Synchronously deploy solutions to promote growth and control inflation

Implementing the Prime Minister's dispatches on the direction of fiscal and monetary policy management; maintaining macroeconomic stability, controlling inflation, promoting growth, ensuring major balances and improving people's lives, the People's Committee of Thai Nguyen province has just issued a comprehensive directive, requesting departments, branches and localities to urgently organize synchronous and drastic implementation.

Accordingly, the Chairman of the Provincial People's Committee emphasized that the key task is first and foremost to closely monitor the domestic and international economic situation, improve forecasting capacity, respond flexibly to policies, and avoid being passive. Sectors and localities focus on promoting traditional growth drivers and new growth drivers, ensuring the GRDP growth target in 2025 reaches 8.5% or more. Along with that, it is necessary to strictly control the price movements of essential goods, promptly advise on management measures, stabilize the market, and improve people's lives.

Along with promoting economic growth, the province requires continuing to remove difficulties in implementing the two-level local government model; promoting decentralization and delegation of power along with resource allocation and strengthening supervision.

Along with that, developing culture, education, health, social security policies, sustainable poverty reduction, caring for people with meritorious services, vulnerable groups, and people in remote and isolated areas; effectively implementing the Politburo 's resolution on education, training, and health; and proactively responding to natural disasters and climate change.

Regarding industrial development, the Chairman of the Provincial People's Committee requested to grasp the situation of enterprises, especially FDI and export sectors, and promptly handle difficulties. The province continues to promote investment attraction in industrial zones and clusters, especially in coordination with Samsung Group (Korea) to implement the semiconductor factory project.

Large industrial park infrastructure projects such as Song Cong II, Yen Binh 2 and 3, Phu Binh, Thuong Dinh, Thanh Binh phase II... are directed to accelerate the progress of compensation, resettlement, construction commencement and infrastructure completion. In addition, the progress of key power projects is also required to be closely followed, obstacles removed, put into operation soon, ensuring energy security.

In the field of trade and services, the province focuses on developing tourism and sports associated with effectively exploiting major projects such as: Glory Golf Course, Tan Thai Golf Course Sports Complex, Nui Coc Lake 5-star international tourist area. At the same time, promoting trade promotion, connecting supply and demand on digital platforms, supporting the consumption of agricultural products, specialties and OCOP products.

Regarding public investment, the Provincial People's Committee requested drastic disbursement, striving to achieve 100% of the 2025 plan, of which the third quarter must reach at least 70%. Many key projects were directed to be accelerated, such as: Cho Moi - Bac Kan route, Ho Chi Minh road, Ring Road 1, Bac Kan - Ba Be lake road connecting Tuyen Quang, Quang Vinh 1 and Quang Vinh 2 bridges, and regional connecting routes.

In particular, the province assigned the Department of Construction to advise the Provincial People's Committee to coordinate with the Ministry of Construction to carry out investment procedures to complete the construction of the CT.07 expressway section Hanoi - Thai Nguyen - Cho Moi under the PPP form and supplement the planning of the Thai Nguyen - Lang Son expressway project.

For non-budget projects, the province assigned the Department of Finance and the Provincial Industrial Park Management Board to advise on appraisal, approve investment policies, and promptly resolve difficulties. These include the Tay Pho Yen Industrial Park project, urban areas, social housing, digital infrastructure, telecommunications, and centralized information technology. Planning, compensation, and resettlement must be accelerated to create clean land for investors.

Regarding budget revenue, the province has directed strongly on low revenue items such as: Land rent, FDI revenue, environmental protection tax, mineral exploitation... Localities must focus on completing the target of land use fee collection, determining specific progress of each project. At the same time, speed up the appraisal of land records, determine land prices to ensure revenue sources.

In the monetary and credit sector, the State Bank of Vietnam (SBV) is assigned to implement the central government’s policies, continue to reduce costs and lending interest rates, support capital for production and business, innovation, digital economy, and green economy. At the same time, handle bad debts, control credit risks, prevent violations in the banking system, and strictly manage the foreign exchange and gold markets.

The Chairman of the Provincial People's Committee assigned the Department of Culture, Sports and Tourism and press agencies to step up information and propaganda, creating consensus among the people and business community in implementing the socio-economic development goals in 2025 and the following years.

Heads of departments, branches, and chairmen of People's Committees of communes and wards must seriously implement this, considering it a key political task, ensuring a spirit of urgency and determination, contributing to the rapid and sustainable development of Thai Nguyen, maintaining socio-economic stability, and improving people's lives.
