Mr. Ngo Quang Hung (born in 1972, Deputy Head of the Propaganda and Mass Mobilization Department of Nam Dan District Party Committee (Nghe An), former Deputy Head of the Mass Mobilization Department of the District Party Committee, has submitted an application for early retirement. Mr. Hung will retire on November 1, 9 years and 2 months before the working age.
As a key leader of the Party organization, with a long working time, highly appreciated for his working capacity, extensive experience and prestige, Mr. Hung did not have many concerns when making this decision.
Growing up from the grassroots, experiencing many different positions from unions to government and Party organizations, with more than 30 years of practical work, Mr. Hung realized that the team of leaders is still large, leading to cumbersome organization and overlapping in performing tasks, creating a lot of pressure on the budget...
"The streamlining of the apparatus is a correct and necessary policy. I myself am still old, my health is good, my spirit is still enthusiastic, passionate about my work and I can meet the requirements of new tasks when assigned by the organization. However, compared to the young staff and in the new context, new requirements, I see that I also have certain limitations.
The Party and the State have had satisfactory mechanisms and policies, so I decided to retire early to create conditions for organizational work, especially organizing the leadership and management team, and to create opportunities for young, dynamic, creative and developing staff," Mr. Hung shared, adding that he felt happy and comfortable with his decision.
In Yen Thanh district (Nghe An), implementing the policy of streamlining and rearranging the apparatus, the Head of the District Party Committee's Propaganda Department, Head of the Department of Culture - Information, Head of the Department of Economy - Infrastructure and Head of the District Health Department submitted applications for early retirement, from 9 months to 5 years.
According to Mr. Nguyen Danh Tue, Head of the Organizing Committee of Yen Thanh District Party Committee, these are voluntary decisions, without any advocacy or influence from the organization. The above civil servants' early retirement has "removed the bottleneck" in organizing and restructuring the apparatus.
"When merging Party organizations and district-level professional departments, the arrangement of one position will be related to many other positions. Key leaders of departments and offices who request early retirement will be associated with the arrangement of the new apparatus to ensure logic, swap some positions suitable for the work, and promote the capacity and strengths of each cadre and leader," Mr. Tue pointed out.
The fact that many key leaders and officials of agencies and units voluntarily applied for early retirement has created favorable conditions for the organization and restructuring of the apparatus in Nghe An.
Appreciating the voluntary spirit and exemplary behavior of these cadres and party members, however, according to Mr. Nguyen Viet Hung, Director of Nghe An Department of Home Affairs, a more comprehensive and multi-dimensional view is needed.
"It is not a one-sided way to encourage cadres to retire to facilitate the work of arranging the apparatus and assigning cadres. We agree to let cadres who can retire, not simply encourage cadres who have 5 or 10 years of work left to retire, while they have experience, courage, capacity, and have worked in many positions. Obviously, it is a pity that they retire," said Mr. Hung.
The Director of Nghe An Department of Home Affairs also said that it is necessary to consider the case of talented officials who have the mindset of taking advantage of support policies under Decree 178 in exchange for comfort, no longer have the motivation to strive, do not want to dedicate and contribute to the common work.
Decree 178, which stipulates support policies for cadres who apply for early retirement, is an "important support" for the revolution in streamlining and reorganizing the apparatus. However, in reality, the results have not met the requirement of streamlining 20% of the payroll as required by the Central Government. Therefore, Nghe An province is drafting a set of evaluation criteria as a basis for screening cadres.
The Director of Nghe An Department of Home Affairs said that the development and promulgation of these criteria is a very difficult task, both ensuring suitability with reality and ensuring fairness in evaluating cadres.
"These are criteria for screening cadres, how to retain good cadres and require weak cadres to retire while job requirements are getting higher and higher. If not done carefully, there will be no way to classify cadres and encourage those to stay, there will be a brain drain," Mr. Hung worried.
Along with streamlining and screening staff, Nghe An province pays great attention to the work of arranging and assigning people with enough talent and virtue to undertake the work in the new context and situation.
According to Mr. Nguyen Duc Trung, Secretary of Nghe An Provincial Party Committee, the arrangement and assignment of cadres must be carried out in the spirit of right person, right job, openness, transparency, promoting pioneering and exemplary spirit to complete the task. The apparatus after the arrangement must be operated smoothly, effectively, efficiently, effectively and must be better than the operation of the previous apparatus...
According to the Central Government's guidance, the consolidation of agencies and organizations at provincial level is being implemented at the department and division levels. This means that there are requirements for staff arrangement for two specific groups: the group of staff managed by the Provincial Party Committee Standing Committee and the group of staff managed by the directors of departments, branches and localities.
"Personnel organization is a very difficult and sensitive task. At any level, the selection and arrangement of cadres must be discussed democratically, openly and carefully; at the same time, it must also ensure criteria according to procedures and regulations. Regarding the selection of cadres during the merger, I think it must be more transparent, more democratic, discussed more carefully and better people must be selected.
When merging, we will have many personnel put on the "scale" to choose better people, so that those who are not chosen will also be convinced and importantly, choose the person who best undertakes the new requirements and tasks," said the Director of Nghe An Department of Home Affairs.
Besides selecting people with capacity, qualifications, prestige, sense of responsibility, and high exemplary attitude, the age of the staff must also be considered and weighed.
According to Mr. Nguyen Viet Hung, in terms of experience, there are not many young cadres, but they have all been well-trained in professional qualifications, both foreign languages and information technology, and have good health, aspirations and ambitions.
