The construction and transportation sector in the 2020-2025 term not only created a synchronous and modern infrastructure foundation but also affirmed the leading role of the Party organization and the pioneering and exemplary role of cadres and Party members throughout the sector. From thinking to action, from innovating leadership methods to improving the efficiency of implementation, this demonstrates the correctness, effectiveness, and efficiency of Party building work in conjunction with local infrastructure development.

Innovate and improve management effectiveness.

In the context of the merger of the Construction Departments of Tuyen Quang and Ha Giang provinces, reorganizing the structure, personnel, and operating methods presented many challenges. Under the direct leadership of the Provincial Party Standing Committee, the Party Committee of the Construction Department demonstrated strong political resolve, a spirit of unity, innovation, and decisive action. The organizational structure was streamlined by 40% while maintaining operational efficiency; departments and divisions were reorganized rationally; and the staff and Party members maintained stable morale, felt secure in their work, and effectively fulfilled their assigned responsibilities.

A highlight of the term was the clear shift between "administrative management" and "political leadership" in thinking and action. The Party Committee of the Department of Construction clearly defined its role as the political nucleus, the center of unity, leading the entire sector to fulfill the targets set forth in the Provincial Party Congress Resolution, while concretizing them with clear action programs, plans, and roadmaps, closely adhering to the practical realities of each field: planning, construction, urban development, transportation, and housing.

From the very beginning of the term, the province identified the construction of transportation infrastructure as one of the three strategic breakthroughs. Based on closely adhering to the resolutions of the Central Government, the Provincial Party Committee, and the local socio -economic development program, the Party Committee of the Department of Construction has focused its intellect on proactively developing projects, advising on policies, proposing projects, and mobilizing resources for synchronized implementation.

Under the close guidance of the province, a series of key projects have been started and completed, becoming a driving force for regional development. The Tuyen Quang - Phu Tho expressway, connecting to the Noi Bai - Lao Cai expressway, and the Tuyen Quang - Ha Giang expressway are currently under construction in phase 1 and preparing for phase 2. National highways, provincial roads, district roads, and village roads have been renovated and upgraded synchronously. In particular, over 2,000 km of rural roads have been concreted, and many new bridges have been built across major rivers such as the Gam River, Lo River, and Pho Day River, bringing 100% of border villages to have roads meeting the standards of the new rural development program… This is not only the result of the will to act but also the concretization of the Party's correct policies into reality.

Alongside this, the urban system is undergoing a strong transformation towards a civilized, modern, green, and sustainable direction. Dynamic urban axes, residential areas, and social housing projects are being implemented in conjunction with the provincial planning for the period 2021-2030, with a vision to 2050. The connection between the administrative center and tourist areas and service economic zones has created new development corridors, attracting investment and improving the quality of life for the people. In particular, the connecting roads between the Tuyen Quang provincial administrative center - Yen Son, My Lam tourist area, the Son Duong bypass, and the inner-city roads of Vi Xuyen town... have created corridors for the development of the service economy and tourism.

Stepping confidently on a new journey.

In the context of demands for management modernization, digital transformation, and administrative reform, the Party Committee of the Department of Construction proactively embraces new trends. 100% of administrative procedures are publicly updated; many procedures are provided at levels 3 and 4; price indices, labor unit prices, and machinery prices are issued promptly and in accordance with regulations. Quality control of construction projects, especially those using state capital, has been strengthened, preventing major incidents. Inspection, driver training, route management, and stricter transportation management have all shown positive progress, contributing to traffic safety and improving the quality of public services.

In particular, in the context of developing border gate economy, the Party Committee of the Department has proactively advised on many proposals related to connecting cross-border infrastructure in the Thanh Thuy - Thien Bao area, promoting technical and policy cooperation with China. Comrade Le Thanh Son, Director of the Department of Construction, said: The Department's Party Committee identifies Party building as a key task, ensuring that all professional tasks are implemented effectively. Party organizations have been restructured to suit the new model, branch meetings have been reformed to closely follow reality; inspection and supervision work has been carried out seriously and in accordance with the regulations, contributing to maintaining discipline and order, and enhancing the leadership capacity and fighting strength of the Party organization.

At the same time, the Party Committee of the Department regularly and systematically carried out political and ideological work. The study and emulation of Ho Chi Minh's thought, morality, and style were incorporated into regular activities; self-criticism and criticism were conducted seriously; and the exemplary role of the leaders was highly promoted.

Entering the 2025-2030 term, the Party Committee of the Department clearly defines its strategic direction: taking the development of transportation and urban infrastructure as a breakthrough, aiming for green, smart, and sustainable cities, and employing digital transformation and administrative reform as the methods. With the motto: "Unity - Discipline - Innovation - Breakthrough - Efficiency," the Party organization throughout the sector will continue to promote its comprehensive leadership role, build a team of cadres who are both politically sound and professionally competent, and truly implement the Party's resolutions into practice.
