(Dan Tri) - Believing that air conditioners are not luxury goods, many National Assembly delegates proposed considering imposing special consumption tax on this item.
Discussing the draft revised Law on Special Consumption Tax, delegate Nguyen Minh Hoang (HCMC) said that currently, many families are able to buy air conditioners for use. In addition, using air conditioners also means taking care of and improving the quality of life. Therefore, Mr. Nguyen Minh Hoang said that imposing special consumption tax on air conditioners is inappropriate. The delegate pointed out the fact that most families with enough food have installed air conditioners. According to the delegate, in 1998, air conditioners were included in the list of goods subject to special consumption tax of 20%, but in 2008 the tax rate was lowered due to unreasonableness. On the other hand, when using air conditioners, people have to pay progressive electricity costs. Now, they have to pay a special tax rate when installing them, which will not satisfy them. "Installing air conditioners is a necessity of life for the majority of people, it should not be considered a luxury item. While we say our country is developing, we are living a happier life, we must create conditions for people to live a more comfortable life," said the delegate. Also discussing this issue, delegate Nguyen Quang Huan ( Binh Duong ) acknowledged that using air conditioners causes environmental pollution. However, when people's lives are improved, using air conditioners is an essential need. Delegate Truong Trong Nghia (HCMC) also raised the issue of whether air conditioners are currently a luxury item or not. According to Mr. Nghia, many families use air conditioners, if we impose special consumption tax on this item, it means "pushing Vietnam's lifestyle back 40-50 years". The delegate from HCMC pointed out the fact that many people living in rented houses also install air conditioners for their families and children. On the other hand, they do not always use air conditioners, but at certain times, so the delegate said that it is unreasonable to include them in the special consumption tax. The delegate also stated that special consumption tax is an indirect tax, levied on certain types of luxury goods and services to regulate production, import and social consumption. At the same time, it strongly regulates consumers' income. According to the draft Special Consumption Tax, it is still proposed to tax air conditioners with a capacity of 90,000 BTU or less at 10%. This also caused many other delegates to object.
