Regarding the case of Tien Hai Nature Reserve (Tien Hai District, Thai Binh ) at risk of being "erased", recently, the Department of Nature Conservation and Biodiversity, Ministry of Natural Resources and Environment sent a document reporting to Deputy Minister of Natural Resources and Environment Vo Tuan Nhan about Thai Binh province wanting to erase Tien Hai Nature Reserve.
The Department of Nature Conservation and Biodiversity said it has not yet received an official dispatch requesting comments on the content of Decision No. 731 of the Thai Binh Provincial People's Committee on reducing nearly 90% of the area of Tien Hai Nature Reserve.
According to the Ministry of Natural Resources and Environment, Tien Hai Nature Reserve is included in the national master plan for biodiversity conservation until 2020, with a vision to 2030 (Decision No. 45/QD-TTg dated January 8, 2014 of the Prime Minister); the planning of the special-use forest system until 2020, with a vision to 2030 (Decision No. 1976/QD-TTg dated October 30, 2014 of the Prime Minister).
The document of the Department of Nature Conservation and Biodiversity stated that Tien Hai Nature Reserve is an area with high biodiversity value and provides important ecosystem services.
This place contains important habitats for 215 bird species, many of which are endangered, rare and precious and are prioritized for protection (such as spoonbills, spoonbills, grey-legged pelicans), 116 plant species, 113 insect species, 37 amphibian and reptile species.
Tien Hai Nature Reserve contains specific types of wetlands (such as mangrove forests, intertidal flats, estuarine waters...) which are habitats for 20 species of high economic value.
Tien Hai Nature Reserve is one of the two core areas of the Red River Delta World Biosphere Reserve (2004).
According to the decision, the conservation area will be located outside the sea dike in the three communes of Nam Phu, Nam Hung, and Nam Thinh of Tien Hai District (Thai Binh).
Previously, in April 2023, Mr. Lai Van Hoan, Vice Chairman of Thai Binh Provincial People's Committee, signed Decision 731 on determining the location, area scale, and boundaries of the special-use forest in the three coastal communes of Nam Phu, Nam Hung, and Nam Thinh (Tien Hai District) called Tien Hai Wetland Nature Reserve.
It is worth mentioning that previously, on September 26, 2014, Mr. Pham Van Ca, Vice Chairman of Thai Binh Provincial People's Committee, signed Decision No. 2159 on approving the project and establishing a conservation area with a scale of 12,500 hectares, including mangrove forests, alluvial land and wetlands.
Thus, with Decision 731, Thai Binh province has narrowed, to the point of almost eliminating the conservation area by reducing its scale from 12,500 hectares to 1,320 hectares, while significantly narrowing the area of special-use forests of the conservation area.
Many leading experts have stated that if the area of the protected area is narrowed, it will affect the implementation of the goals of Resolution No. 24-NQ/TW; Resolution No. 36-NQ/TW of the Party Central Committee on environmental response, on sustainable development of Vietnam's marine economy by 2030, with a vision to 2045 (the specific goal by 2030 is to manage and protect marine, coastal and island ecosystems well; increase the area of marine and coastal protected areas to at least 6% of the natural area of the national sea).
