2025 is a pivotal year, marking important changes and steps forward for the province in general and the Justice sector in particular. Recognizing that, from the beginning of the year, the Department of Justice has proactively developed and implemented tasks and plans to ensure smooth work and prepare for the merger (with the Department of Justice of Bac Kan ) to take place smoothly.
After the merger, the Department of Justice set out strategic tasks and immediately got to work to comprehensively complete the 2025 goals and create momentum for long-term development.
One of the top priority tasks of the Judicial sector at present is to continue reviewing, perfecting and promulgating new legal documents (LDOs) after the merger.
Along with that, the work of checking and handling illegal documents has also been strengthened to maintain legal order. To improve the efficiency of serving people and businesses, the industry is actively promoting administrative reform and simplifying administrative procedures.
In particular, the digitization of data in the fields of civil status, authentication, and judicial records is strongly promoted, enhancing the application of information technology and digital transformation in all judicial activities.
The inspection and rectification of law practice, notary and auction activities continue to be tightened to ensure service quality and efficiency, creating trust for people and businesses.
Another important task that the Judicial sector focuses on in the last months of the year is legal aid activities; strengthening the dissemination andeducation of law (PBGDPL), raising awareness of law compliance among all classes of people. Especially new documents and policies directly related to people and businesses, changes brought about by the merger of provinces.

To have a smooth, continuous and uninterrupted roadmap after the merger, from the beginning of the year, the Department of Justice proactively developed an annual work plan with specific action programs on administrative reform, reviewing procedures, preventing corruption, disseminating laws and improving the quality of public service activities.
The work of drafting, appraising, checking and reviewing legal documents has achieved many successes. Accordingly, in the first 6 months of the year, the Department appraised 66 draft legal documents (reaching a rate of 100%).
In particular, 193 documents affected by the state apparatus reorganization have been reviewed, of which 84 documents have been proposed for processing. Along with that, hundreds of legal documents under the authority of the Provincial People's Council and People's Committee have also been thoroughly examined, ready for the two-level local government model after the merger.
One of the activities that has a great impact and is closely related to the rights and interests of the people is the field of judicial assistance, which the Department continues to focus on.
Mr. Tran Viet Dung, Deputy Director of the Department of Justice, said: Activities related to judicial support such as lawyer management, judicial appraisal, notarization and auction... have been strengthened in management and promoted effectively, well meeting the needs of people and businesses.
In the first 6 months of the year, the Department of Justice inspected 09 notary organizations in the province. Compiled and distributed 12,080 leaflets "Learning about some new regulations of the Notary Law 2024".
The Property Auction Service Center also exceeded its targets in terms of revenue collection and budget contribution. State management of civil status, nationality, authentication, judicial records, and adoption was given attention, while data digitization was promoted.
In the past 6 months, legal aid (LA) work has also been a bright spot in the industry. The State LLA Center of Thai Nguyen province has proactively advised on the development of important reporting plans to comprehensively deploy LLA work in the area.
Since the beginning of the year, the Center has provided legal advice on 685 cases (of which 262 were newly accepted), reaching a rate of 90.8%; conducted 13 legal consultation trips and organized 14 communication points at the grassroots level.
The unit closely coordinates with press and media agencies to produce reports and in-depth articles on legal aid. In addition, inter-sectoral coordination in implementing legal aid in litigation activities and legal aid in court continues to be focused on and effectively promoted.
Mr. Vu Van Chinh, Director of the Provincial State Legal Aid Center No. 1, affirmed: In the last 6 months of the year and the coming years, we will continue to promote communication, consultation and legal aid at the grassroots level to help people easily access information, improve their understanding of the law, and promptly send people to participate in litigation, protect the legitimate rights of policy beneficiaries according to the provisions of the law, and strive to leave no one behind in accessing justice.
