Diversified forms of communication
Last weekend, the Social Insurance of Ho Chi Minh City and Social Insurance of districts in the city simultaneously carried out activities to propagate, mobilize, and advise people on social insurance and health insurance policies. This is one of the meaningful activities in response to the Month of mobilizing the implementation of social insurance for all people, which was carried out by the Social Insurance of Ho Chi Minh City since the beginning of May. Through the activities, officers, civil servants, and collaborators of the Social Insurance of Ho Chi Minh City propagated to people in alleys and neighborhoods about the humane policies of social insurance and health insurance, especially the Social Insurance Law 2024 which will take effect from July 1, 2025.
As a freelancer, Ms. Nguyen Thi My (53 years old, living in Thu Duc City) did not participate in social insurance in the past because she thought that she did not need to participate in voluntary social insurance because she worked freelance. However, after receiving advice from a social insurance officer and understanding the benefits and significance of social insurance policies, she decided to participate in voluntary social insurance. “Previously, I thought that I did not need to participate in social insurance because I was a freelancer, but after receiving advice, I understood that participating in voluntary social insurance would give me a pension and a health insurance card to protect myself and reduce the burden on my children. Therefore, I decided to participate in voluntary social insurance to take care of myself,” Ms. Nguyen Thi My said.
Like Ms. My, many freelance workers in Hoc Mon district have decided to participate in voluntary social insurance and family health insurance after being advised on social security policies. The leader of Hoc Mon district Social Insurance said that last weekend, the unit coordinated to implement activities to propagate social insurance and health insurance policies, attracting hundreds of participants. According to the plan, from May 11 to 31, Hoc Mon district Social Insurance will coordinate to organize 65 conferences, 2 sessions per day to distribute leaflets, 2 to 4 propaganda teams per session with the goal of developing 1,800 people to participate in voluntary social insurance; 20,000 people to participate in family health insurance in the area. Meanwhile, the leader of District 12 Social Insurance said that this time, District 12 Social Insurance coordinated with the District Labor Federation to organize a booth to consult and propagate social insurance and health insurance policies at the opening ceremony of the 17th Workers' Month - 2025. Through this activity, district social insurance officials focus on supporting policies related to social insurance, health insurance, and unemployment insurance for workers and laborers.
Strongly spread social security policy
According to Ho Chi Minh City Social Insurance, since the beginning of May, the unit has issued a specific and detailed communication plan, clearly assigning tasks to each department, district, and Thu Duc City. Propaganda work is carried out in many diverse and rich forms, through conferences, dialogues, seminars; media channels, social networks, leaflets, etc. In particular, Ho Chi Minh City Social Insurance promotes the application of information technology, making the most of the spread of digital platforms to create short videos , infographics, etc. posted on the Fanpage, Youtube, Zalo of Ho Chi Minh City Social Insurance and coordinating units. Thereby, helping to strongly spread social insurance and health insurance policies on digital platforms, to people, workers, especially young people.
Along with that, Ho Chi Minh City Social Insurance has closely coordinated with socio -political organizations such as the Women's Union, Farmers' Association, Youth Union, Ho Chi Minh City Labor Federation, etc. to organize propaganda, consultation, and policy dialogue sessions in residential areas, industrial parks, traditional markets, etc. to bring information on social insurance and health insurance policies to the people and workers. In the series of activities, officers and employees of Ho Chi Minh City Social Insurance deeply propagate the practical meanings of social insurance and health insurance policies, mobilize and guide people to participate in voluntary social insurance.
With the consistent theme of "Social Insurance - Peace of mind for every family", this year's communication messages emphasize the role of the pillar of social security of social insurance and health insurance; affirm the practical companionship of social security policies in people's lives, especially for freelance workers. The series of propaganda activities focuses on introducing new contents of the 2024 Social Insurance Law, especially on the rights, benefits, and responsibilities of participants, agencies, organizations, and enterprises; regulations on handling late payment and evasion of social insurance; the necessity, significance, role, benefits, and humanity of the social insurance regime, including the goals and significance of the occupational accident and disease regime. At the same time, deeply propagate the role, benefits, and humanity of the voluntary social insurance policy; the meaning and value of receiving monthly pensions and receiving free health insurance cards throughout the pension period; and the disadvantages when employees choose to receive social insurance one time and leave the social security network. Along with that, spreading positive results in implementing social insurance policies when Party committees and authorities strongly participate in leading and directing the implementation of social security policies in the area; responsibility, significance, and results of financial support from the local budget for voluntary social insurance participants. Ho Chi Minh City Social Insurance also propagates warnings and deterrence against violations and abuses to profit from the social insurance fund; impersonation and forgery tricks to defraud social insurance participants; propagates and mobilizes organizations, units, businesses, and individuals to donate social insurance books to people in difficult circumstances.
The biggest goal of the Month of mobilizing the implementation of universal social insurance is to raise awareness, change behavior, and encourage people to voluntarily participate in social insurance to have a pension, have a health insurance card when they retire, not have to depend on their children, and not worry about medical examination and treatment costs when they are old and weak. According to the leader of Ho Chi Minh City Social Insurance, there are currently a number of people, especially freelance and informal workers, who do not clearly understand their rights and obligations when participating in voluntary social insurance. Some are still afraid of the contribution level and participation time, and have not seen long-term benefits. Therefore, communication work is considered the "key" to opening the door to sustainable social security. Through the activities of the Month of mobilizing the implementation of universal social insurance, Ho Chi Minh City Social Insurance wants to help people understand correctly, fully and trust the policy; remove psychological barriers, and create motivation for people to proactively participate.
In the coming time, Ho Chi Minh City Social Insurance will deploy many synchronous propaganda solutions, continue to improve legal policies, gradually reduce contribution levels, increase the level of State support for participants; simplify procedures, diversify payment methods; strengthen coordination with unions, socio-political organizations; develop a team of collaborators, collection agents at the grassroots level... In addition, propaganda work needs to continue to innovate, be creative, deeply exploit emotional factors and inspire through real stories, real people, real events; use familiar, easy-to-understand language; promote the role of influential figures in the community; combine multi-platform, multimedia communication.
