In recent times, the implementation of tasks related to the financial - budgetary sector when organizing two-level local government for the commune level has encountered some difficulties and obstacles. Up to now, many commune-level units have not opened accounts at the State Treasury; many units have not paid August salaries; the online business registration system has errors, affecting the progress of processing business registration dossiers... At the meeting, units under the Ministry of Finance guided and answered the following contents: Opening accounts and payments at the State Treasury for commune-level budgets; organizing accounting apparatus and standards for chief accountants or in charge of commune-level budget accounting; granting business licenses to private economic sectors; managing public assets at communes; managing commune-level budgets.

Khanh Hoa province has deployed and fully guided the contents related to the financial - budgetary sector when organizing a two-level local government for the commune level; guided the opening of accounts and payments through the State Treasury to communes, wards and special zones in the province. However, in the implementation process, there are still some difficulties and problems such as: Commune-level business file processing officers are still confused in receiving files and returning business registration results regardless of administrative boundaries; people and businesses still use the old place name when declaring the business headquarters address, leading to incorrect files, not matching with system data, affecting processing time... The Department of Finance has proposed the Ministry of Finance to organize training courses for commune-level business officers in handling online public services; upgrade the Public Asset Management software, infrastructure asset software; Decentralize and delegate authority to Khanh Hoa province to proactively create and approve login accounts to the Public Asset Management software for agencies, organizations, units, communes, wards, special zones, etc.
Speaking at the meeting, Deputy Minister of Finance Nguyen Duc Chi directed units under the Ministry of Finance to promptly resolve difficulties in the financial and budgetary fields for localities. The Ministry of Finance will promptly organize training for commune-level business staff in handling online public services; coordinate with the Ministry of Home Affairs to resolve policies for officials subject to streamlining and rearrangement. Comrade Nguyen Duc Chi requested localities to resolutely implement contents related to management and arrangement of public assets; continue to send recommendations to the Ministry of Finance on issues and contents arising in need of support and guidance...
