Proactively concretize the resolution
Before the provincial merger, Resolution No. 68-NQ/TW became a "new wind", arousing determination in the entire political system. After less than 20 days, on May 23, 2025, the People's Committee of Thai Nguyen province (old) assigned the Department of Finance to preside over the development of an action plan. On that basis, on June 19, 2025, the Standing Committee of the Provincial Party Committee issued Plan No. 267-KH/TU to specify the goals and tasks of private economic development in accordance with the direction of the Central Government.
To ensure consistency, on June 27, 2025, the Provincial People's Committee issued Plan No. 160/KH-UBND, closely following Resolution No. 138/NQ-CP of the Government , assigning specific tasks to each department, branch, and locality, and at the same time clearly stipulating the completion time frame for each month and each year.
The Provincial People's Committee also established a Steering Committee to implement Resolution 68-NQ/TW, determined to bring the resolution into life in a practical and effective manner. At the same time, the province organized 7 training conferences, informing more than 2,300 cadres, civil servants, public employees and business representatives, ensuring that all levels and sectors grasp the spirit and content of the resolution for unified and synchronous implementation.

The private economy really needs companionship and orientation, especially propaganda work so that policies and guidelines can quickly reach each business and business household. Once we understand this, we will boldly invest, innovate and contribute to the breakthrough of Thai Nguyen's private economy.

On June 12, 2025, the National Assembly passed a Resolution on the arrangement of provincial-level administrative units, officially merging Bac Kan province into Thai Nguyen from July 1, 2025. This is an important milestone, both opening up new advantages and requiring the adjustment of the resolution implementation plan to suit the reality of the province after the merger.
Immediately after that, on August 8, 2025, the Provincial Party Standing Committee issued Plan No. 08-KH/TU; then, on August 14, 2025, the Provincial People's Committee issued Plan No. 27/KH-UBND. These documents demonstrate unity in direction and action, both inheriting previous orientations and adjusting to suit a larger area. The consistent goal is to develop the private economic sector to become the pillar and growth driver of Thai Nguyen province after the merger.
Business Acceleration
With the goal of having 21,600 operating enterprises by 2030, Thai Nguyen identified this as a big challenge, requiring the synchronous participation of the entire political system.
According to the Department of Finance, after only 4 months of implementing Resolution No. 68-NQ/TW, positive signs have appeared. The whole Thai Nguyen province recorded 728 newly registered enterprises, nearly double compared to the same period last year. Meanwhile, in the period before the resolution, the business growth rate only fluctuated 10-15%/year.
The rapid increase in the number of enterprises in a short time has reflected the initial effectiveness of the timely concretization of the resolution with clear plans and solutions. At the same time, this is also a testament to the trust and active support of the private business community in the area.
Improvements in the business environment and administrative procedures are creating strong momentum for the private business community in the area.
Ms. Ha Minh Doi, Director of Ha Diep Company Limited, shared: Currently, the procedures for establishing a business and registering for investment are much more convenient. We clearly feel the province's efforts in administrative reform and business support. This is the motivation for us to boldly expand our investment in production.

Sharing the same view, Ms. Nguyen Thi Kim Oanh, Deputy General Director of Dung Tan Company Limited, said: With Resolution No. 68-NQ/TW of the Politburo, the private economic sector can confidently move forward. We and the business community will implement more decisive decisions and actions, because there is always the companionship of the Party and the State, creating trust and motivation for sustainable development, contributing to promoting Thai Nguyen's economy to achieve breakthroughs in the new period.
Despite the positive initial results, Thai Nguyen needs to continue to maintain the growth rate, while focusing on improving quality and sustainability to realize the goal by 2030. First of all, the province will closely follow the issued goals and tasks, mobilizing the entire political system to participate.
Propaganda and raising legal awareness for people and businesses is identified as the focus, with many diverse forms to bring support policies and guidelines closer to the business community and business households.
Next is to persistently remove bottlenecks in mechanisms and administrative procedures. Strong reforms in business registration, land, credit procedures, etc. are considered the "key" for new businesses to boldly invest, while helping existing businesses confidently expand their scale.

In addition, the province also needs to pay more attention to developing the startup ecosystem, innovation, and promoting the application of high technology in production. The formation of industrial clusters, agricultural processing zones, mechanics, electronics, etc. to create a solid foundation for private enterprises to develop in association with the value chain.
The private sector has long been identified as an important driving force of the economy. For Thai Nguyen, a land with many advantages in terms of geographical location, infrastructure and human resources, Resolution No. 68-NQ/TW has become a “breakthrough lever”, opening up opportunities for the private sector to maximize its potential.
Mr. Le Kim Phuc, Director of Thai Nguyen Department of Finance, emphasized: In order for the private economy to develop quickly and sustainably, the province must accompany businesses from the start-up stage to the expansion of production. All mechanisms and policies will be applied in the simplest, most transparent and effective way.
The results achieved in the past 4 months are just the beginning. There are still many difficulties and challenges ahead, but with the political determination of the entire system and the consensus and support of the business community and the people, Thai Nguyen has enough basis to believe that the private economic sector will rise up, play a pivotal role and become an important driving force to bring the province to rapid and sustainable development in the new period.
