Proposal to supplement the planning of the Ho Chi Minh City - Can Gio metro line worth 4.09 billion USD

The railway project connecting the center of Ho Chi Minh City to Can Gio district is 48.7 km long, has a double track scale, 1,435 mm gauge, runs on the ground, and is designed with a speed of 250 km/h and an axle load of 17 tons/axle.

The Ho Chi Minh City Department of Transport and Public Works has just issued Official Dispatch No. 896/SGTCC - DSDT to the Ministry of Construction - the Standing Agency of the Steering Committee for key projects and important national projects in the railway sector, reporting on the progress of implementing urban railway projects in the area.

The notable point in Official Dispatch No. 896 is that the Ho Chi Minh City Department of Transport and Public Works requested the Ministry of Construction to agree on the policy of proposing the Prime Minister to approve the addition of the urban railway line connecting the center of Ho Chi Minh City to Can Gio district to the list of projects attached to Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

This unit also proposed that the competent authority approve the addition of the urban railway line connecting Ho Chi Minh City to Can Gio district to the Ho Chi Minh City Master Plan Adjustment Project to 2040, with a vision to 2060, and promptly review and approve it as a basis for implementation according to regulations.

In the Ho Chi Minh City Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1711/QD-TTg dated December 31, 2024, the potential planning of the urban railway line connecting the center of Ho Chi Minh City to Can Gio district (urban railway line No. 12) was established.

Urban railway line No. 12 starts at Nguyen Van Linh Street (between the intersection with Nguyen Thi Thap Street and Ly Phuc Man Street), Tan Phu Ward, District 7, Ho Chi Minh City) - Nguyen Luong Bang - Rung Sac. The end point is at a 39-hectare land adjacent to the Can Gio coastal urban tourism project, Long Hoa Commune, Can Gio District, Ho Chi Minh City with a length of about 48.7 km.

On March 17, 2025, Vingroup Corporation sent Document No. 134/2025/CV- VINGROUP to the People's Committee of Ho Chi Minh City proposing to invest in a railway line connecting the center of Ho Chi Minh City to Can Gio district under the PPP method, BOO contract type.

The route has a double track scale, 1,435 mm gauge/track, elevated, designed infrastructure with a speed of 250 km/h, axle load of 17 tons/axle. Two depots are expected to be located in District 7 on a 20-hectare land plot and a 39-hectare land plot, Long Hoa commune, Can Gio district. In terms of capacity, the train can carry 30,000 - 40,000 people/direction/hour.

It is estimated that this project has a capital of about 102,370 billion VND (4.09 billion USD), of which, the cost of site clearance is about 8,664.7 billion VND, the construction cost is 37,537 billion VND, the equipment cost is 25,777 billion VND.
