(MPI) – On September 15, 2024, the Prime Minister issued Decision No. 987/QD-TTg on the establishment of the Steering Committee for the development of the Regional and International Financial Center Project (Steering Committee).

Accordingly, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.
Minister of Planning and Investment Nguyen Chi Dung is the Standing Deputy Head of the Committee.
The members include Ms. Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment as Standing Member; Ms. Nguyen Duc Chi, Deputy Minister of Finance; Ms. Phan Thi Thang, Deputy Minister of Industry and Trade; Ms. Vu Hai San, Deputy Minister of National Defense; Mr. Pham The Tung, Deputy Minister of Public Security; Mr. Pham Duc Long, Deputy Minister of Information and Communications; Mr. Tran Quy Kien, Deputy Minister of Natural Resources and Environment; Ms. Dang Hoang Oanh, Deputy Minister of Justice; Mr. Pham Tien Dung, Deputy Governor of the State Bank of Vietnam; Ms. Mai Thi Thu Van, Deputy Head of the Government Office; Mr. Phan Van Mai, Chairman of the People's Committee of Ho Chi Minh City; Mr. Ho Ky Minh, Permanent Vice Chairman of the People's Committee of Da Nang City.
The Steering Committee for the development of the Regional and International Financial Center Project was established under Decision No. 1160/QD-TTg dated October 6, 2023 of the Prime Minister to advise the Government and the Prime Minister to research, direct, and coordinate the resolution of important, inter-sectoral tasks in the process of developing the Regional and International Financial Center Project.
The Steering Committee is responsible for researching and proposing to the Prime Minister directions and solutions to develop the Regional and International Financial Center Project; assisting the Prime Minister in directing, harmonizing and coordinating between ministries, ministerial-level agencies, government agencies and localities in developing the Regional and International Financial Center Project.
At the same time, the Steering Committee assists the Prime Minister in urging ministries, ministerial-level agencies, government agencies and localities to develop the Regional and International Financial Center Project; presides over coordination and organization of cooperation activities, consultation and exchange with domestic and international agencies and organizations on the development of the Regional and International Financial Center in Vietnam, and performs other tasks related to the development of the Regional and International Financial Center Project assigned by the Prime Minister.
The Steering Committee operates on a part-time basis, promoting the responsibility of the Head of the Steering Committee and each member of the Steering Committee in researching, proposing directions, tasks, and solutions to build and implement the Regional and International Financial Center Project, ensuring feasibility, effectiveness, and suitability with the practical situation to maximize the potential and advantages of Vietnam in general and Ho Chi Minh City and Da Nang City in particular. The Head of the Steering Committee issues a Decision on the Steering Committee's Operating Regulations.
The Head of the Steering Committee has the authority and responsibility as prescribed in Clause 1, Article 16 of the Regulation on establishment, organization and operation of inter-sectoral coordination organizations issued together with Decision No. 34/2007/QD-TTg dated March 12, 2007 of the Prime Minister. The Head of the Steering Committee uses the seal of the Prime Minister, the Deputy Head of the Steering Committee uses the seal of the Ministry of Planning and Investment.
The Ministry of Planning and Investment is the standing body of the Steering Committee, responsible as prescribed in Clause 1, Article 15 of the Regulation on establishment, organization and operation of inter-sectoral coordination organizations issued together with Decision No. 34/2007/QD-TTg dated March 12, 2007 of the Prime Minister. At the same time, it is responsible for synthesizing opinions, proposals and recommendations of ministries, agencies and localities; Preparing content and documents for meetings of the Steering Committee; Taking the lead in drafting reports, proposals and recommendations of the Steering Committee to report to the Prime Minister periodically and suddenly upon request; Performing tasks assigned and requested by the Prime Minister and the Head of the Steering Committee.
The Minister of Planning and Investment establishes and promulgates the Working Regulations of the Working Group assisting the Steering Committee; the Deputy Minister of Planning and Investment acts as the Head of the Working Group; the members of the Working Group are leaders at the Department level of relevant ministries, agencies and localities.
The Ministry of Planning and Investment is responsible for presiding over and coordinating with ministries, ministerial-level agencies, government agencies and relevant localities to synthesize and report periodically every 6 months, or ad hoc at the request of the Head of the Steering Committee and the Prime Minister on the operation of the Steering Committee./.
