(MPI) - On the afternoon of November 12, 2024, at the question and answer session of the 8th session of the 15th National Assembly, Prime Minister Pham Minh Chinh presented the Report on socio-economic issues and emphasized that most opinions affirmed that we have achieved important and quite comprehensive results in all fields. Under the correct direction of the Party Central Committee, the Politburo , the Secretariat; the National Assembly, the National Assembly Standing Committee, and the National Assembly's agencies have always paid attention, accompanied, supported, and closely and effectively coordinated with the Government, ministries, branches, and localities to promptly institutionalize the Party's policies and remove obstacles, difficulties, and institutional bottlenecks, and decide on important issues to promote national development.

The Government respectfully thanks the National Assembly deputies, compatriots and voters nationwide for accompanying, helping, sharing and appreciating the flexible and effective leadership and direction of the Government, all levels, sectors and localities; at the same time, frankly pointing out the limitations and shortcomings and contributing many dedicated, responsible, quality opinions and proposing suitable and feasible solutions. The Government seriously accepts the valid opinions of the National Assembly deputies and compatriots and voters nationwide to continue to innovate in leadership and direction.
Explaining some key issues that National Assembly deputies, compatriots and voters are interested in, expecting, sharing and the latest instructions of General Secretary To Lam, Prime Minister Pham Minh Chinh said that in October, our country's socio-economic situation continued to have a positive trend, surpassing that of September; in general, the results achieved in the first 10 months were better than the same period in 2023 in most areas. All three sectors of agriculture, industry and services maintained positive growth momentum; the macro-economy remained stable; inflation was controlled; major balances were ensured; public debt, government debt, foreign debt, and state budget deficit were lower than the prescribed limit.
The consumer price index (CPI) decreased gradually each month, with an average increase of 3.78% in the first 10 months. The state budget revenue is estimated to reach 97.2% of the estimate, up 17.3% over the same period. Total import-export turnover increased by 15.8%, with a trade surplus of 23.3 billion USD. The Politburo has reported and proposed to agree on a plan to handle all 12 projects that have been behind schedule and ineffective for many years, some of which have been profitable; the compulsory transfer of 2 weak banks has been completed. The work to overcome the consequences of storm No. 3 has been implemented resolutely, promptly and effectively.
Based on the positive results of the past 10 months, from now until the end of the year, the Government will focus on directing with high determination, great efforts, drastic and effective actions to maintain momentum, maintain the rhythm, strive for GDP growth in the fourth quarter to reach over 7.5%, and for the whole year to reach over 7%; thereby ensuring the achievement and surpassing of all 15 main socio-economic targets of 2024, creating momentum for the implementation of the 2025 plan, the entire 2021-2025 period, creating a premise and basis for the country to enter a new era, an era of striving to become a rich and prosperous nation as directed by General Secretary To Lam.
Regarding the disbursement of public investment capital, the Prime Minister emphasized that public investment is one of the growth drivers; therefore, the Government and the Prime Minister have directed strongly from the beginning of the year, issued many documents to promote the allocation and disbursement of public investment capital and achieved certain results. However, as commented by some National Assembly deputies, disbursement is still slow; after 10 months, the disbursement rate reached 52.29% (the same period in 2023 was 56.74%), ODA disbursement only reached 27.88%; 29 ministries, central agencies and 21 localities have disbursement rates below the national average, of which 9 ministries, agencies and localities have disbursement rates below 20%.
The main reasons are that some related mechanisms, policies and legal regulations are still cumbersome and overlapping; there are problems with investment procedures, especially ODA projects, compensation, site clearance and land use planning. There is a lack of material supply; project preparation is not good; leadership, direction, inspection and supervision in some places and at some times are not resolute and thorough, especially the role of the head. The management and operation capacity of many project management boards is still limited. Coordination between agencies is still not tight. Discipline and order are not strict in some places; there is still a situation where officials avoid and are afraid of responsibility...
In the coming time, the Government and the Prime Minister will continue to resolutely direct the acceleration of public investment disbursement with the spirit of "5 determinations" and "5 guarantees", striving to disburse over 95% of the plan by 2024. Therein, focusing on 6 main groups of solutions. Firstly, proposing the National Assembly to immediately remove some legal difficulties and obstacles in this session, especially in investment procedures, planning, separating site clearance into independent projects, land procedures, material supply, etc.
Second, there are solutions to speed up compensation, site clearance, support, and resettlement in the spirit of new housing being better than or equal to the old housing. Third, focus on improving the quality of project investment preparation, ensuring greater feasibility and efficiency; promptly transferring capital from slow-disbursement projects to projects with good disbursement and in need of additional capital.
Fourth, speed up the progress of key and important national projects. Fifth, strengthen supervision, inspection, supervision, discipline, and order, along with promoting decentralization, delegation of power, and assignment of tasks with the spirit of "5 clear"; strictly handle violations. Sixth, improve the effectiveness of working groups of the Government, the Prime Minister, and the supervision activities of National Assembly delegations and People's Councils in localities...
Regarding the practice of thrift and the fight against waste, the Prime Minister stated that in recent times, this work has been focused on by the Government and the Prime Minister and has achieved some positive results. In particular, the management of state budget revenue and expenditure has been tighter and more effective, saving expenditure, especially regular expenditure, allocating increased resources to human development expenditure, ensuring social security and development investment expenditure; effectively overcoming the spread of investment; the ratio of public debt and deficit is lower than the permitted limit. Management, exploitation and use of public assets, land, resources and minerals have been strengthened; inspection, examination and auditing have been focused; many economic cases have been investigated, prosecuted and tried, and a large amount of money and assets have been recovered for the state. At the same time, the reduction and simplification of administrative procedures and digital transformation have been promoted, in which the implementation of Project 06 has contributed to saving over 3 trillion VND in social costs annually...
Emphasizing the shortcomings, limitations and causes, the Prime Minister said that in the coming time, the Government and the Prime Minister will focus on directing: Urgently reviewing and amending legal regulations. Continuing to review, cut and save state budget expenditures, especially regular expenditures; Strengthening inspection and examination in all fields, especially in investment, public assets, land, minerals, etc.; strictly handling violations in the spirit of "handling one case, warning the whole region, the whole field"; Simplifying and cutting down administrative procedures to the maximum; focusing on reviewing and thoroughly handling backlogged, prolonged, ineffective projects, weak credit institutions; Promoting communication, building a culture of thrift, fighting waste in the whole society; Building a state administrative apparatus in the spirit of General Secretary To Lam's direction "Sleek - Compact - Strong - Effective - Effective - Efficient".
The Prime Minister also emphasized issues related to ensuring short-term and long-term electricity supply; promoting digital transformation; developing and applying science and technology, promoting innovation associated with training high-quality human resources.
Prime Minister Pham Minh Chinh reported to clarify related issues and answered questions from National Assembly deputies, focusing on the following contents: solutions to promote decentralization and delegation of power; highlights in institutional reform; digital transformation issues; progress of implementation of important national projects; handling of projects behind schedule; solutions to complete the elimination of temporary housing, response to natural disasters and climate change; issues of green development, circular economic development; building management institutions, and developing cyberspace./.
