Check and handle violations of inland waterways

The implementation of this plan aims to continue to strengthen and improve the effectiveness of ensuring order and safety of inland waterways; raise awareness and compliance of organizations and individuals participating in inland waterway activities. Through inspection, to detect the existence, limitations, difficulties and obstacles of agencies, units and localities in order to promptly advise the Provincial People's Committee to direct the work of ensuring order and safety of inland waterways. Prevent and effectively handle violations of the law; strive to prevent inland waterway traffic accidents.

The Provincial People's Committee leaders requested the Department of Transport, the Provincial Police, the Provincial Border Guard Command, relevant agencies and units and the People's Committees of districts, towns and cities to coordinate closely and synchronously in the process of directing and organizing the implementation of inspection and handling of violations. The activities of the provincial interdisciplinary inspection team must be practical, synchronous and effective, avoiding ostentation and formality; strictly prohibiting the act of assisting and causing trouble to vehicle owners and drivers.

Agencies, units, and localities coordinate to promote propaganda and mobilization of vehicle owners, inland waterway port owners, and traffic participants to equip and use life jackets and life-saving buoyancy devices; transport goods with clear origin, in accordance with safe waterline markings, and carry the correct number of people; vehicles participating in traffic must ensure operating conditions. Inspect and handle violations in passenger and cargo transport business activities on passenger transport routes from shore to islands, reservoir areas, in tourist areas, cross-river passenger ports, passenger terminals, watercraft serving tourism, festivals, etc.

The inspection areas are mainly in localities with complicated inland waterway traffic safety and order situations such as Hoi An, Nui Thanh, Nong Son, Duy Xuyen, Dien Ban, Dai Loc. In addition, inspections are conducted at a number of lakes, irrigation and hydroelectric dams with complicated waterway traffic activities.

Agencies and units coordinating on inland waterway traffic safety in 2024 include the Provincial Police (Traffic Police Department; police of districts, towns, cities), Department of Transport (Department of Transport Management, Vehicles and Drivers, Department of Transport Inspectorate, Quang Nam Inland Waterways Management Section), Office of the Provincial Traffic Safety Committee, Quang Nam Provincial Border Guard Command (Cua Dai, Cu Lao Cham, Ky Ha border posts), People's Committees of localities with inland waterway activities. Invite Inspection Sub-Department No. 4, representatives of Quang Nam Inland Waterways Port Authority - Inland Waterways Port Authority Region V to participate in the provincial interdisciplinary inspection team.

The Provincial People's Committee requested the Provincial Police to direct the Traffic Police Department to participate in the inspection team and act as a standing unit for interdisciplinary coordination of inland waterways.
