Through actual field inspections and forecasts from professional agencies, the second generation of small leaf rollers in the spring crop of 2024 has a very high density, averaging 200 - 300 individuals/ ^m2 , in high places 500 - 700 individuals/ ^m2 , locally thousands of individuals/ ^m2 . Larvae hatch in late April and early May, causing damage to the entire spring rice area.

In Thai Thuy and Dong Hung districts, the density of the second generation of small leaf rollers is 6-8 times higher than the same period every year. It is forecasted that from April 25 to early May, there will be a period of planthopper outbreaks in the fields with a density of thousands of individuals/ ^m2 . If not prevented and completely eradicated, it will be a source of accumulation and cause rice fires at the end of the crop. Given the complex nature of the pest, Thai Thuy and Dong Hung districts focused on leadership, direction and simultaneously launched a campaign to spray pesticides against small leaf rollers for 100% of spring rice areas from April 29 to May 3. Due to the high density of pests, after the first spraying, a second spraying should be organized immediately for rice areas with a density of 20 larvae/ ^m2 or more 5-7 days later. In addition, the two districts directed localities to advise farmers to combine prevention and control of planthoppers for areas with a density of 1,000 larvae/ ^m2 or more. Dong Hung district directed localities to combine spraying insecticides on the outskirts of villages, areas near light sources, and areas with high density of stem borers in the communes of Dong Duong, Dong Cac, Do Luong, Dong Xa, Dong Quang, etc.

Visiting the fields and checking the developments of pests and diseases in the communes of Thuy Thanh, Thuy Van (Thai Thuy); Dong Dong (Dong Hung), the Standing Vice Chairman of the Provincial People's Committee emphasized that with very high density, the risk of crop failure caused by small leaf rollers is very high if there is no attention from leaders, direction and guidance for farmers to prevent and control them in a timely manner.

He requested Thai Thuy and Dong Hung districts as well as other localities in the province to urgently organize inspections and assessments of the growth of spring rice, the level of damage caused by leaf rollers and other pests and diseases in the area; proactively use all necessary means and materials to prevent and control leaf rollers. Assign officers in charge of inspecting and urging the spraying of pesticides. The campaign coincides with the April 30 and May 1 holidays, so localities urgently propagate in many forms so that people and leaders of communes, wards and towns clearly see the importance of the campaign, avoid subjectivity and negligence, and avoid losses in rice productivity caused by leaf rollers. The agricultural sector assigns technical officers to coordinate with localities to closely follow the fields, propagate and guide farmers to spray with the right technique, at the right time, with the right type of pesticide, and on the right target so that the spraying is highly effective. The agricultural sector and localities should closely inspect the trading of plant protection drugs in the area, ensuring that no poor quality or expired drugs are sold on the market.
