Gender equality in Vietnam cannot be distorted.

At a time when public opinion across the country is excited and proud of the Party and State 's policies and guidelines on gender equality that are being seriously and effectively implemented ;While world public opinion is welcoming and recognizing Vietnam as one of the 10 countries that best implements goal 5 ( in the United Nations ' sustainable development goals ) on promoting gender equality and empowering all women and girls , and improving the status of women , some groups are skeptical about this result , deliberately distorting Vietnam 's gender equality .

These days, with the same old, out of place, and baseless tricks, the anti-government elements are using them to distort and attack gender equality in Vietnam. On some forums and social networks, they shout that Vietnam violates democracy and human rights in gender equality; accuse Vietnam of discriminating against women; or distort that Vietnamese women are economically, politically , and in terms of income and job position.

 

Through deceitful rhetoric, hostile and reactionary forces are plotting to make a segment of the population misunderstand the Party and State’s gender equality policy. In fact, these are erroneous and hostile viewpoints to sabotage Vietnam in the fields of democracy and human rights in general and distort gender equality in particular; certainly, such reactionary plots and tricks will fail.

 

Consistent , throughout the goal of gender equality

 

Gender equality is one of the goals of countries around the world to strive for a progressive, equal and sustainably developed society, and Vietnam is no exception.

 

Since its founding (February 3, 1930) to the present, the Communist Party of Vietnam has consistently, continuously, and strongly determinedly promoted gender equality and the advancement of women with clear, consistent, and practical strategies. Since its founding, the Communist Party of Vietnam has clearly stated: Gender equality is one of the ten core tasks of the Vietnamese revolution.

 

This was noted in the “Brief Party Platform” in 1930. Since then, gender equality, respect for women’s work and women’s empowerment in all areas of economic, political, cultural and social life have always been one of the important, long-term and strategic goals of our Party and State. Our Party’s attention to gender equality has been demonstrated throughout all Party congresses.

 

The 13th National Party Congress stated: “Promoting the traditions, potentials, strengths, and spirit of mastery and aspirations of women of all classes. Building Vietnamese women of the new era. Improving the quality of female human resources to meet the requirements of sustainable development and international integration”. The policy of ensuring gender equality of the Communist Party of Vietnam is reflected in resolutions and directives and has been institutionalized into the Constitution, policies and laws of the State.

 

Specifically, the National Assembly promulgated the 2013 Constitution, affirming that “Male and female citizens are equal in all aspects. The State has policies to ensure gender equality rights and opportunities; the State, society and family create conditions for women to develop comprehensively and promote their role in society; gender discrimination is strictly prohibited.”

 

The National Assembly also promulgated the Law on Gender Equality and there are about 45 codes and laws related to gender equality; the National Assembly Standing Committee promulgated many ordinances; the Government promulgated thousands of decrees; considered integrating gender equality issues according to the provisions of the Law on Gender Equality and the Law on Promulgation of Legal Documents. On March 3, 2021, the Government also approved the National Strategy on Gender Equality for the period 2021-2030.

 

Based on the Party's resolutions and directives, the State's policies and laws, all localities and units nationwide have issued documents to lead, direct and organize the implementation of gender equality. The Provincial Party Committee, the Provincial Party Standing Committee, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee, the Party Committees, the authorities, the departments and organizations in Phu Yen have issued documents to specify, lead, direct and organize the implementation.

 

The advisory and implementation apparatus for promoting gender equality has been gradually improved and systematic from the central to local levels. From a legislative perspective, there is the National Assembly's Social Committee (formerly the Social Affairs Committee). The Ministry of Labor, Invalids and Social Affairs is the state management agency for gender equality.

 

In addition, there are many advisory agencies on gender equality such as: National Committee for the Advancement of Vietnamese Women and Committees for the Advancement of Women in ministries, branches and localities; just over 8 months after the founding of the Communist Party of Vietnam (February 3, 1930), on October 20, 1930, the Vietnam Anti-Imperialist Women's Association, now renamed the Vietnam Women's Union, was officially established, demonstrating the Party and the whole society's respect for the important role and contributions of Vietnamese women, in order to perform the function of representing, caring for, and protecting the legitimate and legal rights and interests of women of all classes.

The efforts of the Party and State of Vietnam have created a strong shift in implementing gender equality, ensuring equal rights between men and women, creating opportunities for women to actively contribute to the socio-economic development process, improving the quality of human resources and sustainable development of the country.

 

In the political field, to promote women's participation, Vietnam has ratified many international conventions and major agendas on promoting gender equality. The proportion of women participating in the 13th Party Central Committee for the 2021-2026 term is 9.5% with 19 members, including 18 official female members and 1 alternate female member; participation in the provincial Party Executive Committee is 16%; among the 499 elected deputies to the 15th National Assembly, 151 are women, accounting for 30.26%; participation in the People's Council: 29% at the provincial level, 29.2% at the district level, and 28.98% at the commune level.

 

Phu Yen, like all other localities, always thoroughly grasps and seriously and effectively implements the Party and State's policy on gender equality. The proportion of women participating in Party committees at all levels for the 2020-2025 term has increased compared to previous terms.

 

The rate of women participating in the Provincial Party Standing Committee is 4/16, reaching 25% (13.33% higher than the previous term); women participating in the Provincial Party Executive Committee: 8/48, reaching 16.67%; women in district-level Party Committees: 68/417, reaching 16.3% (1.99% higher than the 2015-2020 term); women in commune-level Party Committees: 348/1,462, reaching 23.8% (1.6% higher than the previous term); female deputies of the 15th National Assembly: 1 female/6 deputies, reaching 16.67%; Provincial People's Council for the 2021-2026 term: 14 female/50 deputies, reaching 28%; District People's Council: 69 female/284 deputies, reaching 24.3%; Commune-level People's Council: 717 women/2,557 delegates, 28.04% rate (up 3.37% compared to the previous term).

 

Economically, women are increasingly asserting their role and position, contributing to helping Vietnam maintain a high economic growth rate.

 

According to a survey by the Vietnam Women’s Union, 1 in 4 private enterprises is led by women, and women contribute up to 40% of the wealth to the Vietnamese economy. Women have made contributions to all areas of culture, education, and health.

 

Internationally, Vietnam has also sent female officers to join the United Nations peacekeeping force. In the family, the role and voice of women in deciding important issues are more clearly affirmed. In fact, there have been many positive changes in the concept of the head of the family, about having a son or a daughter, about the responsibilities and obligations of family members.

 

With persistent efforts over the past years, gender equality work in Vietnam has achieved important achievements, affirming the special attention of the Party and State to women and the implementation of gender equality. This is a strong proof to refute and defeat the plots, false arguments, and distortions about gender equality in Vietnam.
