the material and spiritual lives of the people, ensuring that "everyone and every family has a happy Tet holiday," and "no one is left behind."

Ministries, departments, and localities should focus on reviewing and thoroughly understanding the living conditions of the people and workers, especially policy beneficiaries and those in difficult circumstances (the poor, vulnerable groups, people in areas affected by natural disasters, storms, floods, landslides, etc.) in order to pay special attention to, care for, and provide timely, appropriate, and effective support.

The Prime Minister requested that businesses be monitored and urged to pay full salaries and Tet bonuses to workers and employees; organize visits and Tet greetings to veteran officials, Vietnamese Heroic Mothers, policy beneficiary families, the poor, and influential figures among ethnic minorities, ensuring that gifts are given to the right recipients, in full, transparently, and publicly; and direct businesses to have plans to support and care for the material and spiritual lives of workers and employees working on construction sites during the Lunar New Year holiday.

The Ministry of Construction , in coordination with relevant agencies and localities, will direct functional agencies to closely manage transportation activities; ensure sufficient vehicles to meet people's travel needs, maintain traffic safety and prevent and control diseases in transportation; absolutely prevent passengers from being delayed in returning home for Tet due to a shortage of vehicles; and organize the smooth transportation of goods before, during, and after Tet, especially to remote areas, ethnic minority regions, border areas, and islands.

The Ministry of Finance , in coordination with relevant agencies and localities, will promptly release food from national reserves to the people, ensuring that no one suffers from hunger during the Lunar New Year, the lean season, and in areas affected by natural disasters, storms, and floods.

The Ministry of Culture, Sports and Tourism is strengthening state management of tourism, regularly organizing inspections and controls on the quality of tourism services; and strictly handling violations.

In addition, the directive instructs localities and tourism service businesses to develop plans and proactively prepare the necessary conditions to serve tourists during the Tet holiday; requires public price listing, prohibits price gouging and unfair pricing practices; and includes plans to ensure security and order, fire safety, food safety, and environmental hygiene.
